Left Imperialism

There is a major cleavage among the politically active members of the left between those who identify with the working class across all borders (the working class internationalists) and those who defend governments or movements engaged in anti-imperialist struggles (the anti-imperialists.) Since governments engaged in anti-imperialist struggles are most often not working class governments, or are, but are not always seen as such, these two groups are regularly at odds with each other. The anti-imperialists are accused of being thug-huggers while the working class internationalists are accused of being pro-imperialist.

While it is true that anti-imperialists do sometimes spring to the defense of thugs, it should be noted that they don’t spring to the defense of thugs simply because they’re thugs. Defending a thug (Saddam Hussein, for example) from the unjustified aggression of another county is hardly thug-hugging. If it were, one could say that a person who defends a child abuser from spousal abuse is a child abuse supporter. This is logically untenable, and yet it is not unusual to hear it said that defending the Iranian government from the aggression of the US and Britain amounts to defending holocaust-denial or misogyny or working class repression.

At the same time, it should be made clear that many of the people anti-imperialists spring to the defense of are not thugs, though it is common practice for imperialist governments to depict them as such. Working class internationalists frequently discourage critical examination of pro-imperialist propaganda by denouncing those who dare challenge official demonology as pro-fascist leftists and supporters of dictators and tyrants.

By comparison, working class internationalists are frequently willing to accept the charges leveled at targeted countries by imperialist governments at face value. This amounts to an inexcusable dereliction of critical thought, since it is standard practice for aggressor states to demonize targets to enlist public support for their aggressions and for the US and Britain to lie to justify their aggressions (WMDs in Iraq being the most conspicuous recent example.) This ought to be obvious to anyone with a modicum of good sense. Turning a blind eye to the accustomed fabulousness of great powers may make it easier to live with one’s government, but it should hardly be a trait embraced by those who consider themselves to be politically left.

While working class internationalists argue that unlike anti-imperialists they act independently of the judgments made by Washington and London about the governments of foreign countries, the truth of the matter is that they operate within a frame established by the US. They uncritically accept the demonology of aggressor states and work to promote the demonology as a legitimate part of the leftist project. That they are most vociferous in denouncing imperialist targets at precisely the time their own governments are gearing up for aggressions against other states and wish to win public opinion to their side either calls their motivations into question or paints them as gullible. Their ardent denunciation of official targets in the run-up to war and comparative silence on anti-working class governments that operate as subordinate members of imperialist blocs likewise calls their sincerity into question or suggests they’re dupes. You’ll hear working class internationalists rail vigorously against Mugabe but will hear not a peep from them about Mubarak. They’ll anguish more over Darfur than over Iraq (though Iraq’s humanitarian crisis is more profound than Darfur’s.)

Working class internationalists also profess fealty to the working classes of other countries, but work, through their amplification of pro-imperialist demonology, to support imperialist interventions in other countries which harm the working classes in those countries. Working class internationalists who echoed NATO denunciations of Slobodan Milosevic did nothing to help the Yugoslav working class, and much to harm it. Serbs are now saddled with a harsh neo-liberal regime of the sort Milosevic’s government eventually resisted. Working class internationalists who echo pro-imperialist diatribes against Robert Mugabe’s ZANU-PF government in Zimbabwe help justify interventions that, if successful, will lead to reversal of land reforms, privatizations and the anti-working class tyranny of the IMF.

Working class internationalists may be sincere in their devotion to the working class but their actions do little to help the class they profess fealty to and much to strengthen the corporate rich of their own country. As Germans they would have gladly joined Hitler in his pre-invasion denunciation of the Polish government, arguing that the Polish government, no friend of the working class, was no friend of theirs, and deserved to be toppled.

Bread and Butter Issues behind Myanmar Protests

Before discussion on Myanmar becomes another demonizing ritual led by the White House, and actively subscribed to by the respectable left, it would be prudent to consider recent mass protests in the country in the context of surrounding events and independent of the frame set the US government.

In his address to the UN General Assembly, US President George Bush denounced Myanmar as a “brutal regime” (along with Belarus, Cuba, Iran, Syria, north Korea and Zimbabwe), an echo of the 2006 National Security Directive, which called the same countries “outposts of tyranny”.

While media accounts – in step with the US state — have fostered the impression that the mass marches in Myanmar are “pro-democracy” protests against political tyranny, they have, on the contrary, been provoked by bread and butter issues. As the New York Times explained in the concluding paragraphs of a September 24 report, the protests began “August 19 in response to sharp, unannounced fuel price increases of up to 500 percent, immediately raising the prices of goods and transportation.”

The protests were initially led by students, and only recently by monks, after the police beat some monks at a small demonstration.

The monks have denounced the government for “impoverishing and pauperizing” the people — language devoid of the references to freedom and democracy much favored by the US state and firmly rooted in day-to-day economic concerns.

Washington’s real beef with Myanmar isn’t that it is a “brutal regime” or “outpost of tyranny.” Such US allies as Saudi Arabia, Egypt, Ethiopia and Israel are brutal regimes, but they’re showered with US aid and given diplomatic protection. The real problem with Myanmar is that its markets, land, resources and labor aren’t completely open to exploitation by US corporations and investors.

Myanmar practices protectionism. The government owns enterprises, rather than letting private capital (especially US capital) totally run the show. Like Cuba, north Korea and other US designated “outposts of tyranny”, it is not the kind of place the investment bankers, CEOs and corporate lawyers who dominate the US state can cozy up to — or make a buck in.

The US Department of Commerce complains that Myanmar has restrictive trade policies and sets the prices of staples below market value, including gasoline. Ironically, it appears Myanmar’s efforts to bring gasoline prices up to market value – something the US government would applaud – sparked the protests.

“The state totally dominates some sectors, including mining and power, and state-owned firms have an important role in transport, trade and manufacturing,” according to the Economist’s Intelligence Unit.

What’s worst from Washington’s point of view is that the country restricts foreign investment. Worst still, it fails to protect private property.

Those who are ready to jump on the demonize-Myanmar-bandwagon should understand whose agenda they’re advancing — and what its goals really are.

CBS correspondent Scott Pelley uses interview of Iran’s president to make case for war

There are, in major capitalist societies, tight little communities of interconnected families whose members intermarry, live in the same neighborhoods, and sit on corporate boards. They practice corporate law and investment banking and own the lion’s share of the society’s income–producing property. They are the capitalist class.

In the United States, secretaries, under-secretaries and deputy secretaries of the departments of State, Defense, Treasury and Commerce, are drawn overwhelmingly from this class. US foreign, defense, and economic policies reflect the interests of this tight little community, partly as a result of key positions of the US state being dominated by its members and partly because the imperatives of the capitalist economy define the bounds within which policy can be implemented without provoking serious economic and political crises. For example, a decision to raise the minimum wage five-fold and cut the working week to 30 hours would force businesses to cancel new investment, either as a conscious act of economic sabotage or as the inevitable result of trying to maximize profits. The ensuing flight or strike of capital or both would lead to businesses cutting staff, some shutting their doors altogether, and others moving elsewhere. The result would be soaring unemployment and enormous pressure on the government to reverse its business-unfriendly policies. A government that persisted in this folly would soon find itself in the midst of a political crisis with no prospect of re-election.

Accordingly, governments avoid straying beyond the limits imposed by the logic of capitalism and its imperative of profit-making. For this reason, socialist and labor parties that come to power on reformist programs almost invariably abandon their programs and act as good capitalists. Those that do not, fail to win re-election or are overthrown by military coups d’etat, toppled by foreign military intervention or menaced by foreign sponsorship of internal subversion.

In addition to dominating the state, the capitalist class dominates the media: first, through its ownership of newspaper chains, TV networks, movie studios, publishing companies and the like; second, by controlling a network of public relations firms and think tanks that suggest and plant stories in the media and make available experts the media routinely consults; and third, through the power its members in key government positions have to shape the public agenda.

The third point deserves elaboration. In the US, the president and his cabinet shape the media’s agenda simply by the fact that all of their public statements are reported. They can draw the media’s attention toward certain issues by mentioning them (the humanitarian crisis in Sudan, the religious obscurantism of the Taliban, the alleged human rights abuses in Zimbabwe) and away from other issues by saying nothing about them (the humanitarian crises in Iraq, Congo and Somalia, the religious obscurantism of the Saudi regime, the serious human rights abuses of Egypt.)

If the president says, “There are mass graves littering Kosovo filled with the corpses of 10,000 ethnic Albanians” the assertion becomes widely accepted as true, even if, in the back pages of newspapers years later, the assertion is shown to have been a deliberate fabrication. By then, the original accusation has been transformed into an accepted truth that a few disconfirming bits of information tucked away in the back pages of newspapers will be unable to dislodge from their firm place in the public mind. Despite reams of evidence to show that NATO exaggerated the number of deaths in Kosovo to justify its bombing campaign, it’s still possible to read newspaper articles today that accept NATO’s earlier war propaganda as the truth. Likewise, the president, vice-president, and secretaries of state and defense could be assured, in the lead up to the war on Iraq, that any time they said Saddam Hussein was hiding banned weapons their accusations would be widely reported and accepted as credible.

The reality that the capitalist class dominates both the state and media should, then, lead us to predict that the media will act in concert with the state, playing the role of the state’s unofficial propaganda arm. While its members will profess to be completely neutral and independent, thereby lending legitimacy and weight to the news they report, they will nevertheless act in ways that shape public opinion to the interests of the state as representative of capitalist class interests.

A good example of the media playing the role of the US state’s unofficial propaganda arm is a CBS 60 Minutes interview of Iran’s President Mahmoud Ahmadinejad, conducted on September 23 in Tehran by correspondent Scott Pelley. The interview is shocking in the extent to which Pelley abjures any pretense of impartiality to act as a pitchman for US foreign policy positions, sounding to someone unimmersed in US jingoism, more like a State Department spokesman than an ostensibly neutral journalist. So blatant was Pelley’s use of the interview as a platform to advance State Department spin that Ahmadinejad wondered aloud whether he was talking to a journalist or a US politician. The truth of the matter is that the dichotomy between journalist and politician is false. They are not separate, non-overlapping categories. Owing to the common domination of the US state and media by the capitalist class, members of the government and members of the media share common goals and behave in common ways in pursuit of those goals. That Pelley conducts himself as a politician is no accident.

Pelley began by asking Ahmadinejad what he was thinking when he asked to visit Ground Zero. A visit to Ground Zero, Pelley pointed out, would “be insulting to many, many Americans.” Baffled, Ahmadinejad asks why, and Pelley responds, “Well, sir, you are the head of the government of an Islamist state that the United States government says is a major exporter of terrorism around the world.” This was the first of a number of statements Pelley would make to present US government allegations as fact.

The germane questions here are, What is meant by terrorism and has the terrorism Iran is accused of, anything to do with 9/11? The terrorism the US government says Iran sponsors refers to the violence of Hezbollah and Hamas to resist domination by the US and its proxies in the Middle East. We could just as easily accuse the US of carrying out terrorism in Iraq, or of sponsoring terrorist groups that operate within Iran. Significantly, terrorism in the words of US state officials, and the mimetic US media, amounts to any use of force to resist domination by the US or its proxies. We should ask, Is the use of force to resist domination by an outside power or to throw off an occupation legitimate? If so – and the aims of Hezbollah and Hamas are precisely this – then Iran’s support of these groups is legitimate. That these groups act to defend their people against the predations of the US state and its allies does not make them, ipso facto, terrorists.

The connection Pelley makes between Ahmadinejad and 9/11 is contrived. There is nothing to indicate Iran had anything to do with the attacks on the World Trade Center and the Pentagon, but Pelley helps those making a case for escalating confrontation with Iran by slyly suggesting there is (in much the same manner the US state suggested Saddam Hussein had something to do with 9/11.) At the close of the interview, he returns to the theme, telling Ahmadinejad that many Americans believe that when Ahmadinejad’s plane flies over Manhattan he looks at Ground Zero and says, “Good. Somebody got ‘em.’” It’s difficult to imagine that before Pelley broached the subject many Americans wondered about Ahmadinejad’s views on 9/11, much less on anything else (except perhaps the Holocaust.) Pelley’s description of what he claims to be existing public opinion is really a means of creating new public opinion, of instilling in Americans the belief that if Ahmadinejad wasn’t connected in some way to 9/11, he certainly welcomed it.

Repeatedly, Pelley claims to know what the American people think, saying they believe Iran to be an enemy of the US, that Iran is exporting terrorism around the world, and that Iran is on the path to war (Iran’s refusing to kowtow to demands to surrender its independence being seen in US media circles as anti-American bellicosity.) It would be disingenuous to pretend that the opinions of the American people on most foreign policy matters are not, in the main, shaped by what high government officials tell them. But it remains the case, nevertheless, that the views Pelley attributes to the American people, are the views of the US state. His questions, constructed to echo official propaganda, are not so much sincere questions as an exercise in reinforcing the US state’s regime change agenda. Ahmadinejad’s amazement that a “representative of the media” should repeat “the untrue accusations leveled by [his] government” is understandable.

Among the most astonishing, not to say war-mongering, of Pelley’s statements is that Ahmadinejad has American blood on his hands. This accepts at face value the claim by the US state, a notoriously unreliable source, that the Iraqi resistance is using Iranian manufactured weapons. It also makes a leap of logic, inferring, from this premise alone, that the Iranian government is arming the resistance. This leap of logic is equivalent to concluding Boeing has American blood on its hands because the 9/11 hijackers flew Boeing aircraft into the World Trade Centre, or that all guerillas who use Kalashnikovs are armed by Moscow. Arms manufactured in Iran readily circulate throughout the region, just as arms manufactured in the US and elsewhere do. There is no basis to make the claim that the Iranian government is arming the resistance, which isn’t to say it isn’t. But we can ask if Tehran is indeed arming the resistance, would this be defensible? Since the US and British forces were clearly not invited into Iraq and are not wanted, but nevertheless refuse to leave, the arming of the resistance by Tehran would indeed be legitimate – an act equivalent to the US arming the French resistance to drive out the Nazis. A journalist who was truly impartial (an impossible ideal) would accept this dispassionately. A journalist who is acting as a propagandist for the US state would rail against it as monstrous. One needs little imagination to know how Pelley would react.

While telling Ahmadinejad he has American blood on his hands and then asking why, has the character of asking “when did you stop beating your wife?” the most objectionable part of Pelley’s performance lies in his telling Ahmadinejad “You owe President Bush” (for invading Iraq and toppling Saddam Hussein.) Since Saddam Hussein attacked Iran as a client of the United States with Washington’s full backing and support, telling Ahmadinejad he owes Bush is tantamount to telling Chileans they owe Augusto Pinochet for restoring democracy to Chile (something Margaret Thatcher, a Pinochet-supporter, was once bold enough to do.) All those who felt the need to declare publicly in the run up to the US-British war on Iraq that they too believed Saddam Hussein was a monumental shit – an assertion that while true had nothing whatever to do with why the US planned to attack Iraq and therefore should never have been raised in the context of discussions on the impending war – must bear some responsibility for the fact that monumental shits like Pelley can justify the war on Iraq by reference to the toppling of Saddam Hussein and know that what he says will resonate with public opinion.

It’s tempting to complain bitterly about Pelley’s departures from what’s understood to be journalistic rectitude, and to think that pressing journalists to live up to their ideals is a useful investment of one’s time. But the reality is that journalists, like everyone else, serve somebody (to invoke an old Bob Dylan song.) Pelley serves his employers. As members of the US capitalist class, his employers are committed to shaping public opinion to facilitate the carrying out of the foreign policy of the United States. That policy, as it respects Iran, has as its goal the toppling of the current economically nationalist regime and its replacement by one that will accommodate US exports and investment and military deployments. These are goals whose principal beneficiary is the same community of corporate board members and Social Register members who dominate both the government and the media and stand to accumulate more capital in Iranian energy investments and exports to the country if Ahmadinejad and Iran’s revolutionaries are chased from power. Pelley, in playing the hoary game of individualizing a country and investing the individual with hateful qualities to justify war, is serving the interests of this tight little community.

Divide et Impera

The US is using a hoary imperial tactic dating back to the Romans to dominate Iraq and to justify a long-term military presence in the country

A US-financed program to build a Sunni paramilitary Guardian organization in Iraq, and US proposals for a soft partition of the country, are the latest steps in a divide and rule strategy the US is pursuing to keep Iraqis fighting among themselves so they won’t fight the occupation. Sectarian strife also provides the US with the pretext it needs to establish a long-term military presence in the country.

The US occupation authority has made ethnicity and religion salient in Iraq, where once it was a matter of little moment in the daily political lives of Iraqis. The US organized elections and the army along sectarian lines. It decided which parties could run in elections, favoring those that emphasized religious affiliations (Sunni vs. Shia) and ethnicity (Arab vs. Kurd), while banning the largest non-sectarian party, the Baath party. Key government positions were doled out along sectarian lines. The interior ministry was turned over to the Badr Brigade, a sectarian Shia paramilitary organization. From head to toe, Iraq has been transformed from a secular society into one in which religious and ethnic identity matter. Imagine the Department of Homeland Security being turned over to the KKK, the Pentagon to Louis Farrakhan’s Nation of Islam, while the Democrat and Republican parties are banned and replaced by religious and ethnic parties. If ever there was a recipe to get people fighting among themselves, this is it.

The most recent manifestation of the US divide and rule policy is a program to create a Sunni paramilitary Guardian force whose mandate is to protect Sunni neighborhoods (1). Imagine Washington creating a Black paramilitary Guardian force, a White paramilitary Guardian force, and a Hispanic paramilitary Guardian force in the US. The effect in sparking racial tension would be the same.

Now, some US policy makers are talking about partitioning Iraq into Kurd, Sunni and Shia regions. Leading advocates include senior politicians and US ruling class foundations. Joseph Biden, chairman of the US Foreign Relations Committee and a candidate for the Democratic presidential nomination endorses “soft” partition, as does Leslie Gelb, president emeritus of the influential Council on Foreign Relations (2). Last year, the two put together the Biden-Gelb plan, which calls for a “soft” partition of Iraq. Soft partition would see Iraq divided into three distinct ethno-religious regions: Kurdistan, Shiastan and Sunnistan, held together by a weak federal government.

Michael O’Hanlon, a senior fellow at the Brookings Institution, argues the “time may be approaching when the only hope for a more stable Iraq is soft partition (3).” The Brookings Institution, associated with the Rockefellers, is one of the most influential US ruling class policy-making organizations.

Western politicians portray Iraq as a country whose simmering sectarian tensions were held in check by the brutal repression of Saddam Hussein, a Sunni who ruled on behalf of the Sunni population and its political vehicle, the Baath party. It’s only now that Mr. Hussein’s tyranical rule has ended that sectarian conflict has slipped its restraints and come to the surface. At least, that’s the favored US view. Trouble is, it’s a crock of shit. When “the Committee of Debaathification issued a list of 100,000 senior Iraqi Baathists who would not be allowed to enjoy government posts,” 66,000 of them turned out to be Shiites (4). And anyone who cared to check the deck of cards used to list the 55 top Iraqi officials the US invasion force wanted dead or alive, would discover that half were Shiite, and the remainder a mix of Sunnis, Christians and Kurds (5).

The former Ottoman territory that is now Iraq was governed as a single territory before 1880. The three provinces that were pieced together in 1921 to form modern Iraq had no “clear sectarian identities (6).” “For much of Iraq’s history, the two communities (Shia and Sunni) co-existed peacefully (7).”

Partitioning the country would be no mean feat. “The geographic boundaries do not run toward partition. There is no Sunnistan or Shiastan.” On the contrary, conditions are “highly commingled” with people “totally intermixed, especially in the major cities (8).” Five million Iraqis would have to be moved were the country to be divided into homogeneous ethno-religious slices (9).

More importantly, most Iraqis don’t want their country partitioned. “Apart from the Kurds in the north, there is no unanimous, popular demand for federalism or soft partition or any partition at all (10).”

The 1920 Revolution Brigades, one of three resistance groups to form the political office of the Iraqi resistance, rejects the idea of a sectarian division in Iraq. “Our position,” says its spokesman, “is that there are two kinds of people in Iraq: not Sunni and Shia, Kurdish and Arab, Muslim and Christian, but those who are with the occupation and those who are against it (11).” Sectarian divisions in Iraq have been amplified, he says, “as part of the ‘British imperial tactic of divide and rule (12).’”

The British employed the Roman principle of divide et impera to enslave colonial peoples. The US has taken up the tradition. “Our endeavour,” remarked Lieutenant-Colonel Coke, Commandant of Moradabad during the middle of the nineteenth century, “should be to uphold in full force the (for us fortunate) separation which exists between the different religions and races, not to endeavour to amalgamate them. Divide et impera should be the principle of Indian government (13).” Lord Elphinstone, Governer of Bombay, seconded the motion. “Divide et impera was the old Romon motto, and it should be ours (14).”

Adumbrating US imperial tactics in Iraq, the British devised a system of separate electorates in India and separate representation by religion, caste and ethnicity. Sound familiar? “The effect of this electoral policy,” observed one commentator, was “to give the sharpest possible stimulus to communal antagonism (15).” Prior to British rule in India there was no trace of the type of Hindu-Muslim conflict that later emerged under British rule (16).

“There is no natural inevitable difficulty from the cohabiting of differing races or religions in one country (17).” Mulsim and Hindu lived side-by-side peacefully until the British arrived in India; Sunni and Shiite commingled peacefully before the US imposed its occupation on the country. “The difficulties arise from social-political conditions. They arise, in particular, whenever a reactionary regime is endeavouring to maintain itself against the popular movement (18).”

In the USSR, diverse religions and races lived together amicably. Germans and Jews lived together peacefully under Germany’s Weimar Republic. It wasn’t until the Nazis emphasized national identity to weaken growing working class consciousness that systematic persecution of Jews began.

The strategy is simple. The last thing an occupying power wants is for the people it’s dominating to recognize their common situation and interests. Were they to do that, they might mobilize their energies to fight their common enemy. So occupied countries are organized by their occupiers along color, religious and ethnic fault-lines. Iraqis mustn’t think of themselves as Iraqis, but as Shiites, Sunnis and Kurds, locked in a struggle with each other for access to resources.

The same is true within imperialist countries. People who work for a living mustn’t identify with their class, but with their ethnic, religious or racial cohorts, or must be imbued with patriotism, so that they equate their personal interests with those of their ruling class. In this way, Americans and Britons who have nothing to gain personally from their country’s occupation of Iraq, and much to lose, are bamboozled into supporting the war. Likewise, employees who have much to gain from coming together as a class are diverted by racism, religion and patriotism.

Another thing the US divide et impera tactic provides is an excuse to maintain a military presence in Iraq, and therefore, the continued domination of Iraq by Washington. For liberals, the argument that the US can’t leave Iraq now, otherwise a full-scale civil war will erupt, is decisive. But what this view ignores is that the possibility of a full-scale civil war is the product of the occupation itself. Had the US not fomented ethnic and religious divisions, the possibility of a civil war would never have arisen. On the other hand, were the US to cease efforts to pit Iraqi against Iraqi, the occupation – already greatly challenged by the resistance, despite US divide and rule tactics – would surely be defeated, an outcome the US will never willingly consent to. Soft partition, then, seems to those seeking both sectarian peace and US withdrawal, to be the answer. But slicing the country up into Sunnistan, Shiastan and Kurdistan, won’t set the stage for a US pull-out. On the contrary, “senior military planners caution that should partition become American policy, withdrawal almost certainly wouldn’t. Partition would require a stabilization force – code for American military presence – of 75,000 to 100,000 troops for years to come (19).” Heads I win, tails you lose. No matter what, the US figures to be hanging around Iraq for a long time, using sectarian tensions as the justification for its ongoing presence. What will foil these plans are non-sectarian groups, like the 1920 Revolution Brigades, that recognize there are only two kinds of people in Iraq: those who are with the occupation and those who are against it.

According to a December 19, 2007 Washington Post article (All Iraqi Groups Blame U.S. Invasion for Discord, Study Shows) “Iraqis of all sectarian and ethnic groups believe that the U.S. military invasion is the primary root of the violent differences among them, and see the departure of ‘occupying forces’ as the key to national reconciliation, according to focus groups conducted for the U.S. military last month.”

“D3 Systems, a Virginia-based company that maintains offices in each of Iraq’s 18 provinces…showed [in a survey conducted in September] the same widespread Iraqi belief voiced by military focus groups: that a US departure will make things better. A State Department poll in September 2006 reported a similar finding.”

“Few [focus group participants] mentioned Saddam Hussein as a cause of their problems.”

Film-makers Steve Connors and Molly Bingham spent five months with resistance fighters in Iraq, from April to August 2003. They discovered that “the idea that has recently become common currency, that Iraq is a country riven by ancient sectarian hatreds, is a claim for which [they] found little evidence…Indeed, the research [they did for their documentary film Meeting Resistance] indicates that any existing fissures in Iraq at the time of the 2003 invasion were exploited and exacerbated by coalition forces and administrators in order to enable the success of the occupation.”

Faith in UN Intervention in Darfur Misplaced

Many Western activists have rallied around calls for sanctions on Sudan and UN intervention in Darfur. But a review of recent Western interventions in the world’s trouble spots suggests their faith is misplaced. While the US and its allies, and the UN Security Council, point to lofty goals as the basis for their interventions, the true goals are invariably shaped by the economic interests of the corporations and investment banks that dominate policy making in Western countries. Worse, intervention has typically led to the deterioration of humanitarian crises, not their amelioration.

Conflict as Pretext

The United States and other imperialist powers look for conflicts, or provoke conflicts, in countries they do not dominate politically. They use these conflicts as pretexts to intervene in other countries in multiple ways: militarily, through proxies (which may include the UN), by funding an internal opposition, or by some combination of these means. The goal is to exploit these countries economically. Political control, through a strongman or puppet government, allows great nations to protect and enlarge the investments of their corporations and banks and to open doors to their exports. That is, the United States and other imperialist powers are engaged in a relentless pursuit of political domination of countries they do not currently dominate, in order to exploit their resources, assets and markets, by creating or looking for conflicts that provide pretexts for intervention.

In Yugoslavia, the US, Germany and the UK encouraged secessionists to unilaterally declare independence from the Yugoslav federation and helped ethnic Albanian Kosovars wage a guerrilla war to establish Kosovo as an independent country. The ensuing conflicts with the federal government were used as a pretext by NATO to intervene militarily to bring the conflicts to an end. The secessionist governments and KLA guerrillas were portrayed by the Western media as the victims while the federal government, which was reacting to the provocations, was portrayed as the instigator. The result was that Yugoslavia was re-balkanized and brought under the control of the US and Germany, who have since imposed a neo-liberal tyranny and whose corporations, banks and wealthy investors have bought up the former federation’s state- and socially-owned assets. In Iraq, the US uses the conflict between Sunnis, Shiites and Kurds, as a pretext to remain in the country as an occupying force. Were troops withdrawn too early, we’re told that an all-out civil war would ensue (as if a state of all-out war, sustained by the presence of US and British troops, does not already exist.) Likewise, we’re assured that if troops are withdrawn from Afghanistan, al Qaeda will resume its use of the country as a base for its operations, leading to a string of 9/11s. More than a decade ago, the US provoked a conflict in the Gulf – or at least allowed one to go ahead – when Iraq wasn’t turned down by the US ambassador, April Glaspie, after it sought permission to invade Kuwait. Iraq was thereby entrapped into undertaking an invasion Washington used as a pretext to launch the Gulf War. The effect was to begin the process of bringing Iraq, and its considerable petroleum resources, under the control of the US. (2)

Sudan is not today under US political control, and like Iraq, is a source of immense oil reserves and the potential for gargantuan petroleum profits to be reaped by foreign oil companies. The Bush administration complains that the Sudanese government interferes in Sudan’s petroleum and petrochemical industries. Khartoum is not, then, a partisan of the three freedoms that matter most in Washington: free trade, free enterprise and free markets. This, from Washington’s point of view, is a threat to US foreign policy (i.e., corporate) interests. If Sudanese policy prevents US oil companies from exploiting the country’s oil resources, Sudan is a threat to the foreign policy interests of the United States. Accordingly, it must be treated as an enemy. And indeed it is an enemy – but only an enemy of the class of corporate board members, hereditary capitalist families and investment bankers in whose interest free trade, free enterprise and free markets are promoted and enforced. Sudan, its people, and the economically nationalist policies of its government are not, however, enemies of the bulk of Americans. (3)

There are existing conflicts in Darfur which the US and its allies have used to argue for Western intervention. There is a conflict over water and land between sedentary and nomadic peoples, made worse by desertification. There is a conflict between rebel groups, which have attacked government installations, and the government itself. And there is a conflict among rebel groups. These conflicts are used by the US and its allies as pretexts to impose sanctions and to argue for intervention. But the US is no more interested in resolving these conflicts than it was in resolving conflicts in Yugoslavia. It’s interested in dominating Sudan politically, so that US and British oil companies can amass huge profits from Sudan’s vast petroleum reserves.

A record of deception

There was no genocide in Kosovo. When forensic pathologists went looking for the scores of thousands of bodies NATO said were hidden throughout Kosovo, they found two thousand – a number that was consistent with a small scale guerrilla war, not a campaign of genocide. But after NATO intervened militarily with a 78-day bombing campaign, thousands fled, bridges, factories, schools and hospitals were destroyed and hundreds, if not thousands, of civilians were killed. What was a low intensity guerrilla war was turned into a humanitarian crisis by NATO. (4)

There were no weapons of mass destruction in Iraq. But after the US and Britain invaded, some 600,000 Iraqis died as a result of violence provoked by the invasion, four million fled their homes, poverty became rampant and infrastructure destroyed by US and British bombs remained in a state of disrepair. A once modern country that had used its oil revenues to develop itself economically and to build a robust system of social welfare was turned by the US and Britain into an almost peerless humanitarian disaster. According to the UN commission appointed to investigate Washington’s charges that the Sudanese government is pursing a policy of genocide, the accusations have no foundation. It’s true, the commission found, that Khartoum has responded disproportionately to attacks on government forces by rebel groups, and it’s true that Khartoum is implicated in war crimes, but the commission found no evidence the Sudanese government is engaged in the project of seeking to eliminate an identifiable group, the defining characteristic of a policy of genocide. As far as humanitarian disasters go, the disaster in Iraq is far worse. So who would trust the perpetrators of that disaster – who, after all lied about there being a genocide in Kosovo and banned weapons in Iraq — to intervene in Darfur to resolve the humanitarian crisis there? That would be like giving your car keys to a known thief and pathological liar. (6)

Ignoring conflicts

The other side of the coin is that there are countries the United States already dominates in which terrible humanitarian disasters and human rights violations occur about which very little is said. When conflicts occur in these countries, the conflicts are ignored by the Western media, because they’re not needed as a pretext for intervention by Western governments. In fact, it’s in the interests of Washington that these conflicts not be brought to the attention of the public.

In Ethiopia, for example, thousands of members of the opposition were imprisoned after elections were disputed. Recently, the government threatened to execute dozens of opposition leaders on treason charges. Foreign reporters and human rights groups have been expelled from the country. Because Ethiopia is politically dominated by the US, there’s no reason to bring its deplorable record to the public’s attention. There is no need to build a case for intervention. Ethiopia is already under the US thumb. Accordingly, few people know anything about what’s going in the country because Ethiopia is off the Western media’s demonization radar screen. But they are likely to know about Robert Mugabe, the president of Zimbabwe, who many believe has committed all the crimes Meles Zenawi, the prime minister of Ethiopia, has committed. Except Mugabe hasn’t arrested thousands of members of the opposition or threatened to execute the opposition’s leaders. The difference between Zenawi and Mugabe is that Zenawi is a US puppet and Mugabe isn’t. For opposing imperialist meddling in southern Africa and seeking to indigenize Zimbabwe’s economy, Mugabe is in the dead center of the West’s demonization radar screen. (7)

There are about half a million people displaced in Somalia as a result of an invasion by Ethiopia, undertaken at the behest of the US government. This is a humanitarian disaster created by a US proxy. There is no Save Somalia Campaign. (8)

In the Democratic Republic of Congo, there is a conflict provoked by the former intervention of US proxies Rwanda and Uganda that has led to the deaths of four million people since 1997. The 200,000 deaths in Darfur (80 percent from starvation and disease; 20 percent from violence) are dwarfed by the millions of deaths in DR Congo. But while there’s a Save Darfur campaign, there is no Save Congo campaign. (9)

The solution to Darfur

If UN intervention in Darfur isn’t a solution – and it isn’t — what is? While it sometimes seems that the UN is a neutral body that democratically decides how to resolve conflicts, that’s not what the UN really is. The UN, in all important respects, is the UN Security Council, a small group of mainly imperialist powers who do what imperialist countries do: try to divide the world up among themselves. The United States, the dominant member of the Security Council, has no interest in resolving the conflict in Darfur. It’s interested in establishing a permanent military presence to wrest control of Sudan’s oil from the Sudanese government. If the US can induce other countries to commit troops to carry out its objectives, so much the better. Bogged down in Iraq and Afghanistan, a UN military mission to secure the US goal of bringing Sudan under US domination is a welcome development in Washington.

It should be clear that the record of UN and NATO interventions is one in which small conflicts are turned into humanitarian disasters. Gordon Brown, the prime minister of Britain, says Darfur is the world’s greatest humanitarian disaster. There are 200,000 dead in Darfur but there are probably 600,000 dead in Iraq. There are four million refugees in Iraq and far fewer in Darfur. (10)

Liberal public intellectuals like Michael Ignatieff, the former Harvard professor and now aspirant to the job of Canadian prime minister, said a war needed to be waged on Iraq because of what Saddam did to the Kurds. US military intervention under the authorization of the UN was supposed to deliver peace, prosperity, human rights and democracy between the banks of the Tigris and Euphrates. What it delivered was something far worse than when Saddam was around. (11)

The solution to Darfur is to stop pressuring the US government to intervene in Sudan and start pressuring the one rebel group that won’t sign a peace accord to do so. Khartoum has sat down with the rebel groups to work out a peace deal and one group has refused to even participate in the talks. Conflicts cannot be resolved if one side is uninterested in peace. Nor can they be resolved if powerful forces are using the conflicts as pretexts to invade and impose sanctions.

If pressure is imposed on the hold-out rebels to arrive at a peace with Khartoum, and peace ensues, what then? Will the activists who agitated for Western intervention in Darfur turn their attention to rescuing the Congo from its humanitarian crisis? Will grassroots pressure be brought to bear on Ethiopia to withdraw from Somalia? And what of Iraq? Will the same people who worked themselves up into high moral dudgeon over Darfur demand immediate withdrawal of foreign troops from Iraq? Shouldn’t they demand this first? After all, the dimensions of the Iraq disaster are worse than those of the Darfur disaster, and it is the activists’ own governments that have authored the larger disaster. One would think Americans and Britons would give priority to working for the immediate withdrawal of troops from Iraq, rather than channelling their energies into pressing the governments that lied about and created tragedies in Yugoslavia and Iraq to intervene in yet another oil-rich country. Activists have an obligation to understand the institutional patterns of behaviour of their own governments, to inquire into the forces that shape those patterns, and to prevent emotion from undermining reason and analysis. It does no good to allow our own governments and media to mobilize our energies to work on behalf of imperialist goals, while diverting us from projects that are legitimately in the interests of the bulk of humanity.

Ignatieff’s mea culpa

Even in apologizing for backing the war, Ignatieff defends “imperialism lite”

Former Harvard professor and now Canadian politician Michael Ignatieff is admitting he made a mistake in backing the 2003 US invasion of Iraq (1). But not because the invasion was based on a fraud, but because the humanitarian goals he and others attributed to the invasion have not been achieved.

Ignatieff’s mea culpa comes on the heels of an Oxfam report that paints a grim and disturbing picture of an Iraq that has become a shocking charnel house, where four million are displaced, infrastructure remains in a shambles, and poverty is rampant. More than Darfur, Iraq is a humanitarian disaster; it is an acute embarrassment for those who plumbed for war on humanitarian grounds, promising the ouster of Saddam Hussein would usher in an era of peace, prosperity and the flowering of human rights between the banks of the Tigris and Euphrates.

That doesn’t mean that Igantieff is backing away from the doctrine of humanitarian intervention he and others championed to justify the “imperialism lite” that has wrought such misery in Iraq. On the contrary, his mea culpa is a defense of the thinly disguised justification for military imperialism left-liberal public intellectuals have promoted since Yugoslavia to elevate wars of conquest waged on behalf of the corporate elite to human rights crusades.

Ignatieff says his support for the war grew from the moment he “saw what Saddam Hussein did to the Kurds (2).” It was at that point he became convinced that Saddam Hussein had to go, and that a war to remove him could be justified on those grounds alone. Others, including Noam Chomsky, also believed the Iraqi leader was a menace whose forced removal from power would constitute a major gain for humanity, though, to be sure, not all of those who shared this view backed the war. With hundreds of thousands dead as a result of the invasion, and a refugee crisis of a magnitude not seen since WWII, one wonders how many of those who invested the war with moral gravitas by demonizing the Iraqi leader, regret their craven pandering to Washington’s propaganda requirements. I suspect few do.

That doesn’t mean, however, that a few soft-left public intellectuals are not squirming in embarrassment. Ignatieff, for one, can no longer leave unaddressed the uncomfortable gulf between the reality of what the invasion has created and the promises of the war’s ameliorative effects the humanitarian interventionists inveigled the public into accepting.

Ignatieff’s error, he says, was in letting his good intentions cloud his judgment. He didn’t realize it would be so difficult to hold Kurds, Sunnis and Shiites together without “Saddam’s terror” or that it would be impossible to build a “free state” on the foundations of “35 years of police terror.” What’s more, his revulsion at Saddam’s repression of the Kurds (apparently one he doesn’t feel for the Turk’s repression of the same people, at least not enough for him to plead for a war on Turkey on humanitarian grounds) left him blinded to the reality that just “because America defended human rights and freedom in Bosnia and Kosovo (didn’t mean) it had to be doing so in Iraq.”

Ignatieff’s mea culpa has enough references to “Saddam’s terror” to make plain he still regards the invasion as justifiable on moral grounds (as in, it’s all right to kill 600,000 to depose one man from power, especially when he keeps giving away all the oil concessions to the wrong countries.) Moreover, his claim that US intervention in Bosnia and Kosovo represented a defense of human rights and freedom genuflects to the myths upon which the doctrine of humanitarian intervention is built. Ignatieff isn’t apologizing for “imperialism lite”; he’s defending it.

The United States no more defended human rights and freedom in Bosnia and Kosovo than it is doing today in Iraq and Afghanistan, except for the rights of those who own income-producing property and the freedom of US corporations, banks and investors to secure profitable investments, i.e., rights that are against the interests of you and me but are dearly held by those who give Ignatieff high-profile academic posts, open the op-ed pages of the New York Times to him, and encourage him with money and advice in his bid to become Canada’s prime minister.

Ignatieff speaks the language of the bamboozler. It is enough, he knows, to invoke the terms human rights and freedom, without in any way indicating whose rights he’s talking about and what referent he’s pairing freedom with (free to achieve what or be free from what?) to get people to at least acquiesce to the idea of war. This, George Bush, Tony Blair, and Gordon Brown also know. And so, in his mea culpa, human rights and freedom get star billing. Ignatieff wants us to believe his intentions, like those of America, were good; it’s just that his zeal to promote human rights and freedom kept him from seeing that Saddam had poisoned the soil in which the US government has so painstakingly tried to plant the seeds of democracy.

It’s impossible to take Ignatieff seriously. His self-appointed role is to justify the US ruling class’s naked pursuit of its class interests by dressing them up in the galvanizing language of humanitarianism to bring the rest of us onboard. His job is to enlist you and me to be the dupes who will sign up to fight in, promote, or acquiesce to, wars Bechtel, Exxon-Mobil, Lockheed-Martin, Chase Manhattan and scores of wealthy investors will profit from.

For this he is amply rewarded with high-profile academic positions, a pulpit in high-circulation establishment newspapers, and financial backing for his dalliances with electoral politics. Were he a German in Hitler’s Germany he would be on Goebbels’s payroll, putting a humanitarian gloss on the Fuehrer’s aggressions; in Mussolini’s Italy he would be demonizing Haile Selassie, pleading for an Abyssinian invasion; and in Tojo’s Japan, he would be calling for the invasion of China to liberate Asia from Western imperialism.

Like the sophists who hired out their forensic skills to the highest bidder, Igantieff is an intellectual whore who trades his credentials and skills of persuasion to shape public opinion in support of his patron’s wars for profits. His mea culpa is no apology; it is simply an attempt to save face now that the humanitarian disaster of Iraq has become an embarrassment that can no longer be ignored.

The Unacknowledged Humanitarian Disaster

In a speech before the UN General Assembly, British Prime Minister Gordon Brown called the conflict in Darfur “the greatest humanitarian disaster the world faces today.” (1)

Britain, along with the United States and other Western countries, have been pushing Sudan to accept a beefed up contingent of peacekeepers in Darfur. The new mission, which will operate under UN command, will replace the current African Union mission.

The AU mission represented a compromise between African nations and the West.

“The Americans and Europeans promised…that as long as the Africans deployed in these kinds of situations, (they) would pay for the soldiers and equip them.” (2)

That suited the Sudanese government, which feared the West would use a UN peacekeeping mission to re-colonize Sudan.

But Washington wasn’t pleased. The Bush administration complained of “the pervasive role played by the government of Sudan in Sudan’s petroleum and petrochemical industries,” describing Khartoum’s stewardship of the country’s oil resources as a threat to “U.S. national security and foreign policy interests.” (3)

Western financial support for the AU mission began to dry up. Soon after, Washington started to call for a UN force, arguing that the (underfinanced) AU mission was too small and too underequiped to be effective.

After months of pressure, cajoling and threats from Washington, the UN Security Council finally gave Washington want it wanted. It authorized the deployment of 26,000 soldiers and police to Darfur under UN, not AU, command.

Brown’s describing the conflict in Darfur as “the greatest humanitarian disaster the world faces today” was intended to raise support for the new UN mission.

But is Darfur really the world’s greatest humanitarian disaster?

Not by a long shot. There are many humanitarian disasters, but few are as great as one Brown’s own government shares a large part in creating: Iraq.

“Iraq’s civilians are suffering from a denial of fundamental human rights in the form of chronic poverty, malnutrition, illness, lack of access to basic services, and destruction of homes, vital facilities, and infrastructure, as well as injury and death,” (4) reported Oxfam International just days before Brown declared Darfur the world’s principal humanitarian disaster.

Eight million Iraqis – one-third of the population – “are in urgent need of water, sanitation, food and shelter.” Seven in 10 do not have adequate access to potable water, up from 50 percent in 2003, when US and British forces invaded on fraudulent grounds. More than one-quarter of children are malnourished, up from 19 percent in 2003. (5)

It’s unclear how many people have been displaced by fighting in Darfur. The UN says 686,000. (6) Other estimates reach as high as 2.5 million. While these figures are alarming, they’re not as alarming as the figures for Iraq. Some four million Iraqis have fled their homes since the US and Britain invaded, the greatest refugee crisis in the Middle East ever, topping the Nakbah of 1948 and as great as the refugee crises of WWII Europe.

An estimated 200,000 have died in Darfur, most from malnutrition. But in Iraq, a 2006 Johns Hopkins Bloomberg School of Public Health study estimated there had been between 426,000 and 794,000 excess civilian deaths since the start of the invasion in 2003. (7) Considering there were 150,000 civilian deaths as a result of the Gulf War, 1.5 million deaths as a result of 13 years of sanctions, and somewhere in the order of 650,000 deaths as a result of the latest Anglo-American war on Iraq, the total death toll reaches as high as 2.3 million.

The US and Britain are the authors of this unacknowledged disaster – a disaster on a greater scale than the one that bedevils Darfur. Who, but the truly naïve, would believe a UN Security Council dominated by the US and Britain can solve – or indeed, is even genuinely interested in solving — the crisis in Darfur?

Slandering Zimbabwe’s Fight for Independence

Zimbabwe is in the grips on an economic crisis. Food and electricity shortages plague the country, but because Zimbabwe is singled out in the Western media for special attention, it seems as if its problems are unique, not part of a wider pattern of scarcity in sub-Saharan Africa, but the product of the misguided policies of the Mugabe government. There’s a message in the Western media spin on Zimbabwe: reclaiming land and working to put the economy into hands of nationals leads to economic meltdown. It’s best to leave historical patterns of domination alone, and to adapt to the prevailing balance of power.

In a July 28, 2007 article on the regrettable state of Zimbabwe’s economy, The Washington Post points out that “daily power outages are forcing Zimbabweans to light fires to cook and to heat water.” Wood poachers have stripped nearly 500 acres of conservation woodland.

But what the Post doesn’t point out is that it’s not only Zimbabweans, but people throughout sub-Saharan Africa, who are stripping forests bare to provide heat and cooking fuel. (1)

The reason why is rolling power blackouts. “Perhaps 25 of 44 sub-Saharan nations face crippling electricity shortages.” (2) Drought, climbing oil prices, and the chaos caused by privatization of formerly state-owned power companies have created an “unprecedented” power crisis that not only affects Zimbabwe, but Zambia, Nigeria, Angola, Mozambique, the Democratic Republic of Congo, Kenya, Uganda and Togo.

Even South Africa was hit by rolling blackouts in January and sporadic power failures continue to bedevil the country.

Yet, as a mark of how the Western media frame their reporting to discredit Zimbabwe, it is in Zimbabwe alone that the electricity shortages are attributed to the policies of the government.

Zimbabwe’s “power, water, health and communications systems are collapsing,” the Post notes, “and there are acute shortages of staple foods and gasoline.” The newspaper points to critics who say economic mismanagement and Harare’s land reform policies are to blame.

But acute food and gasoline shortages are common to neighboring countries. If Zimbabwe is short of gasoline, “Uganda’s gas stations are…short of diesel for vehicles.” (3) If there are shortages of food staples in Zimbabwe, there are close to two dozen other countries in sub-Saharan Africa that are contending with food scarcity, according to the UN’s Food and Agricultural Organization.

Since neighbouring countries have not pursued Zimbabwe’s fast track land reform policies, and have tended to shy away from the economic indigenization policies Harare favors, gasoline, electricity and food shortages can hardly be attributed to policies uniquely pursued by Harare. The aim of the media’s propaganda is clear: to discredit the Mugabe government’s economic independence policies by suggesting they are to blame for the country’s economic difficulties.

Unlike other sub-Saharan countries, Zimbabwe is a target of economic sanctions, which have made the region-wide drought and oil-price-rise-induced crises more acute. The sanctions, imposed by the US and EU, deny Zimbabwe access to international development aid. NGOs, following the Western governments that provide their funding, have also cut off assistance, amplifying the sanctions’ effects.

Are the sanctions justified?

The West’s opposition to Zimbabwe began in the mid-90s, when the Mugabe government failed to undertake pro-foreign investor (often called neo-liberal) economic reforms as quickly as the International Monetary Fund prescribed.

The IMF expected Zimbabwe to pare back government social spending, reduce the size of the civil service, devalue its currency, and move strongly toward an export-oriented economy – measures that would benefit international investors but would increase the hardships Zimbabweans already faced.

The IMF also insisted that Zimbabwe pay full market value for the land it sought to acquire as part of its program to resettle the rural poor – land that had been stripped from indigenous Africans by European settlers.

Zimbabwe had received assurances in 1979 from the Thatcher government that Britain would fund the purchase of land from white settlers, but the Blair government reneged, proposing instead that it lend Zimbabwe money in return for Harare enacting policies to enhance investor confidence (i.e., policies to increase the profits foreign investors could extract from Zimbabwe.) Since this would amount to taking on new debt to buy back what had been stolen in the first place, the offer was refused. Farmland was reclaimed without compensation (except for improvements the European settlers had made.) The expropriated farmers were told to seek compensation from London.

By 1997, Harare was in open revolt. IMF-prescribed programs the government deemed to be injurious to Zimbabweans were rejected and the IMF’s prohibitions on pursuing economically nationalist policies were ignored. Mugabe announced new tariffs to protect domestic businesses from foreign competition and introduced an affirmative action program that differentially benefited domestic firms at the expense of foreign investors. Western governments, ever vigilant about promoting the export and foreign investment interests of their own corporations, saw red.

By 1998, the EU had had enough. Mugabe’s land reform program – and now, the military aid Harare was providing to the young government of Laurent Kabila in the Democratic Republic of Congo – bid that steps be taken to force the independence-minded Mugabe out. Kabila, who the US and Britain were trying to overthrow, was following economically nationalist policies reminiscent of those of Patrice Lumumba, who the West had deposed in a CIA-sponsored coup decades earlier. Washington and London recruited Uganda and Rwanda as proxies to invade the DR Congo, but their plans were frustrated when Zimbabwe intervened militarily on the side of the Kabila government. To counter Mugabe, the EU set out to build civil society — the unions and NGOs — as opposite poles of attraction to Mugabe’s government of national liberation.

Soon, Morgan Tsvangirai, head of the Zimbabwe Trades Union Congress, emerged as leader of a new political party, the Movement for Democratic Change. The white commercial farmers abandoned their old party, the Rhodesian Front, and lined up behind their new vehicle, the MDC. With a war chest filled with generous funding from Western governments and corporations, the MDC was to lead the opposition to the Mugabe government from within Zimbabwe.

By 2001, the Sunday Times was urging London to spearhead a worldwide economic boycott of Zimbabwe. “Until decisive action is taken,” the newspaper warned, “the whole region is a high-risk area for investment.” (4)

The same year, the US enacted the US Zimbabwe Democracy and Economic Recovery Act. The arch-conservative Jesse Helms was a co-sponsor, along with Hilary Clinton. The act obligates US officials to vote against assistance to Zimbabwe at the IMF and World Bank; allows the president to fund groups and individuals working to overthrow the Mugabe government; and makes respect for the rule of law (i.e., reversal of Zimbabwe’s land reform program) a condition of ending sanctions. US Representative Cynthia McKinney asked legislators what law European settlers had respected when they seized the land by force.

Sanctions have one aim: to make the lives of Zimbabweans miserable so they’ll oust Mugabe. The MDC, which supports the sanctions, and is indefatigable in calling for additional punishments, uses the economic hardships sanctions have aggravated to call for Mugabe’s departure.

Mugabe’s program has always been one of independence. As a leader of the guerrilla movement that fought for national liberation, the goal was an end to Rhodesian apartheid. As leader of the government, the goal since the mid 90s has been economic independence; to be secured, first, by reclaiming the land the indigenous population had been dispossessed of by European settlers; and second, by putting the economy in the hands of Zimbabweans as owners, not just employees.

The inevitable consequence of this project has been the backlash of foreign corporations, Western investors and their governments.

While the Western media would have you believe Zimbabweans are champing at the bit to oust Mugabe, the reality is that Mugabe is widely supported, not only in Zimbabwe, but throughout Africa. His credentials as the leader of a national liberation movement have established his reputation, his land reform policies have strengthened his support among the rural poor (who make up the majority of Zimbabweans) and his insistence on pursuing an independent foreign policy have made him a rallying point for anti-imperialist sentiment in Africa. As recently as August 2004, Mugabe was voted number three in the New African magazine’s poll of the 100 greatest Africans (behind Nelson Mandela and Ghana Kwame Nkrunah, the first president of post-colonial Ghana.) One of Mugabe’s most vehement critics, Archbishop Pious Ncube, grudgingly acknowledges his popularity. “The United Nations should take (Mugabe) out but that will not happen because Africa supports Mugabe.” (5)

It is fashionable in some circles to profess admiration for Mugabe, as the leader of the armed national liberation struggle, while denouncing Mugabe, the politician. Mugabe once fought for national liberation, it’s said, but as a politician, he simply clings to power for power’s sake. Power has corrupted him.

This is the typical screed against the leaders of all really-existing movements that seek to end the oppression of class or nations. They are invariably accused of demagogy and corruption and of betraying their movement’s goals. The revolution betrayed is the constant theme. The purpose of these accusations is to breed cynicism, disillusionment and ultimately pessimism, passivity and capitulation. It’s all in vain, the detractors say. You’ll simply end up with something worse that you started with. Your movement will be hijacked by authoritarian strongmen who utter leftist-sounding phrases while enriching themselves and their cronies.

The goal Mugabe has pursued, whether in the armed struggle or in government, has never changed: independence. Placing the economy in the hands of Zimbabweans, as Mugabe is working to do now, is just as much – indeed, is even more significantly a part – of national liberation as achieving nominal political independence is. Zimbabweans got their own flag in 1980, their land after 2000, and now are working to secure control of their mines and businesses. To say, then, that Mugabe was true to the goals of national liberation once, but is no longer, reveals either a miscomprehension of the centrality of land reform and indigenization to national liberation, a surrender to the barrage of propaganda against Zimbabwe’s national liberation movement, or an absent commitment to true national liberation.

Sicko

Michael Moore’s Sicko is an entertaining and emotionally compelling film. It exposes the harshness of profit-based healthcare to the majority of Americans, and does so in the film-maker’s accustomed engaging way. There is no one as deft in connecting on issues of concern to the left and ordinary people with as large an audience as Moore. On this, he has no peer.

While the film has been labelled controversial by the US media, it is anything but. Few Americans would disagree with the thesis of the film – that for them a program of universal healthcare would be far better than the current profit-based system.

What controversy the film has generated has been confined to those in whose interest universal healthcare is inimical: insurance companies whose profits would suffer grievously were universal healthcare adopted; banks, investors and corporations, who have an interest in shrinking the commons, not seeing it expanded; and the media, which – owned by the same class — reliably promotes its interests.

Media pundits accuse Moore of fudging the facts, warn Americans that Canada, France, Britain and Cuba (countries whose healthcare systems are highlighted in the film) are not healthcare paradises, and stress that free healthcare for all is not free, but comes with crushing taxes. (It is not pointed out, however, that the taxes are mainly shouldered by those most able to pay, i.e., the same people sounding the alarm about universal healthcare.)

For a Canadian who knows something about the single-payer health insurance plan Moore idolizes, the US media campaign against Moore’s film is a transparent propaganda offensive whose goal it is to discredit Moore and universal healthcare. It’s true the Canadian system has flaws – fatal ones if you believe the US media spin — but the flaws US scare-mongers cite have nothing whatever to do with the system itself, and everything to do with what Canadian politicians have spent the last two decades doing: under-funding the system to make Canadians increasingly dissatisfied so they’ll demand the wonders of the US for-profit system CNN is always touting and investors privately clamor for.

The fact of the matter is that the US spends considerably more per capita on healthcare than Canada does, and yet healthcare outcomes for ordinary people are better in Canada. The US spends infinitely more than Cuba does, but only manages to place a few notches higher on healthcare rankings. That the richest country in the world only manages to edge out a Third World country – and one it has spent the last four and half decades trying to strangle economically — says (1) much for Cuba’s system, (2) unless your wealthy, the US for-profit system sucks and (3) the Cuban system in an industrialized country would — by comparison to what’s available today — be the “healthcare nirvana” the US media warns doesn’t exist.

While Moore has cogently exposed the deep flaws of the US for-profit healthcare system, his comments to the media on what Americans should do to secure a better system are less compelling.

In a testy exchange with CNN’s Wolf Blitzer, Moore suggested that “the people (who) have gone to my movie, the people that are concerned about this issue … write to Mrs. Clinton and say, please, universal healthcare that’s free for everyone who lives in this country.”

In response to the charge that the government is incapable of competently administering healthcare, Moore counters that there’s nothing wrong with the government, only with the people who get elected.

The implied solutions are straight out of Moore’s high school civics class textbook. Vote, write letters, be informed. If we press for universal healthcare, and elect the right people, we’ll get what we ask for.

But a deeper analysis would ask two questions:

Why is it that the “right” people rarely, if ever, get elected?

Why did Hilary Clinton’s proposal for healthcare reform die 14 years ago?

Contrary to what Moore and others learned in their high school civics classes, the US political system is not democratic, but plutocratic. It is minimally responsive to the interests of the majority of people, but maximally responsive to the interests of the slim minority that owns and controls the economy, and is able, by virtue of its ownership and control position, to command the resources that allow it to tilt the playing field decidedly in its own favor. Sure, there are elections, and most everyone is free to vote. But those who have money – and lots of it — can dominate the system. And who has lots of money?

Money power plays an overwhelming role in selecting candidates to stand for election, and not surprisingly, those candidates who are best able to command the considerable financial backing needed to get elected lean towards looking after the interests of the wealthy people and corporations cutting the checks. As a Canadian prime minister once said of politicians elected in capitalist democracies, “You dance with the one who brought you to the dance.”

Moore himself points to the subversive role money plays in politics. Hilary Clinton, who has reconciled herself to the monstrosity of the US healthcare system, is one of the largest recipients of insurance industry backing. Moore’s website calls her a leading “Sicko for Sale.”

So why does the film-maker think that people writing letters to beseech a co-opted Clinton for free healthcare is going to make a difference, especially when, as Moore acknowledges, 14 years ago the insurance industry “went after her” and “stopped her cold”? What has changed in 14 years to deny the insurance industry the power to stop (or co-opt) champions of universal healthcare?

Moore also genuflected to the nonsense he learned in high school civics classes when he scolded Wolf Blitzer and the US media for not doing their job in acting as an unofficial opposition, not safeguarding the public interest, and “not bringing the truth to (Americans) that isn’t sponsored by some major corporation.”

Like other liberals, Moore is aggrieved that the US and its institutions don’t live up to their rhetoric, believing that through pressure and moral suasion, politicians, CEOs, and the media can be forced to hew to civics textbook ideals.

But where, outside of the nonsense kids are force-fed in school, does it say the media have to be an unofficial opposition? And where does it say the media have to behave in a manner that puts the mission of informing the public ahead of their first and only obligation – to make profits for their owners?

CNN, FOX, The New York Times and other major media are under no obligation to ask tough questions of US leaders, to act in the public interest (is there a public interest that reconciles the conflicting interests of class?) or to “tell the truth to Americans that isn’t sponsored by some major corporation.” As businesses, their only obligation is to their owners, and their owners’ interests are decidedly at odds with those of the people who go to Moore’s films.

Call it a class-issue. If you deploy capital to generate profits, you have interests opposed to those of Moore’s audiences: war for oil profits versus not dying as a grunt in Iraq; the profits to be secured from private healthcare versus the security of free healthcare; a media that instils an ideology congenial to your profit-making interests versus one that challenges it.

Notwithstanding Moore’s complaints, Blitzer and other journalists haven’t failed to do their jobs. They’ve performed remarkably well. What Moore hasn’t figured out is that there isn’t a public interest for Blitzer to serve, only class interests. And since it’s not white and blue collar workers who own CNN, but the owners of Time-Warner who do, Blitzer isn’t working for us. He’s working for people who have an interest in private, for-profit healthcare, an aggressive foreign policy that’s good for business, and any other policy that takes money, wealth, labor and sweat from you, me, Iraqis, Venezuelans, Cubans and so on, and gives it to them.

Moore has also shown a certain blindness when it comes to Canada. On Jon Stewart’s The Daily Show, Moore pointed favourably to Canada for not invading other countries and for operating a healthcare system Moore believes the US should adopt.

Canada’s healthcare system, while preferable to that of the US, still comes up short against Cuba’s. Moore explored the relative merits of the US, Canadian and Cuban healthcare systems in a “healthcare Olympics” segment of his former TV program TV Nation. While network censors forced Moore to declare Canada the winner, the film-maker admitted that Cuba had really won. If Cuba’s system is better (and it is) why endorse Canada’s?

As to Moore’s lionizing Canada for not invading other countries, he’s under the spell of an illusion.

•Canada took part in the UN “police action” in Korea in the 50s, which saw a US-led coalition invade the Korean peninsula to put down a national liberation movement operating in both the north and south.

•Canada is part of a force that invaded Haiti after its president, Jean Bertrand Aristide, was ousted by US intrigues.

•Canadian troops are occupying Afghanistan. Since US forces kicked down the door, and were never invited in, Canada’s occupation – which frees up US military resources to concentrate on the occupation of Iraq — is in any practical sense an invasion.

It might also be pointed out that Canada doesn’t play in the same league as the US and Britain when it comes to invading other countries, not because Canadians are peace-loving, but because Canada doesn’t have the military heft to mimic its neighbour to the south. Canada is driven by the same profit-making imperatives that impel US and British policy makers to use force, subversion, economic pressure, diplomacy and civil society to secure export and investment opportunities in other countries. Had Canada its neighbor’s military muscle it would just as ardently use bombers, missiles and tanks to kick down foreign doors.

Moore’s film, Sicko, is to be commended for the entertaining and engaging way it addresses an important issue. But the film-maker’s high-school civics class understanding of system, and his naïve illusions about Canada, leave much to be desired.

Ethiopia, Zimbabwe and the Politics of Naming

When Africa scholar Mahmoud Mandani looks at the slaughter and displacement of civilians in Darfur he notices something odd. The mass death of civilians in Darfur has been called a genocide, but slaughters of civilians of similar magnitude in Iraq and on a larger scale in Congo have not.

According to the World Food Program, about 200,000 civilians have died in Darfur, 80 percent from starvation and disease, and 20 percent from violence. Close to 700,000 have been displaced(1). This, the US government, calls a genocide.

But 600,000 Iraqis have died since 2003 as a result of violence related to the Anglo-American invasion of Iraq (2) and 3.7 million have either fled to neighboring countries or are internally displaced (3).

“I read about all sorts of violence against civilians,” says Mamdani, “and there are two places that I read about – one is Iraq, and one is Darfur … And I’m struck by the fact that the largest political movement against mass violence on US campuses is on Darfur and not on Iraq.” (4)

If Darfur is modest in comparison to Iraq, both are pipsqueeks compared to Congo. There, some four million civilians have been slaughtered over several years, largely as a result of intervention by US proxies, Uganda and Rwanda.

In Somalia, 460,000 civilians have been displaced by fighting sparked by a US-backed and assisted invasion by Ethiopia (5). That invasion was aimed at ousting the popularly-backed Islamic Courts Union, which had brought a measure of stability to Somalia. “In the six months the Islamic courts (governed Somalia), less than 20 people lost their lives through violence. Now, that many die in 10 minutes,” observes Hussein Adow, a Mogadishu businessman (6).

Why is there is a Save Darfur Campaign, but no Save Congo Campaign and no Save Somalia Campaign?

Mamdani says that people in the West don’t react to the mass slaughter of civilians but to the labels their governments and media attach to them.

“Genocide is being instrumentalized by … the United States,” he explains. “It is being instrumentalized in a way that mass slaughters which implicate its adversaries are being named as genocide and those which implicate its friends or its proxies are not being named as genocide.”

Mandani calls this “the politics of naming.”

The politics of naming isn’t limited to the question of which slaughters are named genocide and which aren’t. It applies too to the question of which regimes are called dictatorial, repressive and brutal (and so must be changed), and which are not (and so should be left in peace.)

Take the case of Ethiopia and Zimbabwe. Tons of printer’s ink have been consumed by Western newspapers denouncing Zimbabwe’s president, Robert Mugabe. According to the Western narrative, he is as a dictator who steals elections, represses the opposition and cracks heads to stay in power.

But Mugabe’s government, in view of concerted efforts from outside and within to overthrow it, is remarkably restrained. Archbishop Pious Ncube, one of the government’s most vociferous critics, recently called on Zimbabwe’s former colonial master, Britain, to remove Mugabe through military means. “We should do it ourselves,” he added, “but there’s too much fear. I’m ready to lead the people, guns blazing, but the people are not ready.” (7) (Imagine Noam Chomsky calling for a coalition of Russia, China, Venezuela, Iran and north Korea to invade the US to force Washington to end its occupation of Iraq. “I’m ready to lead the people, guns blazing,” he might say, “but the people are not ready.” How long would it be before Chomsky was hustled off to jail?)

Ncube isn’t the first government opponent to threaten a campaign of violence to oust Mugabe. And yet Ncube and others remain at liberty to call for sanctions, outside military intervention and insurrection to depose the government.

Ethiopia, on the other hand, is a cipher. It receives little coverage from the Western media, and even less attention from people who routinely denounce the Sudanese and Zimbabwean governments from the left.

That’s odd, for the Ethiopian government has all the flaws the Zimbabwean government is said to have that arouse so much moral indignation.

Ethiopia “jails it citizens without reason or trial, tortures many of them, and habitually violates its own laws.

“The government was … severely criticized for a 2005 crackdown in which tens of thousands of opposition members were jailed and nearly 200 people killed after elections in which the opposition made major gains.

“Ethiopian officials … have expelled many foreign journalists and representatives of human rights groups such as Amnesty International and Human Rights Watch.” (9)

Disputed elections, crackdowns on the opposition, expulsion of journalists: this resembles the charge sheet against Mugabe. So why isn’t Melawi as thoroughly excoriated as Mugabe is?

A July 9th Reuters’ report says, “Ethiopian prosecutors demanded the death penalty for 38 opposition officials convicted of trying to overthrow the government, treason and inciting violence.

“The officials were convicted last month of charges relating to violent protests over disputed elections in 2005 that the opposition says were rigged.

“Nearly 200 people were killed in clashes between protestors and security forces over the vote.

“Prime Minister Meles Zenawi said he regretted the post-poll violence, but blamed it on opportunistic rioters and an opposition conspiracy to topple him by force.”

I read the Reuters’ article to a friend, but replaced Ethiopia with Zimbabwe and Zenawi with Mugabe. There seemed nothing out of the ordinary to her. And indeed, it’s likely that most people in the West would not have detected the deception. It meshes with the Western narrative on Zimbabwe. If you’ve been reading Western press accounts, you would expect Mugabe to round up the opposition (whose leaders have long threatened the violent overthrow of the government), charge them with treason, and seek their execution. But he hasn’t.

Had he, a storm of indignation would have swept the Western world. Yet Zenawi does the same, and no politician works himself up into high moral dudgeon, no calls are made for sanctions or Western military intervention, and no emergency meeting of the UN Security Council is convoked. Just a solitary Reuters’ dispatch. Why?

The answer is that Ethiopia is fully within Washington’s orbit, acting as a reliable proxy enforcing US geopolitical interests in the resource-rich Horn of Africa. Zimbabwe, by contrast, pursues the opposite tact, implementing policies that seek to free itself from Western domination and to frustrate US imperial designs on the continent.

Zimbabwe indigenizes its agriculture and economy; Ethiopia intervenes militarily in Somalia at the behest of Washington, to restore a US-puppet government.

Weeks before Ethiopia invaded Somalia, US General John P. Abizaid flew to Addis Ababa to arrange for Zenawi to unleash the US-trained Ethiopian military on Somalia. Washington even went so far as to shelter Ethiopia, whose military relies on equipment made in north Korea, from penalty for violating UN-sanctions against north Korean arms sales. Ethiopia needed to import replacement parts from north Korea if the invasion was to go ahead without a hitch. Washington, which championed the sanctions, said “go ahead.” (9)

Numberless people are being manipulated by Western governments and media, their outrage harnessed to achieve geopolitical goals that have nothing whatever to do with human rights and democracy, and everything to do with the question of who gets to control the oil spigot, mining concessions and vast tracts of fertile land.

Mamdani calls those caught up in the Save Darfur Campaign innocents. The same could be said of those caught up in the dump Mugabe campaign.
