The struggle for hegemony in the Muslim world

For half of the last century, Arab nationalists, socialists, communists and others were locked in a battle with the Muslim Brothers for hegemony in the Arab world.—Tariq Ali [1]

The Jihadists who toppled the secular nationalist Gaddafi government—and not without the help of Nato bombers, dubbed “al Qaeda’s air force” [2] by Canadian pilots who participated in the bombing campaign—are no longer disguised in the pages of Western newspapers as a popular movement who thirsted for, and won, democracy in Libya. Now that they’ve overrun the US consulate in Benghazi and killed the US ambassador, they’ve become a “security threat…raising fears about the country’s stability” [3]—exactly what Gaddafi called them, when Western governments were celebrating the Islamists’ revolt as a popular pro-democracy uprising. Gaddafi’s description of the unrest in his own country as a violent Salafist bid to establish an Islamic state was doubtlessly accepted in Washington and other Western capitals as true, but dismissed in public as a transparent ploy to muster sympathy. This was necessary to sanitize the uprising to secure the acquiescence of Western publics for the intervention of their countries’ warplanes to help Islamic guerillas on the ground topple a secular nationalist leader who was practicing “resource nationalism” and trying to “Libyanize” the economy– the real reasons he’d fallen into disgrace in Washington. [4]

Al Qaeda in the Islamic Maghreb, which played a major part in the rebellion to depose Libyan leader Muammar Gaddafi, may have plotted the attack on the US consulate in Benghazi which led to the death of US ambassador Christopher Stevens, according to US officials.

The uprising of militant Muslim radicals against a secular state was, in many respects, a replay of what had happened in Afghanistan in the late 1970s, when a Marxist-inspired government came to power with aspirations to lift the country out of backwardness, and was opposed by the Mullahs and Islamist guerillas backed by the United States, Pakistan, Saudi Arabia and China.

An Afghan Communist explained that,

“Our aim was no less than to give an example to all the backward countries of the world of how to jump from feudalism straight to a prosperous, just society … Our choice was not between doing things democratically or not. Unless we did them, nobody else would … [Our] very first proclamation declared that food and shelter are the basic needs and rights of a human being. … Our program was clear: land to the peasants, food for the hungry, free education for all. We knew that the mullahs in the villages would scheme against us, so we issued our decrees swiftly so that the masses could see where their real interests lay … For the first time in Afghanistan’s history women were to be given the right to education … We told them that they owned their bodies, they would marry whom they liked, they shouldn’t have to live shut up in houses like pens.” [5]

That’s not to say that Gaddafi was a Marxist—far from it. But like the reformers in Afghanistan, he sought to modernize his country, and use its land, labor and resources for the people within it. By official Western accounts, he did a good job, raising his country’s standard of living higher than that of all other countries in Africa.

Gaddafi claimed that the rebellion in Libya had been organized by Al Qaeda in the Islamic Maghreb, or AQIM, and by the Libyan Islamic Fighting Group, which had vowed to overthrow him and return the country to traditional Muslim values, including Sharia law. A 2009 Canadian government intelligence report bore him out. It described the anti-Gaddafi stronghold of eastern Libya, where the rebellion began, “as an ‘epicenter of Islamist extremism’ and said ‘extremist cells’ operated in the region.” Earlier, Canadian military intelligence had noted that “Libyan troops found a training camp in the country’s southern desert that had been used by an Algerian terrorist group that would later change its name to Al-Qaeda in the Islamic Maghreb.” [6] Significantly, US officials now believe that the AQIM may have plotted the attack on the US consulate in Benghazi. [7]

Abdel Hakim Belhaj, the Libyan rebellion’s most powerful military leader, was a veteran of the U.S.-backed Jihad against the Marxist-inspired reformist government in Afghanistan, where he had fought alongside militants who would go on to form al-Qaeda. Belhaj returned to Libya in the 1990s to lead the Libyan Islamic Fighting Group, which was linked to his al-Qaeda comrades. His aim was to topple Gaddafi, as the Communists had been toppled in Afghanistan. The prominent role Belhaj played in the Libyan uprising should have aroused suspicions among leftists in the West that, as Western governments surely knew, the uprising was not the heroic pro-democracy affair Western media—and those of reactionary Arab regimes—were making it out to be. Indeed, from the very first day of the revolt, anyone equipped with knowledge of Libyan history that went back further than the last Fox News broadcast, would have known that the Benghazi rebellion was more in the mold of the latest eruption of a violent anti-secular Jihad than a peaceful call for democracy. [8]

“On Feb. 15, 2011, citizens in Benghazi organized what they called a Day of Anger march. The demonstration soon turned into a full-scale battle with police. At first, security forces used tear gas and water cannons. But as several hundred protesters armed with rocks and Molotov cocktails attacked government buildings, the violence spiraled out of control.” [9]

As they stormed government sites, the rampaging demonstrators didn’t chant, “Power to the people”, “We are the 99 percent”, or “No to dictatorship.” They chanted “‘No God but Allah, Moammar is the enemy of Allah’.” [10] The Islamists touched off the rebellion and did the fighting on the ground, while U.S.-aligned Libyan exiles stepped into the power vacuum created by Salafist violence and Nato bombs to form a new U.S.-aligned government.

Syria’s Hafiz Asad, and other secular nationalists, from his comrade Salaf Jadid, who he overthrew and locked away, to his son, Bashar, who has followed him, have also been denounced as enemies of Allah by the same Islamist forces who violently denounced Gaddafi in Libya and the leaders of the People’s Democratic Party in Afghanistan. The reason for their denunciation by Islamists is the same: their opposition to an Islamic state. Similarly, Islamist forces have been as strongly at the head of the movement to overthrow the secular nationalists in Syria, as they have the secular nationalists in Libya and the (secular) Marxists in the late 1970s-1980s Afghanistan.

The secular nationalists’ rise to power in Syria was a heavy blow to the country’s Sunni Islamic militants who resented their society being governed by secular radicals. Worse still from the perspective of the Islamists, the governing radicals were mostly members of minority communities the Sunnis regarded as heretics, and which had occupied the lower rungs of Syrian society. From the moment the secular nationalists captured the state, Islamists went underground to organize an armed resistance. “From their safe haven deep in the ancient warrens of northern cities like Aleppo and Hama, where cars could not enter, the guerrillas emerged to bomb and kill.” [11]

In 1980, an attempt was made to group the Sunni opposition to the secular nationalists under an “Islamic Front’, which promised free speech, free elections, and an independent judiciary, under the banner of Islam. When militant Islamic terrorists murdered Egyptian president Anwar Sadat a year later in Egypt, Islamists in Damascus promised then president Hafiz Asad the same fate. Then in 1982, Jihadists rose up in Hama—“the citadel of traditional landed power and Sunni puratinism” [12]—in a bid to seize power in the city. The ensuing war of the Islamic radicals against the secular nationalist state, a bloody affair which costs tens of thousands of lives, convinced Asad that “he was wrestling not just with internal dissent, but with a large scale conspiracy to unseat him, abetted by Iraq, Jordan, Lebanon, Israel and the United States.” [13] Patrick Seale, a veteran British journalist who has covered the Middle East for decades, described the Islamists’ movement against Syria’s secular nationalists as a “sort of fever that (rises) and (falls) according to conditions at home and manipulation from abroad.” [14]

Media accounts of Syria’s civil war omit mention of the decades-long hostility between Islamists and secular nationalists—a fierce enmity that sometimes flares into open warfare, and at other times simmers menacingly below the surface—that has defined Syria in the post-colonial period. To do so would take the sheen off the armed rising as a popular, democratic, progressive struggle, a depiction necessary to make Western intervention in the form of sanctions, diplomatic support, and other aid, against the secular nationalists, appear just and desirable. Today, only Trotskyists besotted by fantasies that the Arab Spring is the equivalent of the March 1917 Petrograd uprising, deny that the content of the Syrian uprising is Islamist. But the question of whether the uprising was initially otherwise—a peaceful, progressive and popular movement aimed at opening democratic space and redressing economic grievances–and only later hijacked by Islamists, remains in dispute. What’s clear, however, is that the “hijacking”, if indeed there was one, is not of recent vintage. In the nascent stages of the rebellion, the late New York Times reporter Anthony Shadid noted that the “most puritanical Islamists, known by their shorthand as Salafists, have emerged as a force in Egypt, Libya, Syria and elsewhere, with suspicions that Saudi Arabia has encouraged and financed them.”[15]

Secular nationalists, socialists and communists in Muslim lands have struggled with the problem of Islamist opposition to their programs, to their atheism (in the case of communists) and to the secular character of the state they have sought to build. The Bolsheviks, perhaps alone among this group, were successful in overcoming opposition in the traditional Muslim territories they controlled in Central Asia, and improving the lives of women, who had been oppressed by conservative Islam. Female seclusion, polygamy, bride price, child and forced marriages, veiling (as well as circumcision of males, considered by the Bolsheviks to be child abuse) were outlawed. Women were recruited into administrative and professional positions and encouraged – indeed obligated – to work outside the home. This followed Friedrich Engels’ idea that women could only be liberated from the domination of men if they had independent incomes. [16]

Western governments, led by the United States, have made a practice of inflaming the Islamists’ hostility to secular nationalists, socialists and communists, using militant Muslim radicals as a cat’s paw to topple these governments, which have almost invariably refused to align themselves militarily with the United States or cut deals against the interests of their own people to fatten the profits of corporate America and enrich Wall Street investment bankers. But whether Washington aggravates fault lines within Muslim societies or not, the fact remains that the fault lines exist, and must be managed, but have not always been managed well.

For example, no matter how admirable their aims were, the reformers in Afghanistan had too narrow a political base to move as quickly as they did, and they rushed headlong into disaster, ignoring Moscow’s advice to slow down and expand their support. The Carter and Reagan administrations simply took advantage of their blunders to build a committed anti-communist guerilla movement.

Salah Jadid, who Hafiz Asad overthrew and locked away. Jadid pursued an unapologetically leftist program, and boasted of practicing “scientific socialism.” The Soviets thought otherwise. Jadid came to power in a conspiracy and never had more than a narrow base of support.

The leftist Syrian regime of Salah Jadid, which Hafiz Asad overthrew, did much that would be admired by leftists today. Indeed, Tariq Ali, in an apology apparently intended to expiate the sin of seeming to support the current Asad government, lauds Jadid’s regime as the “much more enlightened predecessor whose leaders and activists…numbered in their ranks some of the finest intellectuals of the Arab world.” [17] It’s easy to see why Ali admired Asad’s predecessors. Jadid, who lived an austere life, refusing to take advantage of his position to lavish himself with riches and comforts, slashed the salaries of senior ministers and top bureaucrats. He replaced their black Mercedes limousines with Volkswagens and Peugeot 404s. People connected with the old influential families were purged from government. A Communist was brought into the cabinet. Second houses were confiscated, and the ownership of more than one was prohibited. Private schools were banned. Workers, soldiers, peasants, students and women became the regime’s favored children. Feudalists and reactionaries were suppressed. A start was made on economic planning and major infrastructure projects were undertaken with the help of the Soviets. And yet, despite these clearly progressive measures, Jadid’s base of popular support remained narrow—one reason why the Soviets were lukewarm toward him, regarding him as a hothead, and contemptuous of his claim to be practicing “scientific socialism.” [18] Scientific socialism is based on mass politics, not a minority coming to power through a conspiracy (as Jadid and Asad had) which then attempts to impose its utopian vision on a majority that rejects it.

Jadid backed the Palestinian guerrillas. Asad, who was then minister of defense, was less enamored of the guerrillas, who he saw as handing Israel pretexts for war. Jadid defined the bourgeoisie as the enemy. Asad wanted to enlist their backing at home to broaden the government’s base of support against the Muslim Brothers. Jadid spurned the reactionary Arab regimes. Asad was for unifying all Arab states—reactionary or otherwise—against Israel. [19]

Asad—who Ali says he opposed—recognized (a) that a program of secular nationalist socialism couldn’t be implemented holus bolus without mass support, and (b) that the government didn’t have it. So, after toppling Jadid in a so-called “corrective” movement, he minimized class warfare in favor of broadening his government’s base, trying to win over merchants, artisans, business people, and other opponents of the regime’s nationalizations and socialist measures. At the same time, he retained Jadid’s commitment to a dirigiste state and continued to promote oppressed classes and minorities. This was hardly a stirring program for Marxist purists—in fact it looked like a betrayal—but the Soviets were more committed to Asad than Jadid, recognizing that his program respected the world as it was and therefore had a greater chance of success. [20]

In the end, however, Asad failed. Neither he nor his son Bashar managed to expand the state’s base of support enough to safeguard it from destabilization. The opposition hasn’t been conjured up out of nothing by regime change specialists in Washington. To be sure, regime change specialists have played a role, but they’ve needed material to work with, and the Asad’s Syria has provided plenty of it. Nor did Gaddafi in Libya finesse the problem of mixing the right amount of repression and persuasion to engineer a broad enough consent for his secular nationalist rule to survive the fever of Salafist opposition rising, as Patrick Seale writes, according to conditions at home and manipulation from abroad . The machinations of the United States and reactionary Arab regimes to stir up and strengthen the secular nationalists’ opponents made the knot all the more difficult to disentangle, but outside manipulation wasn’t the whole story in Gaddafi’s demise (though it was a significant part of it) and hasn’t been the sole, or even a large part of the, explanation for the uprising in Syria.

The idea that the Syrian uprising is a popular, democratic movement against dictatorship and for the redress of economic grievances ignores the significant history of struggle between secularist Arab nationalists and the Muslim Brothers, mistakenly minimizes the role of Salafists in the uprisings, and turns a blind eye to Washington’s longstanding practice of using radical Muslim activists as a cat’s paw against Arab nationalist regimes.

The idea that the uprisings in either country are popular, democratic movements against dictatorship and for the redress of economic grievances, (a) ignores the significant history of struggle between secularist Arab nationalists and the Muslim Brothers, (b) mistakenly minimizes the role of Salafists in the uprisings, and (c) turns a blind eye to Washington’s longstanding practice of using radical Muslim activists as a cat’s paw against Arab nationalist regimes that are against sacrificing local interests to the foreign trade and investment interests of Wall Street and corporate America. With Islamists lashing out violently against US embassies in the Middle East, their depiction by US state officials and Western media as pro-democracy fighters for freedom may very well be supplanted by the labels used by Gaddafi and Asad to describe their Islamist opponents, labels that are closer to the truth –“religious fanatics” and “terrorists.”

Reactionary Islam may have won the battle for hegemony in the Muslim world, as Tariq Ali asserts, and with it, the United States, which has often manipulated it for its own purposes, but the battle has yet to be won in Syria, and one would hope, never will be. That’s what’s at stake in the country: not a fragile, popular, egalitarian, pro-democracy movement, but the last remaining secular Arab nationalist regime, resisting both the oppressions and obscurantism of the Muslim Brothers and the oppressions and plunder of imperialism.

The Most Significant Threat to Global Peace and Security in the World Today

Canada has severed diplomatic relations with Iran, a country it decries as “the most significant threat to global peace and security in the world today,” and it has done so as part of the Harper government’s re-orienting Canada’s foreign policy to more vigorously back Israel. But it is Israel—which daily clamours for an attack on Iran and threatens to undertake one itself—that is the greatest current threat to world peace and international security.

Canada has withdrawn its diplomats from Tehran and ordered Iran’s out of Canada. Ottawa says it has suspended diplomatic relations because Iran is:

 Providing military assistance to the Syrian government;
 Refuses to comply with UN resolutions pertaining to its nuclear program;
 Routinely threatens the existence of Israel;
 Engages in racist anti-Semitic rhetoric and incitement to genocide;
 Is among the world’s worst violators of human rights;
 Shelters and materially supports terrorist groups.

Given rampant speculation in Canada about the real reasons Ottawa has suddenly broken off relations with Iran, it’s clear that Ottawa’s purported reasons have been dismissed as empty rhetoric.

And so they should be.

If Ottawa were genuinely concerned about the world’s worst violators of human rights giving military assistance to tyrannical regimes to put down peaceful uprisings, it would have shut its embassy in Saudi Arabia long ago. Human Rights Watch describes rights violations in Saudi Arabia, an absolute monarchy that refuses to tolerate meaningful democratic reforms, as “pervasive.” And when Bahrainis rose up in peaceful protest against their country’s despotic rulers last year, Saudi troops and tanks spilled into the country to help Bahrain’s absolute monarchy violently suppress the uprising. Canadian diplomats remain on station in both countries.

The United States refuses to comply with innumerable UN resolutions to lift its illegal blockade on Cuba, and yet Ottawa continues to maintain diplomatic relations with Washington. UN resolutions in connection with the Palestinians are regularly ignored by Israel, but all the same Canadian diplomats are not withdrawn from Tel Aviv.

Indeed, Israel offers multiple reasons for Ottawa to close its embassy in that country and boot Israeli diplomats out of Canada. Human Rights Watch describes conditions in territories occupied by Israel as a “human rights crisis.” Within Israel proper, Arabs are treated as second-class citizens, subordinate to the favoured children, the Jews.

Israel’s record of furnishing military aid to repressive, retrograde regimes is long and shameful. After the Carter administration suspended military aid to the Chilean regime of Augusto Pinochet in 1977, Israel stepped in to become the dictator’s major arms supplier. Israel ran guns to Iran soon after the 1979 Islamic Revolution, to fan the flames of war between Iran and Iraq, and before that was a major supporter of the Shah’s dictatorial, human rights charnel house. [1] In the 1970s, it entered into a secret military alliance with South Africa’s racist apartheid regime, offering to sell it nuclear weapons.

As for the Canadian government’s professed opposition to nuclear weapons proliferation, Tel Aviv’s nuclear program should be ringing alarm bells in Ottawa. Israel is estimated to have some 200 nuclear weapons. It refuses to hear any discussion about giving them up, won’t join the Nuclear Non-proliferation Treaty, and bars international inspectors from entering the country.

By contrast, the Iranians have no nuclear weapons—and as US military and intelligence officials continue to affirm—there is no evidence they’re working to acquire them (see here, here, here, here, here, and here.) More than that, there is evidence of absence. “Certain things are not being done,” a former US intelligence official told the Washington Post, that would have to be done were the Iranians working to weaponize their civilian nuclear energy program.

And unlike Israel, Iran is a member of the Nuclear Non-proliferation Treaty. Its nuclear facilities are regularly scrutinized by international inspectors. And while it is true that Tehran refuses to comply with some UN resolutions related to its civilian nuclear program, it does so because the resolutions would uniquely deny its right to process uranium—a right the non-proliferation treaty guarantees.

And as for supporting terrorists, in the early 1980s Tel Aviv groomed Christian Phalangist right-wing militias to act as Israel’s proconsul in Lebanon. When a bomb killed the Phalanges’ leader Bashir Jumayal, who had been recently elected president, the militias went on a rampage, terrorizing Palestinians and Shiite Lebanese in the Sabra and Shatila refugee camps in Beirut. As the Phalanges rampaged through the camps, killing men, women and children, the Israeli army threw up a cordon around the camps, firing flares into the night sky to provide illumination to help the terrorists do their grisly work. [2]

Far worse is the reality that the Israeli state was founded on terrorism. For one thing, Zionists used terrorism to try to drive the British out of mandate Palestine, bombing the King David hotel, headquarters of the British mandate authority, in 1946. But that was small potatoes compared to what was to come. Exhausted, and no longer willing to administer Palestine, the British transferred responsibility to the UN in 1947. Over the objections of the majority Arab inhabitants, the UN developed a partition plan which would allocate 56 percent of mandate Palestine to a Jewish state. Jews made up only one-third of the population. The Arabs, two-thirds of the population, would receive only 42 percent (Jerusalem, the remaining two percent, would become an international city.) The Jewish state would have a rough demographic balance of 500,000 Jews and 400,000 Arabs (the Arab state 800,000 Arabs and 100,000 Jews.) Recognizing that a democratic Jewish state could not long exist without a preponderance of Jews, Zionists terrorized Arab villages to depopulate them, sending hundreds of thousands of Arab Palestinians fleeing for safety. They were later barred from returning. Zionists claim the Arabs fled only to get out of the way of advancing armies from neighbouring Arab states. But the terror, formalized as Plan Dalet, was well underway before the Arab armies intervened. In end, the Zionists seized 80 percent of Palestinian territory, and were only prevented from seizing all of it by the intervention of Egypt and Jordan. [3]

What’s more, Canada might consider its own support for terrorists. Some Canadian military officers who had participated in last year’s NATO air war against the government of Libya referred to NATO jets bombing Gadhafi’s troops as “al-Qaeda’s air force,” a recognition that Islamist terrorists made up part of the opposition that NATO, with Canada’s participation, intervened on behalf of.

As for the Canadian government’s claim that Iran “routinely threatens the existence of Israel,” this is pure wind. Tehran is certainly hostile to Zionism—the idea that European Jewish settlers, through a program of ethnic cleansing, have a legitimate right to found a state on someone else’s land. And there can be little doubt that Iran is ready to do all it can to facilitate the demise of the Zionist regime. But the notion that Iran has the intention—even the capability—to bring about the physical destruction of Israel is absurd in the extreme. Iran is severely outclassed militarily by Israel, and its possession of a handful of nuclear weapons—if it were ever to acquire them—would be no match for Israel’s hundreds, or the formidable military might of Israel’s sponsor, the United States. The idea that Iran threatens Israel is a silly fiction cooked up by Israeli warmongers to justify an attack on Iran to prevent the latter from ever acquiring even the potential to develop nuclear weapons in order to preserve Tel Aviv’s monopoly of nuclear terror in the Middle East. Canadian politicians simply ape the line that Israel is threatened, a canard Zionists have used since 1948 to justify their aggressions. On the contrary, it is Israel—a super-power-sponsored nuclear weapons state—which threatens Iran, to say nothing of Syria and Lebanon.

So why has Ottawa really suspended diplomatic relations with Tehran? Iran’s foreign minister Ali Akbar Salehi says Canada’s government is “neo-conservative”, “extremist”, and “boundlessly defending international Zionism.” These are apt descriptions. Canada has practically outsourced its Middle East foreign policy to Israel, letting it be known that it will unquestioningly prop up Israeli interests. Extremist? Since Ottawa’s outsourcing of Middle East foreign policy to Israel yokes Canada to a bellicose regime with an atrocious human rights record, how could it be otherwise?

But Salehi’s description, no matter how apt, does not explain why Ottawa has severed ties with Iran now.

Former Canadian ambassador to Iran John Mundy raises the possibility that Ottawa is pulling its diplomats out of the country in anticipation of a unilateral Israeli strike on Iran. Since Canada has offered unqualified support to Israel, Canadian diplomats would be in danger if Israel followed through on its threats. Britain recalled its diplomats when, last November, protesters stormed the British Embassy in Tehran. Canada may be seeking to avoid a similar occurrence. Ottawa may have no specific knowledge of an impending Israeli strike, but may be playing it safe all the same. Or it might be participating in an Israeli-sponsored ruse to ratchet up psychological pressure on Tehran, withdrawing its diplomats to falsely signal an imminent Israeli strike.

Whatever the case, it’s clear that Canada has adopted the extremist position of supporting a rogue regime in Tel Aviv that, to quote Ottawa’s misplaced description of Iran, is “the most significant threat to global peace and security in the world today.”

The UN Secretary General and the One Percent

It’s clear whose side UN Secretary General Ban Ki-moon is on.

On August 17, Ban denounced Iran’s supreme leader Sayyed Ali Hosseini Khamenei‘s condemnation of Zionism as a political system. Khamenei’s remarks were “offensive and inflammatory,” Ban cautioned, adding that the UN Charter prohibits member states from threatening one another.

Iran’s “threats” against Israel, including president Mahmoud Ahmadinejad’s alleged threat to “wipe Israel off the map” have the appearance, though not the substance, of threats. They’re predictions about the inevitable collapse of a morally indefensible political system. Zionism will eventually fade from the pages of history, the Iranian president augured, not in a hail of nuclear missiles, but because its racial exclusion and ethnic cleansing are the rotten timbers upon which it rests.

Anyone who had prophesied that the days of Apartheid—another morally indefensible political system—were numbered, would hardly have been accused of threatening to bomb South Africa. But Ahmadinejad, as president of an economically nationalist state that exhibits little enthusiasm for hitching its wagon economically and politically to Wall Street and Washington, gets special treatment.

Khamenei’s prediction, and Ahmadinejad’s rendering of it, was soon turned into a canard about Iran threatening to bomb Israel, which demagogues in Tel Aviv and Washington have been using since to sanitize Israel’s threats to wage war on Iran. Use bombs, sanctions, isolation, and a foreign-trained domestic overthrow movement to usher Khamenei and Ahmadinejad off the stage of history, install pliant local rulers, and Iran’s back in the Wall Street camp.

While Iran’s leaders predict Zionism’s downfall under the weight of its own injustices, Israel has been making real threats–and not predictions about the collapse of the Islamic state, but promises to rain death and destruction on Iran from the air. All the same, Ban has been silent. Some UN member states, it seems, are afforded the privilege of threatening other member states, without a dressing down by the Secretary General.

Israel’s “entire existence is premised on the forced removal of Palestinians from their land,” Mazda Majidi points out in a recent Liberation article. Israel’s origins in ethnic cleansing might have led Ban to denounce Zionism as “offensive and inflammatory,” rather than Khamenei’s screed against it. Israel has amassed a robust record of serial aggressions, invading “every single one of its neighbors: Egypt, Syria, Lebanon and Jordan.” And much “of the territory it has occupied it has refused to ever return.”

What’s more, its aggressions have “gone beyond its borders, including its bombing of the Osirak nuclear plant in Iraq in 1981 and its military assistance to reactionary states around the globe, including apartheid South Africa.”

So how could Ban miss the pimple on Israel’s face, considering the country was born with it, and that it has once again become red and angry? More to the point, how could he play to Israel’s modus operandi, which goes back to Israel’s founding in 1948, of justifying its aggressions on the wholly laughable grounds of being under an existential threat? Iran, a non-nuclear-arms country without superpower patronage, no more poses an existential threat to the US-backed, nuclear-arms-wielding Israel, than Canada does to the United States.

Ban’s bias is inevitable. Like all UN secretaries general, he’s simply an extension of the countries that make up the permanent membership of the United Nations Security Council–the most important of which, of course, is the United States.

Washington and its other extensions, which include Tel Aviv and the Western mass media, have been engaged in a long-running campaign of manipulating public opinion to make Iran loom large in the minds of the public as a major threat to Israel—all in the service of building a pretext for war. There’s a broader campaign of which this is only a part: to eliminate every state that refuses to subordinate itself economically and politically to the profit-making interests of the banks, corporations and major investors of the United States and its major allies—the one (or more precisely, the fraction of the one) percent.

Milosevic’s Yugoslavia was sanctioned and bombed because it was a social democracy that resisted a free-market take-over, not because—as the story goes—ethnic Albanians were ill-treated. Libyan leader Muamar Gadaffi’s sin, according to a leaked US State Department cable, was that he practiced “resource nationalism”, insisting his country’s resources be used to benefit Libyans, not because he was allegedly about to unleash a genocide. The US State Department complains that Syria has “failed to join an increasingly interconnected global economy,” which is to say, has failed to turn over its state-owned enterprises to private investors, and that “ideological reasons” continue to prevent the Asad government from liberalizing Syria’s economy, not that the country’s president, Bashar al-Asad, hates democracy and tramples human rights. (Were this the reason Washington opposes Asad’s government, how would we explain US support for the monarchical, misogynist, opposition-jailing, democracy-abominating tyrannies of Saudi Arabia and Bahrain?)

Iran, too, has committed its share of transgressions against free-market, free-enterprise, free-trade theology. The country’s constitution defines the public sector as primary, and “the private sector as the means of furnishing the government’s needs rather than responding to market requirements.” Democratic socialists will be shocked to discover that this is the very same economic model that such New Left socialists as Ralph Miliband defined as emblematic of what a democratic socialism ought to be (which isn’t to say that Iran is a democratic socialist state, only that economically it is very close to what many socialist thinkers have envisaged for Western socialism.)

Needless to say, countries that limit room for foreign investors, and subordinate the private sector to public policy goals, rather than Wall Street’s goals, are an anathema in Washington, and must be eliminated. The UN General Secretary is on board.

The dictator you didn’t know about

He’s a virtual dictator who presides over a virtual one-party state controlled by his own ethnic minority. True, he has been elected multiple times, but he relies on violence and intimidation to win “mind-bogglingly one-sided elections.” (1) In the last election, his party won all but two of 546 seats in parliament. (2)

When opposition supporters objected to one of his improbable election victories, he ordered regime forces to open fire, “killing 193 and wounding hundreds. Thousands of opposition leaders and supporters were rounded up and detained.” (3) Opponents who weren’t jailed were denied food aid, jobs and other social benefits. (4)

A rebellion against his regime has been met by “brutal campaigns” involving rape and the killing of his own people. (5) Last year, he sentenced two Western journalists to 11 years in prison for reporting on rebel groups fighting to overthrow his tyrannical regime. (6) And in 2006, he sent his forces into a neighbouring country to occupy it militarily, because it was weak and unable to defend itself.

Syria’s Bashar al-Asad?

The description fits the picture painted of these two leaders by the US State Department and its echo chamber, the Western mass media. But it is neither of these men. Both are reviled in Washington—and so automatically by the Western press—for reasons allegedly having to do with their bad attitudes to democracy and human rights and so it’s easy to believe the leader depicted above is one of them.

But the real reason the US State Department–and in train the mimetic Western media—treat these men as heinous criminals has to do with their attitudes to Western free enterprise and domination from abroad. Neither man has been willing to open his country to untrammelled exploitation by foreigners (or in Zimbabwe’s case to the descendants of settlers.) Neither votes in the United Nations as Washington directs, and neither is willing to act as a military proxy for the Pentagon.

But Meles Zenawi, the leader I’ve described above—the dictator you haven’t heard about—was willing to do all these things.

Meles, the prime minister of Ethiopia, died last Monday. An anti-Communist, he dropped out of medical school in the 1970s to fight Ethiopia’s then Marxist-Leninist government. As prime minister, he shepherded Ethiopia through a free-market, free-enterprise takeover that opened Ethiopia’s economy to foreign investors. (7) In 2006, when the United States asked him to invade neighbouring Somalia, Meles—the uncompromising local agent of US interests—was only too happy to comply.

For his services the Ethiopian strongman was showered with aid—$1 billion from Washington in 2010, and nearly the same amount last year. (8) And his “military and security services” are celebrated in Washington as “among the Central Intelligence Agency’s favourite partners…in Africa.” (9)

While Meles was the kind of leader Washington professes to revile, there were no campaigns for Meles’s removal engineered by the US State Department, and then taken up by a compliant mass media, and from there by liberals, soft-leftists, non-violent pro-democracy activists, and “no-fly-zone-arms-to-the-rebels” Trotskyists. All of these forces were too busy trying to outdo each other in denouncing the rogue’s gallery of socialists and economic nationalists Washington trotted out for disdain, allegedly because they hate democracy and human rights, but actually because they hate foreign domination. Meles never made Washington’s list of rogues. Nor by consequence the Western mass media’s. Nor by consequence the aforesaid leftists’.

Writing Meles’ obituary, New York Times reporter Jeffrey Gettleman felt moved to explain the gulf between Washington’s rhetoric about supporting democracy and human rights, and its practice of supporting their very enemies.

“Ethiopia,” wrote Gettleman, “is hardly alone in raising difficult questions on how the United States should balance interests and principles.” Contra Gettleman, the trouble here is that there is no balance between interests and principles. US interests—which is to say the interests of the one percent—vastly outweigh principles, which is why Washington continues to support leaders like Meles and tyrants in the Gulf. Principles are simply rhetoric to cover up the rape of other countries in the pursuit of profit.

“Saudi Arabia,” continued Gettleman, “is an obvious example (of interests trumping principles), a country where women are deprived of many rights and there is almost no religious freedom. Still, it remains one of America’s closest allies in the Middle East for a simple reason: oil.”

Right, but not oil, as a resource US consumers and industry depend on that can’t be obtained elsewhere. Indeed, the United States is one of the world’s top oil producers and more than half of US oil is sourced domestically. Neighbouring Canada supplies as much oil to the United States as do all of the oil producing countries in North Africa and the Middle East combined. (10) The loss of Saudi Arabia as an ally wouldn’t leave the United States short of oil. On the contrary, Saudi Arabia is a source of only a small part of the oil the United States consumes. But it is a source of gargantuan oil profits for US businesses, not only directly, but through the recycling of petro-dollars through US banks. Saudi Arabia remains one of the United States’ closest allies in the Middle East for a simple reason: not oil itself, but for what it delivers–immense profits.

Gettleman went on to point out that, “In Africa, the United States cooperates with several governments that are essentially one-party states, dominated by a single-man, despite a commitment to promoting democracy.” (11) But he didn’t say why. If it’s oil profits in Saudi Arabia, what is it in Africa? The Wall Street Journal is more forthcoming. Meles transformed a Communist-controlled economy by “loosening up of lucrative industries” and attracting “investment in agriculture and manufacturing.” (12) In other words, he helped make US investors—the one percent— richer.

Meanwhile, leaders who have resisted their country’s exploitation by the West’s one percent have been destabilized, sanctioned, bombed, and—with the help of plenty of leftists—tarred by the blackest campaigns of vilification.

If this is Stalinism, count me in

Richard Seymour, the left author and force behind the well-known blog Lenin’s Tomb, has dismissed my critique of his support for Syrian rebels as a pitiable Stalinist diatribe.

Have I any reply? a what’s left reader asked.

My surmise is that Seymour called my critique “Stalinist” because, in his view, his sympathy for Trotskyist politics could only be significant to a Stalinist, and also because it’s Trotskyist second-nature to denounce critiques from the left as “Stalinist’. (Yes, it’s true, too, the same can be said for many self-identified Stalinists, who are just as quick to denounce critiques from the left of their own positions as “Trotskyist.” )

My drawing attention to Seymour’s identification with Trotsky was superfluous (the argument stood on its own.) But it gave Seymour an easy out in name calling and therefore was ill-advised. Still, I’m sure he would have found another label for me— “authoritarian,” or “bankrupt” or “mechanically” anti-imperialist. These are the insults du jour.

So why did I drop the T bomb? Because I think it’s fair to say that Seymour’s analysis owes much to Trotskyist thinking—as it could be said just as fairly that my own owes much to thinking that would not have been out of place in Soviet politics. If that, then, is what “Stalinism” is, then I am guilty as charged and Seymour’s description of my argument as Stalinist is fair and accurate.

As for replying to the points Seymour raises in his new article I can only say this: He appears to have set for himself a test of his forensic skills. Can he persuade others to accept an absurdly indefensible—almost fantastical—position? Judging by what his readers have written on his blog, his forensic skills have proven to be not quite up to the task of lugging the dead weight of an indefensible position up the hill of reason and good sense.

As some of his own readers have pointed out, a revolution must be judged, not by its imperfectly understood origins or aims, but by its destination and outcomes. It is clear to anyone whose mind is not addled by disdain for revolutionary governments that fail to live up to the Trotskyist ideal, or hope that the latest uprising is a signal for the outbreak of socialist revolution on a world scale, that the overthrow of the Asad government, should it come, will not usher in a popular, democratic regime, pregnant with the possibilities of socialist revolution, but a subaltern US client state and the elimination of what elements of socialism remain in the Syrian economy.

The predictable apology of a Ba’thist? Hardly. I am not a Ba’thist, and nor would I belong to the Ba’th party were I Syrian. My politics incline more to the left than the Ba’th could comfortably accommodate. But I am sympathetic to the aims of the Syrian state, and have found much in its record to be admired, namely, its non-sectarian aspirations, anti-Zionism, support for Palestinian liberation, anti-imperialism and amelioration of the material circumstances of a once oppressed agrarian population. On balance, the Syrian state has been far more progressive than regressive, and has done far more that is worthy of praise than condemnation.

The same, however, cannot be said for the significant part of the forces that oppose Damascus and seek to bring the Asad government down. There is no question that the rebels (or “terrorists” as they would be called were Asad on Washington’s side) will, if they prevail, clear the way for the Syrian National Council to supply the key personnel to a successor government. And nor is there any question that the successor government, should it be formed, will immediately sever connections with Iran and Hezbollah—disrupting the so-called “axis of resistance”—and steer the ship of state on a course set in Washington. There is no ambiguity about this, because the SNC has already said that this is what it will do. [1]

It shouldn’t take a mind of especial perspicacity, then, to see that rebels and terrorists who are backed politically, diplomatically, materially and militarily by the United States, its western allies, and its subalterns in the Gulf, will not usher in a genuine popular, democratic government in Syria anymore than Solidarity ushered socialism into Poland, the latter being a misplaced hope of politically naive leftists of an earlier decade. The destination and outcome of that uprising was accurately foreseen by people with a firmer grasp on reality—the ones denounced at the time as pitiable Stalinists.

Dissembling Concern Over Violence, UN General Assembly Takes a Side in Syria’s Civil War

Professing grave concern over Syria’s escalating violence, the United Nations General Assembly on Friday demanded that “all in Syria immediately and visibly commit to ending violence.”

This would be all to the good except that the General Assembly’s idea of what constitutes “all in Syria” and what it means by “ending violence” amounts to one side in the civil war (the Republic) laying down its arms unilaterally, while President Assad steps down and cedes his authority to an interim government approved by the “international community,” which is to say, the very same countries that are furnishing the rebels with arms, logistical support, diplomatic assistance, territory from which to launch attacks, salaries for fighters, lucre to induce government officials to defect, and propaganda.

The resolution is hardly a plea for peace. It’s a demand that the Republic capitulate. Significantly, the resolution’s sponsor, Saudi Arabia, is the rebels’ main arms supplier. No wonder the Bolivian representative to the UN was moved to declare that the aim of the text is not to assist the Syrian population, but to ‘defeat Damascus’.” “Anybody who doesn’t believe that needs only read it,” he said.

Indeed, the text is perfectly clear: peace means regime change and regime change means peace.

“Rapid progress on a political transition,” the General Assembly said is “the best opportunity” to resolve the conflict peacefully. That is: peace equals Assad stepping down. Or, peace, yes, but on the rebels’, which is to say, the United States’, terms. And UN General-Secretary Ban Ki-moon, echoing US Secretary of State Hilary Clinton, has underscored the equating of peace with Assad’s departure, defining “political transition” as a necessary condition of peace.

Importantly, the United States—whose efforts to eliminate Syria’s Arab nationalist government antedate the Arab Spring—opposes Assad, not because he is a “dictator” or “kills his own people” as the propaganda has it, but because his government has long charted a course on foreign and economic policy independent of Washington. Assad’s crime, in the view of Washington, is to have tried to privilege the Syrian population over the interests, both immediate and distal, of US banks and corporations.

Significantly, the resolution ignores the political and constitutional concessions the Syrian government has already made in what has turned out to be a fruitless attempt to engineer a peaceful settlement with an opposition that is hostile to peace. With Libya as a model for how a opposition with the backing of only part of the population need not negotiate with the government it opposes if it can enlist the support of the United States and Europe, the Syrian rebels have never had an incentive to sit down with Damascus and work out a modus vivendi. On the contrary, all the incentives are on the side of an intransigent commitment to violent overthrow of the government. The overthrow comes about as a result of the support in arms and political and propaganda backing the United States and its allies provide, and therefore is effectively authored in Washington, but attributed, for political and propaganda purposes, to the rebels’ own efforts. Having the US State Department, CIA and Pentagon on your side can more than adequately make up for the deficiency of failing to win the support of significant parts of the population.

The General Assembly’s text demands that “the first step in ending the violence must be made by the Syrian authorities,” who are called upon to withdraw their troops. It is highly unlikely that a US ally would ever be called upon to withdraw its troops in the face of an armed insurrection. This is a standard reserved exclusively for communist, socialist, and economic nationalist governments—those whose commitment to self-directed, independent development runs counter to the unrestrained profit-making of US banks and corporations. No international body has ever seriously demanded that Saudi Arabia refrain from violence in putting down rebellions in its eastern provinces, or that Bahrain—home to the US Fifth Fleet—cease its use of violence to extinguish its own, local, eruption of the Arab Spring (a military action against civilians ably assisted by Saudi tanks.) Asking Damascus to unilaterally lay down its arms is a demand for capitulation, disguised as a desire for peace.

Parenthetically, the uprisings in Saudi Arabia and Bahrain are regularly depicted in the Western media as “Shia” and backed by Shia Iran and therefore sectarian, not as popular democratic movements against tyrannical monarchies. By contrast, the Syrian uprising, though having a strong sectarian content and being principally Sunni and supported by the Sunni monarchies of Saudi Arabia and Qatar and the Sunni-dominated government of Turkey, is depicted as a democratic uprising against dictatorship, not sectarian.

The United States and Israel, in backing the General Assembly resolution, denounced Syria’s use of “heavy weapons, armour and the air forces against populated areas”—though Washington’s concern for using overwhelming military force against populated areas stops at Yugoslavia, Afghanistan, Iraq, and Libya. Populated areas of Gaza, the West Bank and Lebanon have felt the heavy hand of Israeli heavy weapons, armour and air force. And Turkey’s rulers—who allow their territory to be used by the rebels as a launching pad for attacks on Syria—continue to kill their own people in their longstanding war against Kurd nationalists.

Ban Ki-moon warned the Syrian government that its actions “might constitute crimes against humanity or war crimes, which must be investigated and the perpetrators held to account,” words he never uttered in connection with Nato’s assault on Libya nor Saudi Arabia’s and Bahrain’s use of violence to quell uprisings in their countries. Nor have his predecessors uttered similar words in connection with the United States’ and Israel’s frequent and undoubted crimes against humanity and war crimes. Moreover, Ban hasn’t warned Syria’s rebels that they too will be held to account for their crimes. (The Libyan rebels haven’t been.)

Thirteen countries opposed the resolution, almost all of them committed to independent self-directed development outside the domination of the United States. These include Cuba, North Korea, Venezuela and Zimbabwe.

Against this axis of independence are the sponsors and chief backers of the resolution: the US-vassal Sunni petro-tyrannies—champions of a Sunni rebel movement that’s supposed to be (improbably) galvanized by democratic, not sectarian, ambitions—while the United States, its Nato allies, and Israel—authors of the gravest humanitarian tragedies of recent times, hypocritically profess concern over escalating violence in Syria. The resolution can hardly be seen as a genuine expression of humanitarian concern. It’s a demand for the Republic’s, which is to say, the non-sectarian Arab nationalists’, capitulation, disguised as a plea for peace, and a blatant taking of the imperialist side in a civil war.

Richard Seymour: Hallucinating revolutions, pacifying resistance

While it may stir hopes that a popular rebellion is sweeping away oppression, the Syrian revolt, whatever its origins and proclamations, is hardly that. Its likely destination is a new US client regime in Damascus; its probable outcome the dismantling of what’s left of Syrian socialism, anti-imperialism and anti-Zionism. Would that it were all that romantic leftists fervently wish it to be, but a sober look at the rebellion, and recent history, strongly points in another direction.

Following blogger and author Richard Seymour, the views of many leftist who side with the rebels can be summarized as follows:

• All genuine popular liberation movements should be supported.
• The Syrian revolt is a genuine popular liberation movement.
• Western countries are intervening to tilt the balance in favour of an outcome they want.
• There is no sign they can achieve this.

Since few would disagree with the first point, we can move quickly to the second. Is the Syrian revolt “genuine” and is it “popular”?

If by genuine we mean the revolt is intended to advance popular interests, and that it doesn’t represent the pursuit of narrow interests under the guise of achieving popular goals, then the answer must surely be that the rebel movement’s genuineness depends on what section of it we’re talking about.

It’s clear that the aim of exiles in key leadership positions within the Syrian National Council is to turn Syria into a US client regime. The Muslim Brotherhood’s interests are undoubtedly sectarian, as are those of al Qaeda, a recent addition to the rebellion. Unless we pretend these groups are not part of the rebel movement, it cannot be said to be genuine in all its parts. To be sure, some parts of it are, but other parts—and very important ones—aren’t.

Is the rebel movement “popular”?

We don’t know exactly how much support the rebels have, or how much the government has. But we do know that each side appears to be able to count on the backing of significant parts of the Syrian population—the rebels on Sunnis (though less so the Sunni merchant class); the government on religious minorities. If the rebels represent a popular movement, then, inasmuch as the definition of “popular” depends on having the support of a significant part of the population, the forces arrayed against the rebellion are popular as well.

But should a rebel movement be supported simply because it’s popular? By definition, fascist regimes are based on mass support (without it, they’re merely authoritarian.) Most Democratic Party voters—as well as Republican Party ones—are part of the 99 percent. Both parties are popularly supported. Does that mean leftists ought to support them too? The Nazis too had a vaguely progressive section—that part on which the “socialist” in National Socialist German Workers’ Party turned. But its presence didn’t make the Nazis a popular movement for socialism or any less of a tool of capitalist-imperialist interests.

The counter argument here is that none of these popularly supported parties of the right are “genuinely” popular. (While popularly supported, they don’t advance popular goals.) But that gets us back to the question of whether the Syrian rebel movement is homogenous, united in aiming to oust the Assad government for a common purpose. Clearly, it is not.

On the other hand, we might say that the Syrian state isn’t popular, in the sense of its being said to represent narrow class interests, while the rebel movement seeks to overthrow those interests, and therefore is popular by definition. But there’s no evidence that any significant part of the Syrian rebellion is inspired by class interests, except perhaps key parts of the SNC, whose class interests align with those of the banks, corporations and wealthy investors who dominate the US state, media and economy. At best, parts of the rebel movement seek a liberal democracy, which would rapidly dismantle the remaining socialist elements of the Syrian economy. To be sure, Syria has never been socialist in the manner Trotsky’s followers favour—and a number of leftists on the side of the rebels, including Seymour, who Wikipedia notes is a member of the Socialist Workers Party— are devotees of the Russian revolutionary. But a liberal democracy would be even further from their ideal.

Seymour’s third point is that Western countries are intervening to tilt the balance in favour of an outcome they want. Since there’s no secret about this, we can move to point 4.

The fourth point is that there is no sign the West can hijack the rebel movement. There is an obvious objection to this: Were there a good chance Western governments couldn’t tip the outcome in their favour, they would be energetically opposing the rebellion, not ardently supporting it. Seymour’s point may be based, apart from wishful thinking, on the reality that there are large parts of the rebel movement that Washington does not trust, and therefore is reluctant to assist. The CIA’s role—at least that which is admitted to—has been to funnel Saudi- and Qatari-provided arms to the groups Washington wants to come out on top, and away from those it wants to keep from power. But therein lies the reason the United States will assuredly hijack the rebel movement. It will channel military, diplomatic, political, and ideological support to those parts of it that can be trusted to cater to US interests, and this overwhelming support will allow pro-imperialist elements, in time, to dominate the rebellion, if they don’t already. To think otherwise, is to ignore what happens time and again.

A brief example. In the summer of 1982 the Marxian economist Paul Sweezy hailed the rise of Poland’s Solidarity trade union movement as “heartening proof of the ability of the working class….to lead humanity into a socialist future.” [1] Maybe when you’ve lived on a starvation diet for years a discarded four-day old hamburger plucked from a McDonald’s dumpster starts to look like a steak dinner. Solidarity too was termed a genuine popular liberation movement, but it, like so many others so characterized, led, not forward, but backward. We know now that Solidarity’s high-profile supporters—The Wall Street Journal, Margaret Thatcher and Ronald Reagan—had a better idea of what Solidarity was all about than Sweezy did—to say nothing of much of the anti-Communist left. Those who didn’t have their heads stuck in a utopian cloud saw clearly enough that Solidarity would not lead to “genuine” socialism, but to the breakdown of the Polish state, chaos in the Warsaw Pact, and a step along the road to rolling back Communism; which is what happened, and the decades since have been marked by the deepest reaction. Henry Kissinger recently concluded correctly that the Syrian rebellion “will have to be judged by its destination, not its origin; its outcome, not its proclamations.” Judging Solidarity by its destination and outcomes, we can hardly be optimistic about the Syrian rebellion, nor parts of the left grasping its probable destination.

The reply to this might be, “Well, at least we should support the genuinely popular elements of the rebel movement.” Seymour wants us to do this by seeing to it that arms flow freely to the rebels, as Gilbert Achcar (another follower of Trotsky’s thought), wanted to do with the Libyan rebels. This naively ignores who’s providing the arms, who they’re provided to, and what’s likely to be expected of the recipients in return. The main weapons suppliers, the Saudi and Qatari tyrannies—and who could ask for more convincing supporters of a genuine popular liberation movement?—are not channelling arms to genuine popular liberation groups. Instead, it seems very likely that military support is being heaped upon those sections of the rebellion that are amenable to a post-conflict working arrangement with US-allies Turkey, Israel and the Gulf Cooperation Council and to settling in comfortably to a subordinate role to Washington. The idea behind arms flowing freely to “genuinely popular” liberation forces is that Washington backs leftists while the Saudi and Qatari tyrannies arm democrats. The naivety is breathtaking—on par with Sweezy’s embracing Solidarity as heartening proof of an imminent socialist future.

There’s more than a soupcon of absurdity in any discussion among Western leftists of “supporting” the Syrian rebels, since support amounts to nothing more than a rhetorical endorsement without any practical, real-word, consequences. It’s not as if an International Brigade is being assembled (backed by what? Saudi and Qatari money) that fervent anti-Assad leftists of the West can join to show real, meaningful support. Except weren’t the last International Brigades fighting against rebels? And come to think of it, aren’t the Saudis and Qataris backing an international volunteer brigade…of jihadis? If supporting Syria’s rebels meant anything at all, Western leftists would be making their way to Turkish border towns to offer their services to the Free Syrian Army, or the local CIA outfit attached to it. Perhaps a collection can be taken up to raise airfare for Seymour to travel to the nearest FSA recruiting center to put real meat behind his support for Syria’s “genuine popular liberation” movement.

Despite its surface appearance of empty clap-trap, Seymour’s position does have a practical, real-world aim—to neutralize opposition in the West to Western intervention on the side of the rebels by the people who are most likely to mount it—the Western left. Once you accept the argument that the rebels are a genuinely popular liberation movement and that massive outside intervention by imperialist powers won’t tilt the outcome of the rebellion in their favour, then all that’s left to do—as a way of showing solidarity with the rebels—is to raise not a single objection to their receiving aid from your own government. Which means that Seymour, who fancies himself a champion of popular causes against powerful conservative forces, may, on the contrary, be a pacifier of dissent against the most reactionary force around—US-led imperialism.

Wanted: An anti-low-intensity warfare movement

While the United States and its allies warn that a military attack on Iran is an option they won’t rule out, this doesn’t mean that a war on Iran is only a future possibility, not a present reality. The war is underway, and has been for years. “I often get asked when Israel might attack Iran,” says Patrick Clawson, director of the Iran Security Initiative at the Washington Institute for Near East Policy. “I say, ‘Two years ago.’”

Clawson has a point, but two years is too short. A case can be made that the war has been going on since 1979, when Iranians booted out the US-backed dictator, the Shah, and set out on a path of independent development.

It’s just that in the last decade, the intensity of the war has been ratcheted up.

True, cruise missiles haven’t smashed into downtown Tehran. And Israeli bombers haven’t flown missions to reduce Iranian nuclear sites to rubble, despite Tel Aviv’s incessant threats to do so. But the United States and its allies have:

• Imposed crippling sanctions
• Kept up threats of military intervention
• Used cyber-warfare to cripple Iran’s uranium enrichment program
• Assassinated Iran’s nuclear scientists
• Met with Iranian dissidents to plan covert actions to destabilize the government
• Funded opposition groups
• Financed anti-government media
• Worked to foment a popular revolution under the guise of democracy-promotion
• Created Farsi language satellite television programming to broadcast anti-government propaganda into Iran.

A US military attack on Iran would be “a last option” explained the former US ambassador to the UN, John Bolton. But for the moment, the United States is relying on “economic sanctions and attempts to foment a popular revolution.”

Why?

One view is that Iran is trying to develop nuclear weapons, and so must be stopped. Of course, we might question whether it’s legitimate for countries that have nuclear weapons aplenty, Israel included, to demand that no other country challenge their monopoly.

And since many of these countries have threatened Iran militarily on numerous occasions, we might wonder whether Iran should indeed have nuclear weapons to deter the threats.

But lay these considerations aside, for Iran’s leaders say they’re not developing nuclear weapons, and the 16 intelligence agencies that make up the US intelligence community say they believe them. It’s not only the absence of evidence, but also the evidence of absence, that leads the intelligence agencies to this conclusion. There are certain things the Iranians aren’t doing that you would expect them to do if they were developing warheads.

We can also quickly dispense with the canard that Iranian president Mahmoud Ahmadinejad threatened to wipe Israel off the map. While war-mongering Machiavellis trot out this myth whenever they wanted to whip up fear of Iran, it has long been disproved. See here.

The likely reasons for the war can be separated into an immediate one and a strategic one. The immediate reason is to prevent Iran from acquiring the capability of building nuclear weapons. The strategic reason is to recover Iran as a US sphere of influence. The latter means replacing the current regime, committed to Iran’s independent development, with a government amenable to Iran’s economic domination by the United States and integration into the US military machine. Since a nuclear-armed Iran would be better able to resist US pressure to kow-tow to Washington and Wall Street, it must be denied even the threat of (nuclear) self-defence.

The recent talks between Iran and the P5+1 group (US, Britain, France, Russia, China and Germany) on Iran’s nuclear program broke down because the two sides are completely at odds. Iran wants the big powers to acknowledge its right to enrich uranium. The big powers want to deny Iran the right. And so economic sanctions—which have already driven consumer prices up by 40 percent, cut the value of Iran’s currency in half, and led to the lay-off of 100,000 factory workers this year—will be ratcheted up.

The style of war the US and its allies is waging against Iran is hardly new. The United States has conducted “low-intensity” warfare against other countries outside its sphere of domination before. North Korea and Cuba have been the targets of this style of warfare for decades. Low-intensity wars mobilize:

• Economic sanctions
• Funding and support for a political opposition and overthrow movements
• Broadcasting anti-government propaganda
• Sabotage
• Assassinations
• Threats of military intervention

Here’s how it works: Economic sanctions cripple the economy. Standards of living plummet. To counter threats of military intervention, the besieged country spends more on defence. This, in turn, exacerbates the country’s economic troubles.

Economic difficulties create popular discontent. The West’s anti-government propaganda, which blames the slumping economy on the government’s “mismanagement”, inflames discontent and strengthens opposition. The Western-aided political opposition channels the discontent into demands for the government to step down.

To survive, the government curtails civil and political liberties. And this, plus the sanctions-induced economic crisis, provides the West with pretexts for continued low-intensity warfare.

Low-intensity warfare doesn’t inspire anti-war movements. Hot wars do. This is a shame, because politically their effects are the same. And sanctions—as should now be evident from the hundreds of thousands, if not more than one million sanctions-related deaths in Iraq, and the sanctions-driven collapse of North Korea’s healthcare system—can have more devastating consequences than the hot wars anti-war movements have traditionally opposed.

The Houla Massacre

Syrian government forces may or may not have been responsible for the killing of 108 civilians at Houla. Witness accounts point to militias that may have been acting independently of the Syrian government. One account describes the killings as avenging a rebel sectarian attack on an Alawite village. All the same, no witness account has been independently verified. The events are, in the words of a UN monitor, “murky”.

The US government, nevertheless, has reached far beyond the evidence to blame the Syrian government for the atrocity, a brazenly hypocritical public relations assault on Syria. In light of the serial massacre of hundreds of Pakistani and Afghan civilians, including children, by US drone strikes, the US government has no credibility as a self-appointed champion of the innocent.

Examining the conflict with reference to US foreign policy goals, and the objectives of other parties, it is likely that the Assad government’s opponents are depending on armed conflict and the exploitation of the public relations opportunities the conflict provides to meet their goal of regime change.

Damascus, on the other hand, has more to gain from working out a modus vivende with its internal opposition than trying to win a shooting war with armed rebels that have the backing of the formidable diplomatic and material resources of the United States and wealthy Gulf petro-monarchies.

Goals

In the Syria conflict, the goal of:

• Saudi Arabia, Qatar and other Gulf Cooperation Council Sunni petro-monarchies is to replace Syria’s Alawite-dominated state with a Sunni leadership;

• The United States and its Western allies is to force the Russia-allying, Iran-supported, Hezbollah-backing economic and Arab nationalist Syrian Ba’athist regime to relinquish control of the Syrian state. Ultimately, Washington would like to see a satellite regime in Damascus that ousts Russia from its naval base on the Mediterranean, breaks ties with Iran, cuts support to Hezbollah, accepts Israel’s annexation of the Golan Heights, and opens its economy to US corporations and investors. Whether Washington can realize all these ambitions is unclear, but they do appear to be ambitions the US state embraces;

• The Sunni Islamists and al-Qaeda is to overthrow the Assad government, which they think of variously as “atheist” and “heretical”;

• The exile opposition and Free Syrian Army is to replace Assad as local rulers, courting US backing by professing commitment to Wall Street and State Department interests;

• The Syrian Ba’athist government is to survive in the face of determined opposition and with few allies.

In light of these goals, it is very unlikely that the opposition forces arrayed against the Syrian government are sincerely committed to the Annan peace plan. Since the plan seeks to find an accommodation between the Syrian government and its internal opposition without calling for the government’s dissolution, it fails to satisfy the opposition goal of regime change.

The plan does, however, promise a pathway to the Syrian government’s goal of political survival, and therefore it is Damascus, of all parties described above, that is likely to have the greatest commitment to making the plan work.

On the other hand, being committed to Assad’s overthrow, and not accommodation with him, the opposition is more likely to favor rhetorical commitment to the plan while continuing to pursue its regime change goal through armed struggle, relying on material, diplomatic, and moral support from the US and its allies.

This thrusts Damascus onto the horns of a dilemma. If it fails to respond to opposition attacks it puts its survival at risk. If it does respond, it is accused of violating the peace plan.

Houla

Atrocities being accustomed events in war, it was highly likely that one would eventually arise that Washington and Europe could take advantage of. Pinning blame for an atrocity on the Syrian government would allow Washington to escalate pressure on the Ba’athists, embarrass their supporters into withdrawing or weakening support, and strengthen public backing of stepped up intervention in Syria.

The events surrounding the Houla massacre are, in the words of UN monitors, “murky”, and the identity of those who carried out the killings of 108 civilians, many at close-range, remains unclear. Witness testimony, none of which has been independently verified, points to “pro-government militias” as the culprits, which may mean loosely organized sectarian gunmen acting independently of Damascus. One witness told The Wall Street Journal that “the attacks…might have been to avenge a rebel assault on a nearby Alawite village a day earlier.” [1]

While Syrian forces had been engaged in combat with armed rebels in the area, UN monitors found that fewer than 20 people were killed by government artillery fire. [2] And “rebel fighters,” according to The Wall Street Journal, “admitted putting up a stronger fight with government forces…than had been claimed initially. That fighting appeared to be what the government blamed for its artillery barrage.” [3]

Despite the event’s “murkiness” and evidence that it was possibly related to Alawite gunmen avenging an earlier sectarian attack, Washington blamed the massacre directly on Damascus, squeezing in a denunciation of Iran at the same time. State Department spokeswoman Victoria Nuland called the Houla events an “absolutely indefensible, vile, despicable massacre against innocent children, women, shot at point-blank range by regime thugs,“ adding that the perpetrators were “aided and abetted by the Iranians, who were actually bragging about it over the weekend.” [4]

What the Iranians had actually done was point out that they have provided military aid to Syria, what the US and Gulf monarchies provide to the rebels trying to overthrow the Assad government.

Neither Nuland, nor her fellow compatriot practitioners of Goebbels’s art, have worked themselves up into high dudgeon over the 175 children and 828 civilians killed by US drone attacks in Pakistan since 2004 [5] — absolutely indefensible, vile, despicable killings of innocent children, women, killed from the safe distance of a Nevada warehouse by US regime thugs brandishing computer joy-sticks. And in the case of these killings there was no murkiness about who the killers actually were.

US atrocities don’t mitigate the Houla massacre, nor excuse the Syrian government if it was involved. The killings were indeed indefensible, vile, and despicable. But there are two points here.

Unlike the case of the far greater number of civilians blasted away by the United States, it is unclear whether Damascus was involved in the Houla killings. It may have been. But the evidence is hardly compelling and points just as strongly to perpetrators acting independently of the government.

The US track record is littered with indefensible, vile, despicable killings of innocent children and women by US forces—on a far greater scale than happened at Houla. Were there strong evidence that Damascus pulled the trigger, Washington’s denunciation of the Assad government would be manifestly hypocritical. But in the absence of such evidence, Washington’s apportioning of blame for the atrocity to the Syrian government is not only hypocritical but blatantly political—another volley in a war to put Washington more firmly in the driver’s seat in Syria.

Myanmar learns the lesson of Libya

Strike Myanmar from the regime change list. Only two years ago, the resource-rich country located between India and China was practicing the kind of economic nationalism that got Libyan leader Muammar Gadhafi deep into trouble with the US State Department and oil company giants. Now, Washington has suspended its sanctions on Myanmar and nominated its first ambassador to the country in 22 years.

Why?

The Obama administration says it’s because of the profound political changes Myanmar has brought about over the last year, including the release from house arrest of Aung San Suu Kyi, who now sits in Myanmar’s parliament. But the real reason has more to do with the country’s military rulers turning away from economic nationalism and throwing their economy’s doors open wide to ownership by outsiders.

Announcing the easing of US sanctions, US secretary of state Hilary Clinton went directly to the heart of the matter, after making obligatory remarks about Myanmar travelling the road to democracy. “Today we say to Americans business: Invest in Burma (Myanmar)!” [1]

When Myanmar’s military took power in a 1962 coup, it nationalized most industries and brought the bulk of the economy under government control, which is the way it stayed until two years ago.

Major utilities were state-owned and health-care and education were publically provided. Private hospitals and private schools were unheard of.

Ownership of land and local companies was limited to the country’s citizens. Companies were required to hire Myanmar workers. And the central bank was answerable to the government. [2]

But in the last year, Myanmar’s government began to sell off government buildings, its port facilities, its national airline, mines, farmland, the country’s fuel distribution network, and soft drink, cigarette and bicycle factories.

The doors to the country’s publically-owned health care and education systems were thrown open, and private investors were invited in.

A new law was drawn up to give more independence to the central bank, making it answerable to its own inflation control targets, rather than directly to the government. [3]

To top it all off, a foreign-investment law was drafted to allow foreigners to control local companies and land, permit the entry of foreign telecom companies and foreign banks, allow 100 percent repatriation of profits, and exempt foreign investors from paying taxes for up to five years.

What’s more, foreign enterprises would be allowed to import skilled workers, and wouldn’t be required to hire locally. [4]

With Myanmar signaling its willingness to turn over its economy to outside investors, President Obama last December dispatched Hillary Clinton to meet with Myanmar’s leaders, the first US secretary of state to visit in more than 50 years. [5]

William Hague soon followed, the first British foreign minister to visit since 1955. [6]

Other foreign ministers beat their own paths to the door of the country’s military junta, seeking to establish ties with the now foreign investment-friendly government on behalf of their own corporations, investors, and banks.

And business organizations sent their own delegations, including four major Japanese business organizations, all looking to cash in on Myanmar’s new opening. [7]

A new frontier

The Wall Street Journal calls Myanmar “the last, large frontier market in Asia” and describes its “potential” as “too great for …investors to ignore.” [8] The country is gas- and oil-rich, and teems with timber and gems. It could become a major exporter of rice and seafood, though with the country’s new foreign investment law, it will be the superrich of New York, London, and Tokyo who reap the lion’s share of benefits, not Myanmar’s citizens.

A country of poor people, Myanmar offers the attraction to overseas investors of low manufacturing wages. And it’s situated between India and China, giving manufacturers easy access to two emerging growth markets.

International companies are circling the country, says the Wall Street Journal, [9] (like vultures?) ready to invest their capital in the provision of heavy machinery, railways, airports, telecom networks, consumer goods–and services, including private healthcare. [10]

Their enthusiasm is no less than that expressed by US ambassador to Libya Gene A. Cretz in connection with that country. Cretz said the Libyans “were starting from A to Z in terms of building infrastructure and other things. If we can get American companies here on a fairly big scale, which we will try to do everything we can to do that, then this will redound to improve the situation in the United States with respect to our own jobs” [11] to say nothing of redounding to Wall Street with respect to its enrichment.

Two countries teeming with investment opportunities. The only difference is that Libya had to be bombed in hopes that Gadhafi’s successors would lay out the welcome mat for foreign investors and US and western European corporations with greater alacrity than the resource nationalism-practicing Gadhafi did.

Myanmar’s generals got the message, and laid out the welcome mat themselves, before they too faced Gadhafi’s fate.
