Who Is Killing Iran’s Nuclear Scientists – And Why?

One day last November, assassins on motorbikes drove up to the cars of two of Iran’s nuclear scientists as they were leaving for work and attached bombs to their vehicles. The bombs detonated in seconds, killing Majid Shahriari, a member of the engineering faculty at a Tehran university, and Fereydoon Abbasi, a professor at Shahid Besheshti University. 

Last week, in an eerie reprise, Darioush Rezaei, a physics professor working in the field of nuclear chain reactions, was killed in his car. This time by a pair of gunmen on a motorcycle. 

Suspicion immediately fell upon the United States, and for good reason. The CIA is running a program to sabotage Iran’s nuclear program by eliminating its nuclear scientists. Until recently, the program has sought to create a brain drain by luring physicists and engineers out of the country.(1) But now it appears that the nuclear scientists who won’t or can’t be lured away are being targeted for elimination – either by assassination or abduction. 

Another Iranian nuclear scientist, Shahram Amiri, was abducted while on a pilgrimage to Saudi Arabia and “spirited quickly to the United States.” (2) 

It should be recalled that while the United States and its possible partner in the assassinations, Israel, are working to undermine Iran’s nuclear program, both have their own civilian nuclear power industries plus more than a few nuclear weapons. 

So why are they adamant about denying Iran what they, themselves, already have?

And just to be clear, what Washington and the Israelis don’t want Iran to have is the capability of processing nuclear fuel at home. While this would allow the Iranians to convert Iran’s vast supplies of uranium into fuel to power a civilian nuclear energy industry, it would also furnish Iran with the means to quickly develop nuclear weapons, something it might want to do if, say, the United States threatened to attack (hardly an improbable scenario).

Denying Iran its own nuclear fuel processing industry has obvious advantages to rich countries.

  • They derive profits from the sale of nuclear fuel.
  • With their hands on the nuclear fuel spigot, they acquire political leverage over Tehran.
  • Iran’s ability to resist US pressure by developing nuclear arms is severely crimped.

The official story on why Iran mustn’t have its own nuclear fuel processing capability is that if Iran can process uranium it can secretly develop nuclear arms. And the country must not be allowed to go nuclear because its president is a Judeophobic madman who, if he gets the chance, will send a barrage of nuclear-tipped missiles hurtling toward Israel to complete what Hitler had left undone.

This view is utter nonsense.

First, the United States would incinerate Iran in a second if Tehran used nuclear weapons against Israel. And if Washington couldn’t do the job, the Israelis, with their own formidable nuclear arsenal, surely would. At best, Iran’s possession of nuclear arms (and it doesn’t have them now and it’s not clear it seeks them) would provide a deterrent against attacks on its own territory.

What’s more, Iran’s president, Mahmoud Ahmadinejad, never promised to “wipe Israel off  the map,” as some Western and Israeli political leaders demagogically claim. Instead, he predicted that Israel as a Jewish state would dissolve, as the Soviet Union once did. Hardly the same.   

Another view is that Ahmadinejad intends to attack Israel in order to return Palestine to the Palestinians. Except this would turn Palestine into a nuclear wasteland, not what the Palestinians want. And why would Ahmadinejad risk Iran’s nuclear annihilation to advance the Palestinian cause? Sure, Iran is a big booster of the Palestinians, but not to the point of imperilling its own existence. 

No, the real reason Washington seeks to sabotage Iran’s nuclear program is to deny the country a means by which it can resist efforts to bring it within the US imperial orbit, that is, to eliminate the threat of Iranian self-defense. 

Iran is charting its own course. Its economic policies, which emphasize state-ownership of key sectors of the economy, and the sheltering of manufacturing behind high tariff walls, are an anathema to the ultra-wealthy bankers and investors who dominate US foreign policy and insist that profit-making opportunities be made available to them just as much beyond US borders as within.

As an example of the opportunities that Iran’s nationalist policies deny investors and corporations of rich countries, consider the country’s automobile industry. It operates behind steep tariff walls which allow two domestic firms, both partly government-owned, to absorb 97 percent of all automobile sales in the country. Sales reached 1.6 million units last year. (3) Were Iran’s high tariff barriers toppled, US, European and East Asian automobile manufacturers could add handsomely to their bottom lines.

But a nuclear-armed Iran—even one which doesn’t have nuclear weapons, but has the knowledge and means to quickly develop them—could strongly resist demands made at gunpoint that it turn over its markets, natural resources and enterprises to foreign capital.

Of course, US sophistry holds that that’s not what Washington wants. It’s not seeking economic domination, only a level playing field. The trouble is, asking a Third World country to compete with rich countries on a level playing field is like asking high school football teams to compete in the NFL – without assistance. 

Since US foreign policy is all about opening doors to US investors and exporters, and Iranian policy is focussed on using state-ownership, subsidies and tariffs to develop the country’s economy, Washington and Tehran are in conflict. Washington wants Tehran’s economic policy to accommodate the profit-making interests of US banks, corporations and investors, while Tehran fashions its economic policy to accommodate the interests of Iranians.

For Washington, the route to resolving the conflict lies in ushering in a new regime in Tehran, one more attentive to the needs of US capital. It would be pro-foreign investment and committed to free markets, free trade and free enterprise.  

Since Iranians don’t seem to be heading in this direction as rapidly as Wall Street would like, Washington hopes to change their minds through sanctions, threats of war, financial isolation, and destabilization, centred on demonization of Iran’s political leadership.  

Oh, and abduction and assassination too.

Military Interventions: Progressive vs. Imperialist

Wars have almost always been highly devastating affairs, with dire consequences in ruined and destroyed lives, as well as in the destruction of economies, farms, factories, housing and public infrastructure. While it cannot be said that all people at all times have considered wars to be best avoided, it is safe to say that the humanitarian case against war is overwhelming.

This essay is concerned, not with war in general, but with military interventions. To be sure, military interventions are often inseparable from wars, since they are often the causes of them. But not always. Some occur in the context of wars that are already underway. And some happen without provoking major resistance.

Today, on the left—and even the right—there are many activists who are committed to an anti-war position, but who are more properly said to oppose military intervention. Opposition to war implies, not only opposition to one country initiating a war against another (aggression), but also to using military means to repel an attack (self-defence.) Yet it is highly unlikely that people who say they are against war mean that they are against self-defence. It is more likely that they mean that a military response to a conflict must only occur for valid reasons, and that self-defence is the only valid one.

However, those who have adopted an anti-war position often stress other reasons for opposing military interventions. These include the ideas that:

• Democracy is senior to other considerations and that people should be allowed to resolve internal conflicts free from the meddling of outside forces.
• Institutions and ideologies cannot be successfully imposed on other people and interventions that seek to do so (e.g., bring democracy to another country) are bound to fail.
• International law is a legitimate basis for determining the validity of military interventions and countries ought to abide by it.

In this essay, the arguments will be made that: none of these principles are grounds to oppose military intervention; one of them is empirically insupportable as an absolute statement; the idea that military force ought to be used only in self-defence is indefensible; and that had these principles been adopted as inviolable, a number of interventions that are now widely regarded as progressive and desirable would never have occurred. A case will be made, instead, that some military interventions are valid and that validity depends on whose interests the intervention serves and whether the long-run effects are progressive. By these criteria, NATO interventions in Yugoslavia, Afghanistan, Iraq and Libya are not valid, while France’s intervention on the side of the United States in the American Revolution and the Union government’s intervention in the states of the Confederacy in the American Civil War were valid. Also valid were the interventions of the Comintern on the Republican side of the Spanish Civil War (1936-1938), the Chinese People’s Liberation Army’s (PLA) interventions in Korea (1950) and Tibet (1959), Cuba’s intervention in Angola (1975), and the Soviet Union’s intervention in Afghanistan (1979).

Looking Out for Western Business and Investor Rights: Why the West Approves Military Interventions to Topple One Arab Government and Prop Up Another

In a previous article I pointed to three factors to explain the West’s decision to intervene militarily in Libya to prevent the government there from putting down an armed rebellion while it tacitly approves the Gulf Cooperation Council’s military intervention in Bahrain to put down a peaceful rebellion there. The double-standard, I argued, reflects dramatic differences between Libya and Bahrain in their relationship with the United States and its dominant investor and corporate class.

Bahrain is the home of the US Fifth Fleet, has long-standing warm relations with Washington, and strongly caters to Western corporate and investor interests. Since the Khalifa regime supports US corporate profit-making and military interests, and a new regime might not do the same to the same degree, Washington is prepared to allow Saudi and other GCC troops and tanks to assist Bahraini authorities in violently quelling a peaceful rebellion.

Libya, I pointed out, doesn’t provide bases for the US or other Western militaries, hasn’t had long-standing warm relations with Washington, and isn’t particularly accommodating of Western corporate and investor interests. From a neo-colonialist standpoint, Western powers could do better in Libya.

Some readers objected, arguing that in recent years Libya has sought to open itself to Western corporations and investors and has struck a number of deals with Western oil companies. It cannot be concluded, they continued, that the West’s decision to intervene military in Libya was motivated by Western profit-making considerations, for Libya is already catering to Western business interests.

To be sure, Libya has opened itself to the West, but doing deals with Western corporations is not the same as engineering a wholesale subordination of domestic interests to those of foreign bankers and corporations — typically, what corporate-and investor-oriented Western governments look for in Third World “partners”. For the wealthy scouring the globe for investment opportunities and corporations seeking export markets, an opening door in Libya doesn’t necessarily mean that Libya’s business climate is fully conducive to maximizing profits. That Libya allows some Western corporations to operate in the country doesn’t guarantee that investments are safe from expropriation, that performance requirements aren’t imposed on foreign investments, that repatriation of profits isn’t controlled, that taxes aren’t high, or that there is a commitment to labor market “flexibility.” In short, the Kaddafi government may, in recent years, have sought to expand Western access to investment opportunities in Libya, but that alone doesn’t mean that the conditions of access were regarded by corporations and investors as being as desirable as they could be, or as desirable, for example, as those provided by the government of Bahrain, or as desirable as those a future government might provide.

The Heritage Foundation provides a guide to how accommodating countries are to the profit-making interests of US corporations and investors. Every year the foundation publishes an Index of Economic Freedom, which ranks countries on how open they are to exports and foreign investment, how low their taxes are, how committed they are to protecting property rights, and so on; in short, how strongly a country favors foreign businesses and investors over its own people. Significantly, governments that are perennially targets of US government regime change efforts rank at or near the bottom of the index. This year’s list identifies the following 10 countries as the least economically free (i.e., least accommodating to foreign businesses), in order, from worst to slightly better:

• North Korea
• Zimbabwe
• Cuba
• Eritrea
• Venezuela
• Myanmar
• Libya
• Democratic Republic of Congo
• Iran
• Timor-Leste

Seven of the bottom 10 (North Korea, Zimbabwe, Cuba, Venezuela, Myanmar, Libya and Iran) are the targets of open regime change operations by the United States and its allies, carried out ostensibly because the targeted countries are not protecting human rights, threaten regional stability, or in the case of Libya, because the government is said to be attacking its own people. That these countries happen to be considered the least accommodating of foreign business profit-making points to an ulterior motive on the part of Western governments to bring about regime change, and to use human rights and humanitarian rhetoric as a cover for pursuing the economic interests of Western corporate and investor elites.

Significantly, not one country in the top 10 is a target of Western regime change efforts. If regime change were linked to human rights concerns and not unfavorable investment and export conditions, we might expect to find regime change targets scattered throughout the rankings, rather than bunched up at the bottom. One counter-explanation is that economically free countries tend to respect human rights, which is why the worst offenders on both counts are found at the bottom of the list. However, this couldn’t possibly be true, for the United States, which has an atrocious human rights record (Guantanamo, Abu Ghraib, torture and rendition of prisoners, arrest and detention without charge, extrajudicial assassination, weakening of Miranda rights, spying on its own citizens, restrictions on travel to Cuba, and so on) ranks as the 9th freest country in the world in economic terms, while Saudi Arabia, the least free country in terms of political and civil liberties and perhaps the most contemptuous of human rights, ranks in the top half.

Bahrain, as it turns out, is ranked number 10 of 179 countries on the Heritage Foundation list, next to the United States. Regionally, Bahrain is top ranked in North Africa and West Asia, while Libya, ranked 173 over all countries, falls dead last in regional rankings. Bahrain’s higher ranking is based on an array of government policies aimed to please foreign businesses. Property ownership is secure and expropriation is unlikely, whereas in Libya foreign companies are vulnerable to expropriation. Bahrain welcomes foreign investment and allows new businesses to be 100 percent foreign owned and controlled, while Libya screens foreign investment, imposes performance requirements on foreign investors that domestic investors are not required to meet, and demands that Libyans have a 35 percent stake in foreign companies that operate in the country. And while Bahrain imposes no restrictions on repatriation of profits, Libya does.

On trade, Bahrain imposes few restrictions on imports, while Libya maintains a variety of tariff and non-tariff barriers to help local firms develop. With the exception of oil companies, businesses that operate in Bahrain pay no corporate tax, while businesses in Libya are subject to a tax rate as high as 40 percent. Personal income tax is extremely low in Bahrain, but can reach as high as 90 percent in Libya. And while Bahrain provides businesses maximum flexibility in dealing with employees, even allowing them to pay desperation-level wages, Libya provides protection for workers on pay and working conditions.

In short, the Bahraini monarchy runs a foreign-investment- and import-friendly regime, while Libya’s economic policies favor local investors and businesses and provide some protections for labor. A government that was more like Bahrain’s, and less like Kaddafi’s, would unquestionably be congenial to foreign business interests.

Some readers contend that Western military intervention in Libya is aimed at preventing the slaughter of Libyan civilians. But a stronger case can be made that Western military intervention is aimed at regime change, and that far from protecting civilians, NATO bombing is only setting the stage for a prolonged civil war by weakening loyalist forces and thereby allowing the rebels to contest for power.

There are a number of reasons why the NATO operation in Libya can be seen as a regime change effort, on top of the motivation of replacing the current government with one more congenial to Western profit-making interests, discussed above.

First, the decision of the French government to recognize the rebel opposition as the legitimate government was a declaration that France, at least, is manoeuvring to install a new government in Libya. (1) Indeed, both France and Britain have acknowledged that they are seeking the ouster of Kaddafi. (2)

Second, US secretary of state Hilary Clinton said “Kaddafi’s ouster was the ultimate goal of the UN resolution” (3) and while US president Barack Obama denied this, he did say that the military “campaign will likely continue as long as Libyan leader Moammar Gadhafi is in power.” (4) If the intervention’s goal is to protect civilians and not install a new government, how can the aims of France and Britain and the comments of Clinton and Obama be reconciled?

Third, Washington hopes that sanctions “combined with NATO air power, will be enough to turn the tide militarily.” While the UN Security Council resolution authorizes the use of military means to protect civilians, it doesn’t authorize the use of military means to aid rebel forces. Yet newspapers on March 23, 2011 were full of stories on how fresh airstrikes were allowing rebel forces to recover lost ground. For example, The Wall Street Journal commented that,

“The hope for the West is that a continuation of military pressure on Col. Gadhafi’s forces, even at somewhat lower levels in coming days, combined with continued forward movement by the rebels, will be enough to make the Libyan army either buckle or turn on the Libyan leader. That would produce the outcome the West hopes for – the removal of Col. Gadhafi.” (5)

Meanwhile, the New York Times reported that “the airstrikes have lifted the rebels back from the brink of defeat in the eastern city of Benghazi and enabled them to rush west along the coast past their farthest gains of the previous peak weeks ago.” (6)

It is clear that the intention of the military intervention, which was authorized when the rebels’ defeat by loyalist forces was imminent, was to weaken the government side to allow the rebels to rally and seize the momentum. This hardly favors a quick resolution of the conflict. The conflict could go on for some time, perhaps taking more lives than would have been lost had the UN sent a fact-finding mission in return for a cease-fire, or had loyalist forces successfully put down the uprising weeks ago. The potential for the conflict to drag on, fuelled by the aid NATO provides the rebels through its airstrikes, was acknowledged by US secretary of defense Robert Gates. The Pentagon boss said “he couldn’t be sure NATO would have finished its mission by year-end.” (7)

The idea, then, that the UN Security Council authorized military intervention to protect civilians has no substance. Furthermore, the idea that the intervention is protecting civilians, whether that is the real intention of the intervention or not, seems unlikely, since the outcome so far has been to create the conditions for a protracted civil war – one moreover, that will be worsened by civilian deaths caused by NATO bombing on behalf of rebel forces.

If the rebel forces prevail and extend their control to all of Libya, or eventually settle for partition of the country, we can expect the economic policies of the future government to be closer to those of Bahrain, and therefore closer to the profit-making interests of Western corporations and investors. In this sense, the UN Security Council, and the military operation it authorizes, can be seen as investments in making Libya a more attractive place to do business in.

Finally, it might be pointed out, as Johnstone has (8), that the Gaddafi government has invested a considerable part of its oil revenues in sub-Saharan Africa, contrary to the usual practice among Arab oil states of shipping the proceeds of their oil sales to New York investment banks, the London Stock Exchange, and US arms manufacturers. These practices are more conducive to Western business interests than Gaddafi’s investments in Africa, and might be expected to become the standard practice in Libya if the rebel movement succeeds in ousting the current government.

Imperialism or Barbarism! (Bahrain Doesn’t Count)

The renegade Achcar

Lebanese socialist Gilbert Achcar (author with Noam Chomsky of Perilous Power: The Middle East and U.S. Foreign Policy) can cite chapter and verse on why the US-French-British-Canadian military intervention on the side of the armed uprising in Libya is imperialist, but that doesn’t mean he’s against it. On the contrary, in this fight he’s lining up with the imperialists.

Gilbert Achcar: Imperialism is anti-imperialist.

In an interview featured in Z-Net, Achcar writes: “The Western response, of course, smacks of oil” and “We all know about the Western powers’ pretexts and double standards.”

Still, Achcar, who somehow has managed to build a reputation as an anti-war activist, says “I believe that from an anti-imperialist perspective one cannot and should not oppose the no-fly zone, given that there is no plausible alternative for protecting the endangered population.”

Achcar stands at the head of a long line of renegades who talk the anti-imperialism talk, but when push comes to shove, walk the imperialist walk.

Their stock-in-trade is to justify their nonsense by turning reality on its head. That’s why, in Achcar’s world, anti-war activism and anti-imperialism now mean the opposite of what we always thought they meant.

We’re bombing to protect civilians—but we might kill them

Canada’s prime minister, Stephen Harper, who is contributing six fighter-bombers to the hastily assembled Libyan rebel air force, as well as a frigate to lead a naval blockade, is warning Canadians that while “Canada is at war to protect innocent Libyan civilians…there are no guarantees that they…can avoid getting hurt.” [1] Harper must be channelling the US Army officer who infamously said during the Vietnam War that US forces had to destroy a village to save it. Canadians, Harper is warning, will be killing some Libyans to protect them.

The other allied military intervention

In the rush to climb aboard the let’s bomb Tripoli bandwagon, we mustn’t forget the other allied military intervention. Tanks and soldiers from Saudi Arabia and the United Arab Emirates are already in Bahrain, to protect the absolutist monarchy of the Khalifa family from the pro-democracy movement there. Saudi and Emirate’s troops will soon be joined by foreign troops from the six-member Gulf Cooperation Council. The GCC is made up of Saudi Arabia, the UAE, Bahrain, Qatar, Oman and Kuwait. [2].

The Khalifa regime says it’s not waging war against its people. It’s only restoring order. [3]
Kaddafi on the other hand isn’t restoring order. He’s waging war.

That’s the way things work now. When the US and its allies wage war they’re restoring order and protecting civilians. When countries targeted by the US try to restore order, they’re waging war and attacking civilians.

Three for the price of one

The Wall Street Journal reported today that “western officials worried that a victory for Col. Kaddafi could prevent the movement from spreading to places they would like to see it reach, such as Syria and Iran.” [4]

I believe the part about Western officials wanting to see uprisings spreading to Syria and Iran – countries they like no more than they like Libya. But if they were truly worried that a successful crackdown on rebellion could discourage uprisings in other countries, they wouldn’t be tacitly endorsing the crackdowns in Bahrain and Yemen. Do they think the opposition in Syria and Iran is oblivious to what’s going on in Bahrain, Saudi Arabia and Yemen, where US allies are brutally cracking down on rebellions in those countries with impunity?

The concern of Western officials is more likely this: Intervening on behalf of rebel forces sends a signal to opposition movements in Syria and Iran that if they take up arms against their governments, the West will help them too.

Charter, we don’t need no stinking charter

It doesn’t really matter that the UN Charter says that the UN Security Council can’t intervene in the internal affairs of its members. Who’s going to stop the biggest, most powerful countries, from doing whatever they want? Sure, they talk a good game about the rule of law. But the rule of law is for chumps. It is, as someone once said, a spider-web for catching the weak. The powerful simply push through it.

They picked the wrong guy

Jean-Paul Sartre turned down a Nobel Prize in 1964 on the grounds that it was a distinction reserved for “the writers of the West or the rebels of the East,” i.e., that it was used as an instrument of Cold War propaganda.

Immanuel Wallerstein: "There is not going to be any significant military involvement of the western world in Libya."

The Nobel Peace Prize is no less political today for the Cold War having ended. It is used, now as then, as an instrument of pro-imperialist propaganda. How else to explain the peace prize being conferred on a man who can only be described as an imperialist warmonger, now with, what – three, four, five wars under his belt: Barack Obama?
Contrast Obama’s giving the green-light to a declaration of war on Libya with the words of the Venezuelan president Hugo Chavez (who, by the way, could teach Gilbert Achcar, and another Z-Net favorite, Immanuel Wallerstein, a thing or two about what anti-imperialism really means. Wallerstein, it should be remembered, sought last week, in supercilious tones, to disabuse the anti-imperialist left, and Hugo Chavez in particular, of its confused analysis of Libya. Sighing heavily, and wondering where to begin to instruct the ignoramuses who were sounding the alarm about an impending Western military intervention, Wallerstein declared that the US was not about to intervene in Libya. “The … point missed by Hugo Chavez’s analysis is that there is not going to be any significant military involvement of the western world in Libya,” instructed Wallerstein. [7])

Here’s Chavez, whose analysis has turned out to be a good deal more insightful than Wallerstein’s:

“More death, more war. They are the masters of war. What irresponsibility. And behind that is the hand of the United States and its European allies.

“They want to seize Libya’s oil. The lives of Libya’s people don’t matter to them at all.

“It is deplorable that the United Nations lends itself to supporting war, infringing on its fundamental principles instead of urgently forming a commission to go to Libya.

“We know what’s going to happen: bombs, bombs, war, more suffering for the people, more death.” [5]

I think Chavez would have been a more fitting candidate for a genuine peace prize. But, then, his imperialist credentials aren’t in order.

Mass Delusions

I thought I had become so accustomed to the depth of US hypocrisy that I could no longer be surprised by it. But the following words, from today’s Wall Street Journal, left me speechless: “Potential Republican presidential candidates for 2012 have criticized the president in recent days for…not pushing America’s traditional role of international peacekeeper.” [6] Peacekeeper! What planet have these people been living on? Has their drinking water been contaminated by a hallucinogen? They might as well have said that WWII put an end to Hitler’s role as international peacekeeper.

Getting Perilously Close to Truth about US Foreign Policy

It started off promisingly enough. Over the weekend, the New York Times’ Scott Shane wondered why “the drama unfolding in Cairo” seems “so familiar” if “the United States, as so many presidents have said in so many speeches [is] the world’s pre-eminent champion of democracy.”

Shane never arrived at the obvious explanation: that the United States isn’t the world’s pre-eminent champion of democracy. But he came close.

He touched on some of the more egregious examples of Washington’s dictator-backing: Batista in Cuba; Mahammed Reza Pahlavi in Iran; Ferdinand Marcos in the Philippines (whose “adherence to democratic principles and to the democratic process” then US vice president George H. W. Bush conjured out of a vacuum and then shamelessly praised.)

“The list could be extended,” Shane admitted, to “at least a couple of dozen despots” since World War II alone.

Rarely does the New York Times acknowledge that the United States has a long record of backing dictators, all right-wing and not a few fascist (though the Times brushed over the political character of the dictatorships the US favors.) On the contrary, the newspaper’s accustomed practice is to reinforce what “so many presidents have said in so many speeches”: that the country’s foreign policy is guided by the core US value of spreading democracy.

The reason may be that there is no way the United States can plausibly continue to back its three-decade-long paladin in Egypt, Hosni Mubarak – and the continuation of Mubarak’s regime by his heir apparent Omar Suleiman – and still invoke pro-democracy rhetoric to justify its support (though secretary of state Hilary Clinton, who talks of Suleiman overseeing a transition to democracy, is game to try.)

With US hypocrisy laid bare, the follow-the-flag New York Times has had to make a concession – to truth, at least a partial one.

What Shane concedes is that the United States has values and interests, and that circumstances often conspire to keep the two from intersecting. But that’s as far as he’ll go. Admitting that the United States has “interests” which don’t always align with its “values” comes dangerously close to the truth. But if you follow what Shane has acknowledged to its limit, and ask a key question, dangerously close becomes dangerously there.

Go where Shane fears to tread. US values and interests sometimes conflict. Okay, fine. But when they do – and here are the dots Shane fails to connect — US values take a back seat. In other words, what’s important in US foreign policy are not the country’s values, but its interests.

Okay, but what are its interests? R. Palme Dutt once observed that the idea that countries have interests in other countries was an abomination of geography and democracy. How could the United States have interests in Egypt? Do Egyptians have interests in the United States, to be enforced by shipping billions of dollars to a dictator to hold the interests of US citizens in check, subordinate to their own? If so Americans would surely call this imperialism, rather than failure of values and interests to align. If Egyptians said that they really valued democracy, but that other considerations were senior, Americans would say that Egypt’s commitment to democracy was rhetorical. It’s the other considerations that really matter.

According to Shane, Mubarak has served US interests as “a staunch ally against Soviet expansionism,” by maintaining “a critical peace with Israel,” as “a bulwark against Islamic radicalism” and in promoting “a trade- and tourist-friendly Egypt.” Shane’s New York Times colleague Mark Landler sums it up this way: Mubarak’s regime protects US strategic and commercial interests.

Commercial interests are, of course, business interests, and more specifically, big business interests. They aren’t directly the interests of the bulk of US citizens, nor in many cases do they represent their indirect interests either. An investment by US investors in an existing Egyptian business profits the investors, not other US citizens. A call center set up by a US firm in Egypt to take advantage of low-wage labor benefits the US firm’s wealthy shareholders – many of whom are not even US citizens — while putting downward pressure on US wages and exporting jobs abroad.

In other words, the business interests that Mubarak and other US-backed autocrats protect on behalf of the United States are not the interests of most US citizens, but of an upper stratum of investors, bankers and wealthy shareholders whose sole loyalty is to their bottom lines. The interests of average Americans hardly matter. Indeed, in many cases, their interests are diametrically opposed to those of the investors and shareholders US foreign policy represents (as in the export of jobs).

And who’s footing the bill for the billions of dollars in military aid Mubarak’s regime receives? Given the low corporate tax policies the US government pursues, and the corporations’ skill at minimizing the taxes they pay, the answer is average Americans, not the direct beneficiaries of US foreign policy.

It’s worse. While it might seem that big business interests aren’t the only interests guiding US foreign policy – after all, there are strategic interests too — strategic interests really boil down to the interests of big business. US foreign policy makers weren’t opposed to what they called “Soviet expansionism” because they valued “democracy” but because they valued nearly limitless exploitation of labor, which expanding Soviet influence would have pared back. The problem with Islamic radicalism isn’t that it offends Western values (even if it does), but that it inspires regimes that place national interests above those of US oil companies. Arab peace with Israel is desirable because Israel is beholden to Washington to act on its behalf to prevent an Arab pan-nationalism that might see oil-rich countries balk at domination by US oil interests.

So what of US values? We’re supposed to believe that US policy-makers value liberal democracy, even if they’re willing to place profit-making interests first. But if big business interests win out over liberal democracy when the two collide, what Washington really values – if value is to have any meaning at all – is profit.

It’s like this: I say I value literature, but I always toss my books aside whenever someone turns on the TV. And I never miss an episode of Cribs. So, where do my values really lie?

The significance of this might seem all the greater if it is realized that none of this is bounded by foreign policy. Embracing liberal democracy where it doesn’t conflict with the naked pursuit of profit applies equally in the domestic sphere as well. The readiness of US policy-makers to trash civil liberties in the Red Scare years following the Bolshevik Revolution — when capitalists cowered at the thought of socialist revolution spreading around the world (with little justification it turned out) — attests to this. Civil and political liberties also took a beating later on when fears of spreading Soviet influence also seemed to threaten the capitalist system and the wealth and position of those at the top of it.

As for the democracy Washington is prepared to embrace, it looks good on paper, but comes up short in practice. Washington-friendly democracy is not democracy in its original sense as the rule of a previously oppressed class (the rabble), but democracy of the currently dominant class, the capitalist rich. True, democracy of the kind cabinet secretaries and editorial writers rhapsodize about appears to provide equal opportunity to all to influence the political process, but the reality is that the wealthy use their money to dominate the process through lobbying, funding of political parties and candidates, ownership of the media and placement of their representatives in key positions in the state.

How many cabinet secretaries in Obama’s administration held top corporate jobs and will return to them when their sojourn in Washington ends, replaced by other corporate luminaries who travel in the same circles, sit on the same boards of directors, and whose children go to the same schools and intermarry? The art of politics in capitalist democracy, to paraphrase a key Labour politician of the past, is to enable the wealthy to persuade the rest of us to use our votes to keep the wealthy in power.

Democracy, then, is not a core US value – and it is not, on two counts. First, the democracy Washington embraces isn’t democracy in any substantial sense, but is more aptly termed a plutocracy with democratic trappings. Second, the real core US value is profits. Even Washington’s preferred democracy of the rich gets pushed aside when, for whatever reasons, big business interests cannot be accommodated adequately — that is, whenever real expressions of democracy threaten to break through the restraints the system provides to hold it in check.

New York Times: Democracy is Bad for US Foreign Policy

Here’s New York Times reporter Mark Landler on Washington’s reaction to the popular uprising in Egypt against the anti-liberal democratic, human rights-abusing Hosni Mubarak, a “staunch ally.”

Washington is “proceeding gingerly, balancing the democratic aspirations of young Arabs with cold-eyed strategic and commercial interests.”

In other words, democracy and human rights are fine, but not when strategic and commercial interests are at stake.

Landler goes on to say that Washington’s cold-eyed commitment to realpolitik and profits “sometimes involves supporting autocratic and unpopular governments — which has turned many of those young people against the United States.”

Well, there’s nothing amiss in Landler’s observation except his downplaying of the frequency with which Washington supports autocratic and unpopular governments – often rather than sometimes.

In Landler’s account of strategic thinking in Washington, it’s all right to support an “upheaval in Tunisia, a peripheral player in the region,” but a “wave of upheaval could uproot valuable allies.” And profits and strategic position demand the possibility be blocked.

After all, the “Egyptian government is a crucial ally to Washington.” And so arrests without charge, including of nearly 500 bloggers, will continue, with Washington maintaining a principled non-interference in Egyptian affairs.

Washington will also continue to tolerate the repressive national emergency law, as it has done since 1981. The law provides the legal cover Washington’s “staunch ally” needs to “arrest people without charge, detain prisoners indefinitely, limit freedom of expression and assembly, and maintain a special security court.” Because this is done in the service of safeguarding US strategic and commercial interests, Mubarak gets US military aid, diplomatic support, and an easy ride in the US media.

Compare that to US treatment of Zimbabwe’s president Robert Mugabe. Even if all the allegations against him were true – and they’re not — the government in Harare wouldn’t come close to matching Mubarak’s disdain for the democratic and human rights values Washington claims to hold dear.

And yet Zimbabwe is deemed by the US president to be a grave threat to US foreign policy, its president denounced as a strongman and dictator, and its people subjected to economic warfare in the form of financial sanctions, while Mubarak is hailed as a staunch ally who must be supported against the democratic aspirations of the Arab street.

The key to this duplicity is that Mubarak has sold out Egypt to US profit and strategic interests, while Mugabe has sought to rectify the historical iniquities of colonialism. Clearly, from Washington’s perspective, Mugabe is serving the wrong interests. Indigenous farmers don’t count. Western investors do.

One wonders where overthrow specialist Peter Ackerman and his stable of nonviolent warrior academic advisors come down on this — on the side of the democratic aspirations of young Arabs or reconciled to the cold-eyed strategic and commercial interests of US corporations and wealthy individuals?

The question, however, may be beside the point. What matters is not whether Ackerman’s janissary Lester Kurtz wants to spout Gandhian bromides to angry Egyptian youths, but whether there’s money to organize and boost the revolutionary energy of the street and how much is being poured into a repressive apparatus to shut it down.
Andrew Albertson and Stephen McInerney (Don’t give up on Egypt,” Foreignpolicy.com, June 2009) have the answer.

The Obama administration has drastically scaled back its financial support for Egyptian activists fighting for political reform. US democracy and governance funding was slashed by 60 percent. From 2004 to 2009, the US spent less than $250M on democracy programs, but $7.8 billion on aid to the Egyptian military.

But even this imbalance overstates the meager support Washington has offered pro-democracy forces. Given Mubarak’s status as a paladin of US commercial and strategic interests, much of Washington’s democracy program spending has probably been allocated to programs that act as a safety valve to divert anger and frustration into safe, non-threatening avenues. Money available to facilitate a real challenge to Mubarak is likely either meager or nonexistent.

With the US establishment vexed by cold-eyed concerns about the need to safeguard imperialist interests against pro-democratic uprisings, champion of nonviolent democracy activism Stephen Zunes can give up whatever dreams he may have had about helping to organize an Egyptian color revolution. When it comes to real democracy, and freedom that counts, the funding cupboard is bare. Color revolutions are for cold-eyed promoters of US strategic and commercial interests, not upheavals against US-backed compradors.

Leftist overthrow advisor Lester Kurtz: “I talked with the CIA”

Lester Kurtz is a professor of sociology who sits on the academic advisory board of the International Center on Nonviolent Conflict, an organization that trains activists in the use of mass civil disobedience to take power from foreign governments.

Lester Kurtz, another academic pony in Peter Ackerman’s ICNC stable. Kurtz talked to the CIA because they asked him to.

The ICNC was founded by former Freedom House head, Peter Ackerman, Michael Milken’s right-hand man at the Wall Street investment banking firm Drexel Burnham Lambert. Ackerman became ridiculously wealthy organizing the KKR leveraged buy-out of RJR Nabisco. [1]

These days Ackerman is a board member of the Council on Foreign Relations, along with former US secretaries of state, defense, and treasury, and CEOs, investment bankers and highly placed media people. When he’s not helping formulate foreign policy recommendations at the CFR, he’s lending a hand on the Advisory Council of the United States Institute for Peace, a phoney U.S. government peace outfit headed absurdly by the U.S. secretaries of defense and state.

As you might expect of a wealthy investor who hobnobs with the US foreign policy establishment, Ackerman defines protection of private property rights as an integral part of democracy and believes the United States has a lot of teach the world. [2]

After learning investment banking at the knee of Milken, Ackerman turned his energies to training foreign activists in the use of the nonviolent resistance techniques of Gene Sharp, probably the first person to situate mass civil disobedience in the context of military strategy. [3] This earned Sharp the sobriquet the Clausewitz of nonviolence, after the Prussian military strategist Carl von Clausewitz. [4]

An interviewer working for a Canadian nonviolent resistance magazine once pointed out to Sharp — with some incredulity — that people say a government cannot fund or sponsor the overthrow of another government.

Sharp replied, “Why not?” adding, “What do they prefer that the U.S. spend money on?” [5]

Gene Sharp, the Clausewitz of nonviolence, who sees no trouble with the U.S. government spending money on overthrowing foreign governments. When Sharp was accused of advising right-wing Venezuelans on how to topple Venezuelan president Hugo Chavez, the head of the ICNC academic advisory board, Stephen Zunes, sprang to his defense. Sharp is old and sick, Zunes explained. Besides, he has adopted a “transpartisan’ position that cuts across political boundaries and conceptions and (talks) to essentially anyone”. It used to be that leftist peaceniks were against the US government and other rightist forces. Now they advise them.

Nonviolent resistance – also more aptly called nonviolent warfare – is about taking power, not making a point. It’s not pacifism or a principled religious or ethical position based on abhorrence of violence. It’s power politics. Ackerman and other nonviolent warriors believe that mass civil disobedience – the shrewd use of strikes, boycotts, demonstrations, and nonviolent sabotage backed by sanctions and demonization of target governments – can be more effective in taking political power than military intervention. [6] That makes them instrumental nonviolence advocates. They advocate nonviolence, not because they hate violence, but because they think nonviolence works better than armed revolt or military intervention.

With the help of people like Lester Kurtz, the ICNC trains a modern cadre of mercenaries, who travel the world in the pay of NGOs, Western governments, wealthy individuals and corporate foundations, in order to train local groups in regime change through nonviolent warfare. [7] Ackerman, Kurtz and company, sit at the head of a kind of imperialist International, whose aim is to spread the US system, US influence and ultimately US capital around the world, under the guise of “promoting democracy.” It calls to mind a line from Phil Ochs’ condemnation of US imperialism, “We’re the Cops of The World”. Ochs sang, “The name for our profits is democracy.” Of course, the ICNC isn’t admitting to any of this. ICNC members say they’re just handing out information on nonviolence to anyone who will listen.

Last April, Kurtz posted a comment to my blog, calling my linking of Ackerman and his ICNC to US imperialism a “non sequitur.”

I replied. In my reply I pointed out that Kurtz discloses on his CV that he gave workshops to the CIA and the U.S. government- and corporate- funded think-tank, the RAND Corporation. Nine months later, Kurtz replied, with a bombshell. Sure, he talked with the CIA and RAND, he said, because they asked him to.

Albert Szymanski, also a professor of sociology, would never have received an invitation from the CIA to conduct a workshop on anything, and if he had, we can be pretty sure he would have turned them down. So why Kurtz (an academic advisor to an outfit founded by a wealthy CFR member who celebrates the overthrow of former Yugoslav president Slobodan Milosevic, an act which cleared the way for a US-backed pro-capitalist government to come to power to sell off state and socially-owned assets to investors like Ackerman) and not Szymanski (a Marxist-Leninist who deplored imperialism)? If ever there was a sign you’re part of the problem, it’s being asked by the CIA for advice. Giving it erases all doubts.

Here’s the exchange. It begins with Kurtz’s comments on my article, “Washington Post: North Korean, Iranian nuclear capability threatens US imperialism”, on April 5, 2010.

It’s no surprise that US foreign policy is somehow linked to the economics of things is not a shock – what is surprising is Stephen Gowans’ effort to link “pro-democracy nonviolence activists,” and Peter Ackerman, with US imperialism! What a non-sequitur! Those activists (with the aid of only educational resources from the International Center on Nonviolent Conflict that Ackerman funds) have taken on oppressors of all political stripes, many of them (like Marcos, Pinochet, etc., etc.) part of the US orb. While Washington no doubt has a hit list, it has nothing to do with providing information and resources to people who would organize for their rights regardless of who is thwarting them. The kind of imprecise thinking that links these activities through some leap of logic simply distracts from other aspects of the argument and leaves me puzzled as to the point of the article.

I replied the same day.

I’m assuming the above was written by Lester Kurtz, Professor of Sociology at George Mason University, and a member of the academic advisory board of Peter Ackerman’s organization, the ICNC. In March, 2005, Kurtz ran a workshop on religion and violence for the CIA and RAND.

I wonder whether Kurtz sees the connection between RAND and the CIA on the one hand and US imperialism on the other. Probably not.

While it may come as no surprise to Kurtz that US foreign policy is somehow linked to the economics of things, showing that this is so is much more difficult than showing that Peter Ackerman is linked to US imperialism. The latter is easily demonstrated.

(1) US foreign policy is imperialist,
(2) The Council on Foreign Relations plays a major role in shaping US foreign policy, and
(3) Peter Ackerman is a member of the Council on Foreign Relations.

We could add other observations (e.g., Ackerman’s previous role as head of the CIA-interlocked Freedom House, hardly what you would call a non-imperialist organization, and his privileged position atop the economic order of things) but the points above should suffice.

What comes as a surprise to me is that while Kurtz can grasp the nexus between the economics of things and the imperialist nature of US foreign policy, he can’t see the much more obvious connection between Ackerman and US imperialism, but perhaps that is so because to see it, would mean acknowledging his own connection to it.

Nine months later Kurtz responded.

Of course there’s a connection between RAND, the CIA, and US imperialism – that’s why I talked with them when asked to do so. What good does it do to sit in a corner and talk to ourselves? I used to complain to my students that nobody ever asked me about important policy questions – do they ask you? I’d ask. So, when they asked me to speak, I did. I’d not work for them, but will talk with them, with you, with the devil, with anyone who will listen. The whole system is rotten, but won’t be replaced or transformed until people stand up and speak out.

Interestingly, Kurtz used the same defense that the head of the ICNC academic advisory board Stephen Zunes used on behalf of the Clausewitz of nonviolence, Gene Sharp, when it was revealed that Sharp had advised right-wing Venezuelans on how to bring down Venezuelan president Hugo Chavez. Sharp, explained Zunes, had “taken a ‘transpartisan’ position that cuts across political boundaries and conceptions and (talks) to essentially anyone” [8], apparently just as Kurtz does. If that’s a defense, the world dodged a bullet when Zunes turned down a career in law.

Unfortunately, Sharp – who is now well into his 80s and whose health is failing – appears to show little discernment as to who he meets with and his audience has sometimes included some right-wing Cubans or Venezuelans who have sought him out to see if any of his research would be of relevance in their efforts to organize some kind of popular mobilization against the Castro or Chavez governments. Some of those may have indeed been later found to have engaged in assassination plots. [9]

Since Kurtz isn’t well into his 80s, how do we explain his lack of discernment in who he meets with? Or does age have anything to do with it? Meeting with right-wing Venezuelans, right-wing Cubans [10], followers of Reza Pahlavi, the son of the deposed Shah of Iran [11], and the CIA seems to be standard operating procedure for nonviolent warriors. The New Republic’s Franklin Foer pointed out that “When some of State’s desk officers don’t want to create international incidents by advising activists on how to overthrow governments, they gently suggest visiting Ackerman, who has fewer qualms about lending a helping hand.” It seems that if there’s a nationalist or socialist government to be overthrown, the nonviolent warriors are always willing to step up to the plate. They’ll talk to anyone: right-wing assassins, followers of a former US-backed Iranian dictator, the CIA. Adopting a position that “cuts across political boundaries and conceptions” means that where leftist peaceniks once were against the US government and other rightist forces, not they advise them.

On January 5, I responded to Kurtz’s latest comment.

Good work Les. Maybe after you deliver a few more seminars, the CIA will see the light, and decide that taking down foreign governments that refuse to subordinate themselves to Washington’s dictates isn’t such a good thing after all… Oh, but I forgot, that’s no longer a CIA function, is it? It’s now your job, and that of your ICNC colleagues.

Exactly what is it you’re standing up and speaking out about to the CIA anyway: that organizing nonviolent warfare campaigns against foreign governments is more effective in achieving US foreign policy goals than taking out wedding parties with predator drones?

You are, indeed, making the world a better place, Les. Keep accepting those CIA invitations.

Kurtz and some other ICNC academic advisors seem bewildered that they should be so vigorously criticized for trying to show the powerful that nonviolent overthrow movements are a better alternative to armed intervention. After all, what could be wrong with trying to persuade Washington that there’s a nonviolent way to achieve its foreign policy objectives? What they fail to grasp is that the tools the US government uses to prosecute its foreign policy aren’t the problem. The problem is US foreign policy.

Wrong country blamed for artillery exchange on Korean peninsula

While North Korea has been blamed for Tuesday’s exchange of artillery fire on the Korean peninsula, a close reading of news reports shows that it was South Korea that created a tinderbox and then provided the spark.

The incident happened along the Northern Limit Line, a Western sea border unilaterally drawn by the United States at the end of the Korean War and never accepted by the North. The Northern Limit Line has been the site of a number of skirmishes between ROK and DPRK naval forces.

A year ago, the countries’ warships clashed in the disputed area, with a North Korean warship going down in flames. “In 1999, a North Korean ship went down with thirty sailors lost and maybe seventy wounded” in the same area. [1] The contested border is not part of the Armistice Agreement that brought active hostilities to an end.

The backdrop for the latest incident was the South’s mobilizing 70,000 troops, 50 warships, 90 helicopters, 500 warplanes and 600 tanks in war-games exercises the North had vigorously objected to. Pyongyang described the exercises—which also involved the US Marines and the US Air Force–as “simulating an invasion of the North”, “a means to provoke a war” and “a rehearsal for an invasion.” Western press reports and US government officials dismissed Pyongyang’s anxiety over the war-games as overblown, pointing out that the exercise had been announced in advance. But advance notice hardly lessens the potential threat of massing troops, or makes the North Korean military’s task of distinguishing between war-games and preparation for an invasion any easier.

With the North Koreans already on edge, South Korea acted to heighten the tension.

According to an Associated Press report:

“The skirmish began Tuesday when North Korea warned the South to halt military drills near their sea border…When Seoul refused and began firing artillery into disputed waters…the North retaliated by shelling the small island of Yeonpyeong…” [2]

The South Korean newspaper, The Hankyoreh, carried a similar report.

“Prior to the incident the South Korean military carried out a firing exercise…in the (disputed) area around Yeonpyeong Island and Baengnyeong Island…North Korea sent a message Tuesday morning that it would not tolerate firing in its territorial waters.” [3]

The New York Times noted that South Korean “artillery units had been firing from a battery on the South Korean island of Baeknyeongdo, close to the North Korean coast” and that “the South acknowledged firing test shots in the (disputed) area.” [4]

These press reports show that South Korea acted to inflame an already volatile situation. While most media reports obscured the point, South Korea fired the first shots.

The South regularly mounts war-games drills directed at North Korea, keeping the North on a continual war footing and in a constant state of high alert. North Korea’s response to the provocation is being used to justify a build-up of US forces in the region, and more joint ROK-US exercises.

“President Obama and South Korea’s president agreed…to hold joint military exercises as a first response,” reported the New York Times. “The exercise will include sending the aircraft carrier George Washington and a number of accompanying ships into the region…” [5]

Earlier this year, the United States and South Korea used the sinking of the Cheonan, a South Korean warship, as an excuse to ratchet up military pressure on North Korea. The warship appears to have run aground in the same area in which the latest incident occurred. Seoul and Washington blamed North Korea for the sinking, but the evidence South Korea brought forward in a report authored by itself and its allies is disputed within South Korea and has been questioned by an official Russian investigation. North Korea vehemently denies it sunk the warship.

The latest South Korean provocation may be part of a larger US-ROK campaign to escalate military pressure on North Korea, with the aim of forcing Pyongyang to divert more of its limited resources to defense, thereby crippling North Korea’s prospects for development and possibly ushering in the collapse of the country. Washington has long followed a practice of isolating, blockading and using military threats to intimidate countries that have broken free of imperialist domination. This isn’t an isolated incident, in which an unpredictable and bellicose North Korea behaves badly to extract concessions from the West–as the predictably anti-North Korea Western media put it–but part of a larger pattern of the West seeking the DPRK’s destruction through a program of escalating diplomatic isolation, economic warfare and military provocations.
