Dissembling Concern Over Violence, UN General Assembly Takes a Side in Syria’s Civil War

Professing grave concern over Syria’s escalating violence, the United Nations General Assembly on Friday demanded that “all in Syria immediately and visibly commit to ending violence.”

This would be all to the good except that the General Assembly’s idea of what constitutes “all in Syria” and what it means by “ending violence” amounts to one side in the civil war (the Republic) laying down its arms unilaterally, while President Assad steps down and cedes his authority to an interim government approved by the “international community,” which is to say, the very same countries that are furnishing the rebels with arms, logistical support, diplomatic assistance, territory from which to launch attacks, salaries for fighters, lucre to induce government officials to defect, and propaganda.

The resolution is hardly a plea for peace. It’s a demand that the Republic capitulate. Significantly, the resolution’s sponsor, Saudi Arabia, is the rebels’ main arms supplier. No wonder the Bolivian representative to the UN was moved to declare that the aim of the text is not to assist the Syrian population, but to ‘defeat Damascus’.” “Anybody who doesn’t believe that needs only read it,” he said.

Indeed, the text is perfectly clear: peace means regime change and regime change means peace.

“Rapid progress on a political transition,” the General Assembly said is “the best opportunity” to resolve the conflict peacefully. That is: peace equals Assad stepping down. Or, peace, yes, but on the rebels’, which is to say, the United States’, terms. And UN General-Secretary Ban Ki-moon, echoing US Secretary of State Hilary Clinton, has underscored the equating of peace with Assad’s departure, defining “political transition” as a necessary condition of peace.

Importantly, the United States—whose efforts to eliminate Syria’s Arab nationalist government antedate the Arab Spring—opposes Assad, not because he is a “dictator” or “kills his own people” as the propaganda has it, but because his government has long charted a course on foreign and economic policy independent of Washington. Assad’s crime, in the view of Washington, is to have tried to privilege the Syrian population over the interests, both immediate and distal, of US banks and corporations.

Significantly, the resolution ignores the political and constitutional concessions the Syrian government has already made in what has turned out to be a fruitless attempt to engineer a peaceful settlement with an opposition that is hostile to peace. With Libya as a model for how a opposition with the backing of only part of the population need not negotiate with the government it opposes if it can enlist the support of the United States and Europe, the Syrian rebels have never had an incentive to sit down with Damascus and work out a modus vivendi. On the contrary, all the incentives are on the side of an intransigent commitment to violent overthrow of the government. The overthrow comes about as a result of the support in arms and political and propaganda backing the United States and its allies provide, and therefore is effectively authored in Washington, but attributed, for political and propaganda purposes, to the rebels’ own efforts. Having the US State Department, CIA and Pentagon on your side can more than adequately make up for the deficiency of failing to win the support of significant parts of the population.

The General Assembly’s text demands that “the first step in ending the violence must be made by the Syrian authorities,” who are called upon to withdraw their troops. It is highly unlikely that a US ally would ever be called upon to withdraw its troops in the face of an armed insurrection. This is a standard reserved exclusively for communist, socialist, and economic nationalist governments—those whose commitment to self-directed, independent development runs counter to the unrestrained profit-making of US banks and corporations. No international body has ever seriously demanded that Saudi Arabia refrain from violence in putting down rebellions in its eastern provinces, or that Bahrain—home to the US Fifth Fleet—cease its use of violence to extinguish its own, local, eruption of the Arab Spring (a military action against civilians ably assisted by Saudi tanks.) Asking Damascus to unilaterally lay down its arms is a demand for capitulation, disguised as a desire for peace.

Parenthetically, the uprisings in Saudi Arabia and Bahrain are regularly depicted in the Western media as “Shia” and backed by Shia Iran and therefore sectarian, not as popular democratic movements against tyrannical monarchies. By contrast, the Syrian uprising, though having a strong sectarian content and being principally Sunni and supported by the Sunni monarchies of Saudi Arabia and Qatar and the Sunni-dominated government of Turkey, is depicted as a democratic uprising against dictatorship, not sectarian.

The United States and Israel, in backing the General Assembly resolution, denounced Syria’s use of “heavy weapons, armour and the air forces against populated areas”—though Washington’s concern for using overwhelming military force against populated areas stops at Yugoslavia, Afghanistan, Iraq, and Libya. Populated areas of Gaza, the West Bank and Lebanon have felt the heavy hand of Israeli heavy weapons, armour and air force. And Turkey’s rulers—who allow their territory to be used by the rebels as a launching pad for attacks on Syria—continue to kill their own people in their longstanding war against Kurd nationalists.

Ban Ki-moon warned the Syrian government that its actions “might constitute crimes against humanity or war crimes, which must be investigated and the perpetrators held to account,” words he never uttered in connection with Nato’s assault on Libya nor Saudi Arabia’s and Bahrain’s use of violence to quell uprisings in their countries. Nor have his predecessors uttered similar words in connection with the United States’ and Israel’s frequent and undoubted crimes against humanity and war crimes. Moreover, Ban hasn’t warned Syria’s rebels that they too will be held to account for their crimes. (The Libyan rebels haven’t been.)

Thirteen countries opposed the resolution, almost all of them committed to independent self-directed development outside the domination of the United States. These include Cuba, North Korea, Venezuela and Zimbabwe.

Against this axis of independence are the sponsors and chief backers of the resolution: the US-vassal Sunni petro-tyrannies—champions of a Sunni rebel movement that’s supposed to be (improbably) galvanized by democratic, not sectarian, ambitions—while the United States, its Nato allies, and Israel—authors of the gravest humanitarian tragedies of recent times, hypocritically profess concern over escalating violence in Syria. The resolution can hardly be seen as a genuine expression of humanitarian concern. It’s a demand for the Republic’s, which is to say, the non-sectarian Arab nationalists’, capitulation, disguised as a plea for peace, and a blatant taking of the imperialist side in a civil war.

Richard Seymour: Hallucinating revolutions, pacifying resistance

While it may stir hopes that a popular rebellion is sweeping away oppression, the Syrian revolt, whatever its origins and proclamations, is hardly that. Its likely destination is a new US client regime in Damascus; its probable outcome the dismantling of what’s left of Syrian socialism, anti-imperialism and anti-Zionism. Would that it were all that romantic leftists fervently wish it to be, but a sober look at the rebellion, and recent history, strongly points in another direction.

Following blogger and author Richard Seymour, the views of many leftist who side with the rebels can be summarized as follows:

• All genuine popular liberation movements should be supported.
• The Syrian revolt is a genuine popular liberation movement.
• Western countries are intervening to tilt the balance in favour of an outcome they want.
• There is no sign they can achieve this.

Since few would disagree with the first point, we can move quickly to the second. Is the Syrian revolt “genuine” and is it “popular”?

If by genuine we mean the revolt is intended to advance popular interests, and that it doesn’t represent the pursuit of narrow interests under the guise of achieving popular goals, then the answer must surely be that the rebel movement’s genuineness depends on what section of it we’re talking about.

It’s clear that the aim of exiles in key leadership positions within the Syrian National Council is to turn Syria into a US client regime. The Muslim Brotherhood’s interests are undoubtedly sectarian, as are those of al Qaeda, a recent addition to the rebellion. Unless we pretend these groups are not part of the rebel movement, it cannot be said to be genuine in all its parts. To be sure, some parts of it are, but other parts—and very important ones—aren’t.

Is the rebel movement “popular”?

We don’t know exactly how much support the rebels have, or how much the government has. But we do know that each side appears to be able to count on the backing of significant parts of the Syrian population—the rebels on Sunnis (though less so the Sunni merchant class); the government on religious minorities. If the rebels represent a popular movement, then, inasmuch as the definition of “popular” depends on having the support of a significant part of the population, the forces arrayed against the rebellion are popular as well.

But should a rebel movement be supported simply because it’s popular? By definition, fascist regimes are based on mass support (without it, they’re merely authoritarian.) Most Democratic Party voters—as well as Republican Party ones—are part of the 99 percent. Both parties are popularly supported. Does that mean leftists ought to support them too? The Nazis too had a vaguely progressive section—that part on which the “socialist” in National Socialist German Workers’ Party turned. But its presence didn’t make the Nazis a popular movement for socialism or any less of a tool of capitalist-imperialist interests.

The counter argument here is that none of these popularly supported parties of the right are “genuinely” popular. (While popularly supported, they don’t advance popular goals.) But that gets us back to the question of whether the Syrian rebel movement is homogenous, united in aiming to oust the Assad government for a common purpose. Clearly, it is not.

On the other hand, we might say that the Syrian state isn’t popular, in the sense of its being said to represent narrow class interests, while the rebel movement seeks to overthrow those interests, and therefore is popular by definition. But there’s no evidence that any significant part of the Syrian rebellion is inspired by class interests, except perhaps key parts of the SNC, whose class interests align with those of the banks, corporations and wealthy investors who dominate the US state, media and economy. At best, parts of the rebel movement seek a liberal democracy, which would rapidly dismantle the remaining socialist elements of the Syrian economy. To be sure, Syria has never been socialist in the manner Trotsky’s followers favour—and a number of leftists on the side of the rebels, including Seymour, who Wikipedia notes is a member of the Socialist Workers Party— are devotees of the Russian revolutionary. But a liberal democracy would be even further from their ideal.

Seymour’s third point is that Western countries are intervening to tilt the balance in favour of an outcome they want. Since there’s no secret about this, we can move to point 4.

The fourth point is that there is no sign the West can hijack the rebel movement. There is an obvious objection to this: Were there a good chance Western governments couldn’t tip the outcome in their favour, they would be energetically opposing the rebellion, not ardently supporting it. Seymour’s point may be based, apart from wishful thinking, on the reality that there are large parts of the rebel movement that Washington does not trust, and therefore is reluctant to assist. The CIA’s role—at least that which is admitted to—has been to funnel Saudi- and Qatari-provided arms to the groups Washington wants to come out on top, and away from those it wants to keep from power. But therein lies the reason the United States will assuredly hijack the rebel movement. It will channel military, diplomatic, political, and ideological support to those parts of it that can be trusted to cater to US interests, and this overwhelming support will allow pro-imperialist elements, in time, to dominate the rebellion, if they don’t already. To think otherwise, is to ignore what happens time and again.

A brief example. In the summer of 1982 the Marxian economist Paul Sweezy hailed the rise of Poland’s Solidarity trade union movement as “heartening proof of the ability of the working class….to lead humanity into a socialist future.” [1] Maybe when you’ve lived on a starvation diet for years a discarded four-day old hamburger plucked from a McDonald’s dumpster starts to look like a steak dinner. Solidarity too was termed a genuine popular liberation movement, but it, like so many others so characterized, led, not forward, but backward. We know now that Solidarity’s high-profile supporters—The Wall Street Journal, Margaret Thatcher and Ronald Reagan—had a better idea of what Solidarity was all about than Sweezy did—to say nothing of much of the anti-Communist left. Those who didn’t have their heads stuck in a utopian cloud saw clearly enough that Solidarity would not lead to “genuine” socialism, but to the breakdown of the Polish state, chaos in the Warsaw Pact, and a step along the road to rolling back Communism; which is what happened, and the decades since have been marked by the deepest reaction. Henry Kissinger recently concluded correctly that the Syrian rebellion “will have to be judged by its destination, not its origin; its outcome, not its proclamations.” Judging Solidarity by its destination and outcomes, we can hardly be optimistic about the Syrian rebellion, nor parts of the left grasping its probable destination.

The reply to this might be, “Well, at least we should support the genuinely popular elements of the rebel movement.” Seymour wants us to do this by seeing to it that arms flow freely to the rebels, as Gilbert Achcar (another follower of Trotsky’s thought), wanted to do with the Libyan rebels. This naively ignores who’s providing the arms, who they’re provided to, and what’s likely to be expected of the recipients in return. The main weapons suppliers, the Saudi and Qatari tyrannies—and who could ask for more convincing supporters of a genuine popular liberation movement?—are not channelling arms to genuine popular liberation groups. Instead, it seems very likely that military support is being heaped upon those sections of the rebellion that are amenable to a post-conflict working arrangement with US-allies Turkey, Israel and the Gulf Cooperation Council and to settling in comfortably to a subordinate role to Washington. The idea behind arms flowing freely to “genuinely popular” liberation forces is that Washington backs leftists while the Saudi and Qatari tyrannies arm democrats. The naivety is breathtaking—on par with Sweezy’s embracing Solidarity as heartening proof of an imminent socialist future.

There’s more than a soupcon of absurdity in any discussion among Western leftists of “supporting” the Syrian rebels, since support amounts to nothing more than a rhetorical endorsement without any practical, real-word, consequences. It’s not as if an International Brigade is being assembled (backed by what? Saudi and Qatari money) that fervent anti-Assad leftists of the West can join to show real, meaningful support. Except weren’t the last International Brigades fighting against rebels? And come to think of it, aren’t the Saudis and Qataris backing an international volunteer brigade…of jihadis? If supporting Syria’s rebels meant anything at all, Western leftists would be making their way to Turkish border towns to offer their services to the Free Syrian Army, or the local CIA outfit attached to it. Perhaps a collection can be taken up to raise airfare for Seymour to travel to the nearest FSA recruiting center to put real meat behind his support for Syria’s “genuine popular liberation” movement.

Despite its surface appearance of empty clap-trap, Seymour’s position does have a practical, real-world aim—to neutralize opposition in the West to Western intervention on the side of the rebels by the people who are most likely to mount it—the Western left. Once you accept the argument that the rebels are a genuinely popular liberation movement and that massive outside intervention by imperialist powers won’t tilt the outcome of the rebellion in their favour, then all that’s left to do—as a way of showing solidarity with the rebels—is to raise not a single objection to their receiving aid from your own government. Which means that Seymour, who fancies himself a champion of popular causes against powerful conservative forces, may, on the contrary, be a pacifier of dissent against the most reactionary force around—US-led imperialism.

Wanted: An anti-low-intensity warfare movement

While the United States and its allies warn that a military attack on Iran is an option they won’t rule out, this doesn’t mean that a war on Iran is only a future possibility, not a present reality. The war is underway, and has been for years. “I often get asked when Israel might attack Iran,” says Patrick Clawson, director of the Iran Security Initiative at the Washington Institute for Near East Policy. “I say, ‘Two years ago.’”

Clawson has a point, but two years is too short. A case can be made that the war has been going on since 1979, when Iranians booted out the US-backed dictator, the Shah, and set out on a path of independent development.

It’s just that in the last decade, the intensity of the war has been ratcheted up.

True, cruise missiles haven’t smashed into downtown Tehran. And Israeli bombers haven’t flown missions to reduce Iranian nuclear sites to rubble, despite Tel Aviv’s incessant threats to do so. But the United States and its allies have:

• Imposed crippling sanctions
• Kept up threats of military intervention
• Used cyber-warfare to cripple Iran’s uranium enrichment program
• Assassinated Iran’s nuclear scientists
• Met with Iranian dissidents to plan covert actions to destabilize the government
• Funded opposition groups
• Financed anti-government media
• Worked to foment a popular revolution under the guise of democracy-promotion
• Created Farsi language satellite television programming to broadcast anti-government propaganda into Iran.

A US military attack on Iran would be “a last option” explained the former US ambassador to the UN, John Bolton. But for the moment, the United States is relying on “economic sanctions and attempts to foment a popular revolution.”

Why?

One view is that Iran is trying to develop nuclear weapons, and so must be stopped. Of course, we might question whether it’s legitimate for countries that have nuclear weapons aplenty, Israel included, to demand that no other country challenge their monopoly.

And since many of these countries have threatened Iran militarily on numerous occasions, we might wonder whether Iran should indeed have nuclear weapons to deter the threats.

But lay these considerations aside, for Iran’s leaders say they’re not developing nuclear weapons, and the 16 intelligence agencies that make up the US intelligence community say they believe them. It’s not only the absence of evidence, but also the evidence of absence, that leads the intelligence agencies to this conclusion. There are certain things the Iranians aren’t doing that you would expect them to do if they were developing warheads.

We can also quickly dispense with the canard that Iranian president Mahmoud Ahmadinejad threatened to wipe Israel off the map. While war-mongering Machiavellis trot out this myth whenever they wanted to whip up fear of Iran, it has long been disproved. See here.

The likely reasons for the war can be separated into an immediate one and a strategic one. The immediate reason is to prevent Iran from acquiring the capability of building nuclear weapons. The strategic reason is to recover Iran as a US sphere of influence. The latter means replacing the current regime, committed to Iran’s independent development, with a government amenable to Iran’s economic domination by the United States and integration into the US military machine. Since a nuclear-armed Iran would be better able to resist US pressure to kow-tow to Washington and Wall Street, it must be denied even the threat of (nuclear) self-defence.

The recent talks between Iran and the P5+1 group (US, Britain, France, Russia, China and Germany) on Iran’s nuclear program broke down because the two sides are completely at odds. Iran wants the big powers to acknowledge its right to enrich uranium. The big powers want to deny Iran the right. And so economic sanctions—which have already driven consumer prices up by 40 percent, cut the value of Iran’s currency in half, and led to the lay-off of 100,000 factory workers this year—will be ratcheted up.

The style of war the US and its allies is waging against Iran is hardly new. The United States has conducted “low-intensity” warfare against other countries outside its sphere of domination before. North Korea and Cuba have been the targets of this style of warfare for decades. Low-intensity wars mobilize:

• Economic sanctions
• Funding and support for a political opposition and overthrow movements
• Broadcasting anti-government propaganda
• Sabotage
• Assassinations
• Threats of military intervention

Here’s how it works: Economic sanctions cripple the economy. Standards of living plummet. To counter threats of military intervention, the besieged country spends more on defence. This, in turn, exacerbates the country’s economic troubles.

Economic difficulties create popular discontent. The West’s anti-government propaganda, which blames the slumping economy on the government’s “mismanagement”, inflames discontent and strengthens opposition. The Western-aided political opposition channels the discontent into demands for the government to step down.

To survive, the government curtails civil and political liberties. And this, plus the sanctions-induced economic crisis, provides the West with pretexts for continued low-intensity warfare.

Low-intensity warfare doesn’t inspire anti-war movements. Hot wars do. This is a shame, because politically their effects are the same. And sanctions—as should now be evident from the hundreds of thousands, if not more than one million sanctions-related deaths in Iraq, and the sanctions-driven collapse of North Korea’s healthcare system—can have more devastating consequences than the hot wars anti-war movements have traditionally opposed.

The Houla Massacre

Syrian government forces may or may not have been responsible for the killing of 108 civilians at Houla. Witness accounts point to militias that may have been acting independently of the Syrian government. One account describes the killings as avenging a rebel sectarian attack on an Alawite village. All the same, no witness account has been independently verified. The events are, in the words of a UN monitor, “murky”.

The US government, nevertheless, has reached far beyond the evidence to blame the Syrian government for the atrocity, a brazenly hypocritical public relations assault on Syria. In light of the serial massacre of hundreds of Pakistani and Afghan civilians, including children, by US drone strikes, the US government has no credibility as a self-appointed champion of the innocent.

Examining the conflict with reference to US foreign policy goals, and the objectives of other parties, it is likely that the Assad government’s opponents are depending on armed conflict and the exploitation of the public relations opportunities the conflict provides to meet their goal of regime change.

Damascus, on the other hand, has more to gain from working out a modus vivende with its internal opposition than trying to win a shooting war with armed rebels that have the backing of the formidable diplomatic and material resources of the United States and wealthy Gulf petro-monarchies.

Goals

In the Syria conflict, the goal of:

• Saudi Arabia, Qatar and other Gulf Cooperation Council Sunni petro-monarchies is to replace Syria’s Alawite-dominated state with a Sunni leadership;

• The United States and its Western allies is to force the Russia-allying, Iran-supported, Hezbollah-backing economic and Arab nationalist Syrian Ba’athist regime to relinquish control of the Syrian state. Ultimately, Washington would like to see a satellite regime in Damascus that ousts Russia from its naval base on the Mediterranean, breaks ties with Iran, cuts support to Hezbollah, accepts Israel’s annexation of the Golan Heights, and opens its economy to US corporations and investors. Whether Washington can realize all these ambitions is unclear, but they do appear to be ambitions the US state embraces;

• The Sunni Islamists and al-Qaeda is to overthrow the Assad government, which they think of variously as “atheist” and “heretical”;

• The exile opposition and Free Syrian Army is to replace Assad as local rulers, courting US backing by professing commitment to Wall Street and State Department interests;

• The Syrian Ba’athist government is to survive in the face of determined opposition and with few allies.

In light of these goals, it is very unlikely that the opposition forces arrayed against the Syrian government are sincerely committed to the Annan peace plan. Since the plan seeks to find an accommodation between the Syrian government and its internal opposition without calling for the government’s dissolution, it fails to satisfy the opposition goal of regime change.

The plan does, however, promise a pathway to the Syrian government’s goal of political survival, and therefore it is Damascus, of all parties described above, that is likely to have the greatest commitment to making the plan work.

On the other hand, being committed to Assad’s overthrow, and not accommodation with him, the opposition is more likely to favor rhetorical commitment to the plan while continuing to pursue its regime change goal through armed struggle, relying on material, diplomatic, and moral support from the US and its allies.

This thrusts Damascus onto the horns of a dilemma. If it fails to respond to opposition attacks it puts its survival at risk. If it does respond, it is accused of violating the peace plan.

Houla

Atrocities being accustomed events in war, it was highly likely that one would eventually arise that Washington and Europe could take advantage of. Pinning blame for an atrocity on the Syrian government would allow Washington to escalate pressure on the Ba’athists, embarrass their supporters into withdrawing or weakening support, and strengthen public backing of stepped up intervention in Syria.

The events surrounding the Houla massacre are, in the words of UN monitors, “murky”, and the identity of those who carried out the killings of 108 civilians, many at close-range, remains unclear. Witness testimony, none of which has been independently verified, points to “pro-government militias” as the culprits, which may mean loosely organized sectarian gunmen acting independently of Damascus. One witness told The Wall Street Journal that “the attacks…might have been to avenge a rebel assault on a nearby Alawite village a day earlier.” [1]

While Syrian forces had been engaged in combat with armed rebels in the area, UN monitors found that fewer than 20 people were killed by government artillery fire. [2] And “rebel fighters,” according to The Wall Street Journal, “admitted putting up a stronger fight with government forces…than had been claimed initially. That fighting appeared to be what the government blamed for its artillery barrage.” [3]

Despite the event’s “murkiness” and evidence that it was possibly related to Alawite gunmen avenging an earlier sectarian attack, Washington blamed the massacre directly on Damascus, squeezing in a denunciation of Iran at the same time. State Department spokeswoman Victoria Nuland called the Houla events an “absolutely indefensible, vile, despicable massacre against innocent children, women, shot at point-blank range by regime thugs,“ adding that the perpetrators were “aided and abetted by the Iranians, who were actually bragging about it over the weekend.” [4]

What the Iranians had actually done was point out that they have provided military aid to Syria, what the US and Gulf monarchies provide to the rebels trying to overthrow the Assad government.

Neither Nuland, nor her fellow compatriot practitioners of Goebbels’s art, have worked themselves up into high dudgeon over the 175 children and 828 civilians killed by US drone attacks in Pakistan since 2004 [5] — absolutely indefensible, vile, despicable killings of innocent children, women, killed from the safe distance of a Nevada warehouse by US regime thugs brandishing computer joy-sticks. And in the case of these killings there was no murkiness about who the killers actually were.

US atrocities don’t mitigate the Houla massacre, nor excuse the Syrian government if it was involved. The killings were indeed indefensible, vile, and despicable. But there are two points here.

Unlike the case of the far greater number of civilians blasted away by the United States, it is unclear whether Damascus was involved in the Houla killings. It may have been. But the evidence is hardly compelling and points just as strongly to perpetrators acting independently of the government.

The US track record is littered with indefensible, vile, despicable killings of innocent children and women by US forces—on a far greater scale than happened at Houla. Were there strong evidence that Damascus pulled the trigger, Washington’s denunciation of the Assad government would be manifestly hypocritical. But in the absence of such evidence, Washington’s apportioning of blame for the atrocity to the Syrian government is not only hypocritical but blatantly political—another volley in a war to put Washington more firmly in the driver’s seat in Syria.

Myanmar learns the lesson of Libya

Strike Myanmar from the regime change list. Only two years ago, the resource-rich country located between India and China was practicing the kind of economic nationalism that got Libyan leader Muammar Gadhafi deep into trouble with the US State Department and oil company giants. Now, Washington has suspended its sanctions on Myanmar and nominated its first ambassador to the country in 22 years.

Why?

The Obama administration says it’s because of the profound political changes Myanmar has brought about over the last year, including the release from house arrest of Aung San Suu Kyi, who now sits in Myanmar’s parliament. But the real reason has more to do with the country’s military rulers turning away from economic nationalism and throwing their economy’s doors open wide to ownership by outsiders.

Announcing the easing of US sanctions, US secretary of state Hilary Clinton went directly to the heart of the matter, after making obligatory remarks about Myanmar travelling the road to democracy. “Today we say to Americans business: Invest in Burma (Myanmar)!” [1]

When Myanmar’s military took power in a 1962 coup, it nationalized most industries and brought the bulk of the economy under government control, which is the way it stayed until two years ago.

Major utilities were state-owned and health-care and education were publically provided. Private hospitals and private schools were unheard of.

Ownership of land and local companies was limited to the country’s citizens. Companies were required to hire Myanmar workers. And the central bank was answerable to the government. [2]

But in the last year, Myanmar’s government began to sell off government buildings, its port facilities, its national airline, mines, farmland, the country’s fuel distribution network, and soft drink, cigarette and bicycle factories.

The doors to the country’s publically-owned health care and education systems were thrown open, and private investors were invited in.

A new law was drawn up to give more independence to the central bank, making it answerable to its own inflation control targets, rather than directly to the government. [3]

To top it all off, a foreign-investment law was drafted to allow foreigners to control local companies and land, permit the entry of foreign telecom companies and foreign banks, allow 100 percent repatriation of profits, and exempt foreign investors from paying taxes for up to five years.

What’s more, foreign enterprises would be allowed to import skilled workers, and wouldn’t be required to hire locally. [4]

With Myanmar signaling its willingness to turn over its economy to outside investors, President Obama last December dispatched Hillary Clinton to meet with Myanmar’s leaders, the first US secretary of state to visit in more than 50 years. [5]

William Hague soon followed, the first British foreign minister to visit since 1955. [6]

Other foreign ministers beat their own paths to the door of the country’s military junta, seeking to establish ties with the now foreign investment-friendly government on behalf of their own corporations, investors, and banks.

And business organizations sent their own delegations, including four major Japanese business organizations, all looking to cash in on Myanmar’s new opening. [7]

A new frontier

The Wall Street Journal calls Myanmar “the last, large frontier market in Asia” and describes its “potential” as “too great for …investors to ignore.” [8] The country is gas- and oil-rich, and teems with timber and gems. It could become a major exporter of rice and seafood, though with the country’s new foreign investment law, it will be the superrich of New York, London, and Tokyo who reap the lion’s share of benefits, not Myanmar’s citizens.

A country of poor people, Myanmar offers the attraction to overseas investors of low manufacturing wages. And it’s situated between India and China, giving manufacturers easy access to two emerging growth markets.

International companies are circling the country, says the Wall Street Journal, [9] (like vultures?) ready to invest their capital in the provision of heavy machinery, railways, airports, telecom networks, consumer goods–and services, including private healthcare. [10]

Their enthusiasm is no less than that expressed by US ambassador to Libya Gene A. Cretz in connection with that country. Cretz said the Libyans “were starting from A to Z in terms of building infrastructure and other things. If we can get American companies here on a fairly big scale, which we will try to do everything we can to do that, then this will redound to improve the situation in the United States with respect to our own jobs” [11] to say nothing of redounding to Wall Street with respect to its enrichment.

Two countries teeming with investment opportunities. The only difference is that Libya had to be bombed in hopes that Gadhafi’s successors would lay out the welcome mat for foreign investors and US and western European corporations with greater alacrity than the resource nationalism-practicing Gadhafi did.

Myanmar’s generals got the message, and laid out the welcome mat themselves, before they too faced Gadhafi’s fate.

Gadhafi’s crime: Making Libya’s economy work for Libyans

“Oil companies are controlled by foreigners who have made millions from them. Now, Libyans must take their place to profit from this money.”—Muammar Gadhafi, 2006.

The Wall Street Journal of 5 May offers evidence, additional to that already accumulated, that last year’s NATO military intervention in Libya was rooted in objections to the Gadhafi government’s economic policies.

According to the newspaper, private oil companies were incensed at the pro-Libyan oil deals the Gadhafi government was negotiating and “hoped regime change in Libya…would bring relief in some of the tough terms they had agreed to in partnership deals” with Libya’s national oil company. [1]

For decades, many European companies had enjoyed deals that granted them half of the high-quality oil produced in Libyan fields. Some major oil companies hoped the country would open further to investment after sanctions from Washington were lifted in 2004 and U.S. giants re-entered the North African nation.

But in the years that followed, the Gadhafi regime renegotiated the companies’ share of oil from each field to as low as 12%, from about 50%.

Just after the fall of the regime, several foreign oil companies expressed hopes of better terms on existing deals or attractive ones for future contracts. Among the incumbents that expressed hopes in Libyan expansion were France’s Total SA and Royal Dutch Shell PLC.

‘We see Libya as a great opportunity under the new government,’ Sara Akbar, chief executive of privately owned Kuwait Energy Co., said in an interview in November. ‘Under Gadhafi, it was off the radar screen’ because of its ‘very harsh’ terms, said Mrs. Akbar. [2]

The Journal had earlier noted the “harsh” (read pro-Libyan) terms the Gadhafi government had imposed on foreign oil companies.

Under a stringent new system known as EPSA-4, the regime judged companies’ bids on how large a share of future production they would let Libya have. Winners routinely promised more than 90% of their oil output to NOC (Libya’s state-owned National Oil Corp).

Meanwhile, Libya kept its crown jewels off limits to foreigners. The huge onshore oil fields that accounted for the bulk of its production remained the preserve of Libya’s state companies.

Even firms that had been in Libya for years got tough treatment. In 2007, authorities began forcing them to renegotiate their contracts to bring them in line with EPSA-4.

One casualty was Italian energy giant Eni SpA. In 2007, it had to pay a $1 billion signing bonus to be able to extend the life of its Libyan interests until 2042. It also saw its share of production drop from between 35% and 50%—depending on the field—to just 12%. [3]

Oil companies were also frustrated that Libya’s state-owned oil company “stipulated that foreign companies had to hire Libyans for top jobs.” [4]

A November 2007 US State Department cable had warned that those “who dominate Libya’s political and economic leadership are pursuing increasingly nationalistic policies in the energy sector” and that there was “growing evidence of Libyan resource nationalism.” [5]

The cable cited a 2006 speech in which Gadhafi said: “Oil companies are controlled by foreigners who have made millions from them. Now, Libyans must take their place to profit from this money.” [6]

Gadhafi’s government had forced oil companies to give their local subsidiaries Libyan names. Worse, “labor laws were amended to ‘Libyanize’ the economy,” that is, turn it to the advantage of Libyans. Oil firms “were pressed to hire Libyan managers, finance people and human resources directors.” [7]

The New York Times summed up the West’s objections. “Colonel Gadhafi,” the US newspaper of record said last year, “proved to be a problematic partner for international oil companies, frequently raising fees and taxes and making other demands.” [8]

To be sure, that private oil companies and the US government objected to Gadhafi’s pro-Libya economic policies doesn’t prove that NATO intervened militarily to topple the Gadhafi government. But it is consistent with a panoply of evidence that points in this direction.

First, we can dismiss the West’s claims that it pressed its military alliance into service on humanitarian grounds. As civil strife heated up in Libya, a Saudi-led alliance of petro-monarchies sent tanks and troops to crush an uprising in Bahrain. The United States, Britain and France—leaders of the intervention in Libya—did nothing to stop the violent Bahraini crackdown. Significantly, Bahrain is home to the US Fifth Fleet. Equally significantly, its economic policies—unlike Libya’s under Gadhafi—are designed to put foreign investors first.

Second, without exception, countries that are the object of Western regime change efforts—North Korea, Syria, Venezuela, Cuba, Zimbabwe, Belarus, Iran—have set the economic interests of some part of their populations, or all of it, above those of foreign investors and foreign corporations. True, the economic policies of India, Russia and China are nationalist to some degree, and yet these countries do not face the same extent of regime change pressures, but they are too large for a US alliance to conquer without an onerous expense in blood and treasure. The West targets the weak.

Finally, Western governments are dominated by major investors and corporations. Corporate and financial domination of the state happens in a number of ways: lobbying; the buying of politicians through political campaign funding and the promise of lucrative post-political jobs; the funding of think-tanks to recommend government policy; and the placement of corporate CEOs and corporate lawyers in key positions in the state. To expect that foreign policy is shaped by humanitarian concerns and not the profit-making interests of oil companies, arms manufacturers, exporters, and engineering firms seeking infrastructure and reconstruction contracts aboard is to ignore the enormous influence big business and big finance exert over Western states.

In some parts of the world, the arrangement is different. There, governments have organized their economies to serve their citizens, rather than organizing labor, the country’s markets and its natural resources to serve outside investors and foreign corporations.

For refusing to give their citizens’ lives over to the enrichment of foreign titans of finance and captains of industry, these countries are made to pay a price. Their leaders are vilified by scurrilous propaganda and threatened with prosecutions by international criminal tribunals funded and controlled by Western states; they’re targeted by economy-disrupting blockades and sanctions whose chaotic effects are dishonestly blamed on the governments’ “mismanagement” and “unsound” economic policies and whose aim is to create widespread misery to pressure populations to rise up against their governments; fifth columns are created with Western funding and support to engineer regime change from within; and the omnipresent threat of outside military intervention is maintained to pressure the countries’ governments to back down from putting their citizens’ interests first.

Gadhafi’s sins weren’t crimes against humanity but actions in its service. His reputation blackened, government overthrown, country besieged from without and destabilized from within, his life was ended for daring to enact a radical idea—pressing the economy into the service of the people of his country, rather than the people of his country and their natural resources into the service of foreign business interests.

The Message of the Charles Taylor Conviction: Don’t Cross Us

“…this case directly raises the question of whether the judicial process can be fashioned into a political tool for use by powerful nations to remove democratically elected leaders of other nations that refuse to serve as their handmaidens and footstools.” [1]

Charles Taylor, the former president of Liberia, whose name may forevermore be associated with amputees, child soldiers and blood diamonds, was convicted last week on 11 counts of war crimes and crimes against humanity by an ad hoc tribunal financed by Western nations.

The US State Department hailed the convictions for “sending a strong message to all perpetrators of atrocities, including those in the highest positions of power, that they will be held accountable.”

Taylor was convicted by the Special Court for Sierra Leone on a long list of atrocities, including acts of terrorism; murder; rape; sexual slavery; outrages upon personal dignity; cruel treatment; inhumane acts; recruiting child soldiers; enslavement; and pillage.

With multiple convictions for atrocities of unspeakable infamy, the former Liberian leader must surely personify an evil whose depths few men have plumbed.

Except there’s a fatal flaw in this picture. Taylor committed none of the crimes for which he was convicted—a reality the Court freely acknowledges.

In its April 26 press release announcing Taylor’s convictions, the Court concedes that “the Prosecution had not alleged that Mr. Taylor had committed these crimes in person” but that he had “aided and abetted the rebels (the crimes’ perpetrators) by providing them with arms and ammunition, military personnel, operational support and moral support.” His support of the rebels, the Court concluded, made Taylor “individually responsible for their crimes.”

In other words, Taylor was convicted of doing what the president of the United States, the prime minister of Britain, and the president of France recently did in Libya: arming and supporting an atrocity-committing rebel group.

While we might quibble about whether the atrocities committed by the Libyan rebels were on a greater or lesser scale than those committed by the Taylor-backed rebels in Sierra Leone, there is no question that Nato’s rebels did indeed commit atrocities. According to Amnesty International, they “abducted, arbitrarily detained, tortured and killed” their way through the rebellion, while reducing the city of Sirte to rubble through indiscriminate shelling, a war crime.

In a world in which the rule of law was not simply the law of those who rule, the rebels would be charged with multiple counts of murder, acts of terrorism, outrages upon personal dignity, cruel treatment, and inhumane acts. And while these crimes were not committed personally by Obama, Cameron, and Sarkozy, or by lesser Nato leaders either, by the logic of the Special Court for Sierra Leone, they are all individually responsible for these crimes, for they aided and abetted the rebels, furnished them with arms and ammunition, gave them military personnel, provided operational support and supported them morally.

All the same, there will be no Special Court for Libya to prosecute the rebel’s backers, and neither will there be indictments against Obama, Cameron and Sarkozy by the International Criminal Court.

None of this will happen, not because Western leaders are innocent of these crimes, or of crimes on an even greater scale, but because they control the courts.

The function of international courts controlled by Western nations is not to deter atrocities, for atrocities committed in the service of Western imperialism are never prosecuted, but to deter military action against Western interests.

Indeed, Western-controlled tribunals are tools of regime-change. For example, in its quest to depose Syrian president Bashar Assad, “Washington hopes,” according to The New York Times, “to rely on sanctions; diplomatic pressure; increased engagement with the opposition…and the looming threat of prosecution—all tools at its disposal short of military intervention” for regime change. (My emphasis) [2]

The US State Department’s assurance that Taylor’s conviction will send a strong message to all perpetrators of atrocities, including those in the highest positions of power, that they will be held accountable, is sheer nonsense.

Nato’s leaders haven’t been held accountable for their atrocities in the courts they control, and won’t be, for obvious reasons.

But they will be held accountable ultimately by their victims, and by the people whose sweat they’ve plundered to pay for their crimes—you and me.

Taylor’s crime was that he backed the wrong side. Had he funnelled arms, military support, operational support and moral support to rebels who worked to advance the project of Western imperialism, as say Qatari leader Sheik Hamad bin Khalifa Al Thani’s did in Libya, he would have been feted by the US State Department as a great ally, a champion of freedom.

Instead, Taylor crossed the line of imperial subservience, and for this will bear a reputation for infamy.

Here is Guardian columnist Seumas Milne’s take (“If there were global justice, Nato would be in the dock over Libya”, The Guardian, May 15, 2012).

Taylor, now awaiting sentence and expected to be jailed in Britain, was found guilty of “aiding and abetting” war crimes and crimes against humanity during Sierra Leone’s civil war in the 1990s. But he was cleared of directly ordering atrocities carried out by Sierra Leonean rebels.

Which pretty well describes the role played by Nato in Libya last year. International lawyers say legal culpability would depend on the degree of assistance and knowledge of war crimes for which Nato provided cover, even if the political and moral responsibility could not be clearer.

But there is of course simply no question of Nato leaders being held to legal account for the Libyan carnage, any more than they have been for far more direct crimes carried out in Iraq and Afghanistan. The only Briton convicted of a war crime over the bloodbath of Iraq has been Corporal Donald Payne, for abuse of prisoners in Basra in 2003. While George Bush has boasted of authorising the international crime of torture and faced not so much as a caution.

Which only underlines that what is called international law simply doesn’t apply to the big powers or their political leaders. In the 10 years of its existence, the International criminal court has indicted 28 people from seven countries for war crimes and crimes against humanity. Every single one of them is African – even though ICC signatories include war-wracked states such as Colombia and Afghanistan.

That’s rather as if the criminal law in Britain only applied to people earning the minimum wage and living in Cornwall. But so long as international law is only used against small or weak states in the developing world, it won’t be a system of international justice, but an instrument of power politics and imperial enforcement.

Just as the urgent lesson of Libya – for the rest of the Arab world and beyond – is that however it is dressed up, foreign military intervention isn’t a short cut to freedom. And far from saving lives, again and again it has escalated slaughter.

A Tale of Two Rocket Launches

North Korea launched a rocket on April 13 to loft a satellite into space–part of the country’s civilian space program. The rocket, based on ballistic missile technology, broke up only minutes after launch. Western state officials and media rebuked Pyongyang for directing part of its strained budget to a rocket launch when it depends on outside food aid. Along with other countries, India “voiced deep concern.” [1]

Six days later, India launched Agni-V, a ballistic missile capable of delivering a 1.5 ton nuclear warhead to any point in China. India–which the American Federation of Scientists estimates has an arsenal of 80 to 100 nuclear weapons—boasted that the launch represented “another milestone” in its “quest to add to the credibility” of its “security and preparedness.” [2]

Both launches violated UN Security Council resolutions. Security Council Resolution 1172 (1998) calls upon India “to cease development of ballistic missiles capable of delivering nuclear weapons.” [3] Security Council Resolutions 1718 (2006) [4] and 1874 (2009) [5] direct North Korea to do the same.

On April 16, North Korea was censured by the Security Council for violating resolutions 1718 and 1874. [6] India has not been censured for violating resolution 1172. Indeed, that a Security Council resolution exists which prohibits India’s ballistic missile program has been almost completely ignored.

What’s more, while North Korea was savagely attacked in the Western media for its satellite launch, the same media treated India’s long-range ballistic missile test with either indifference or approval. India’s massive poverty was not juxtaposed against its decision to allocate resources to building nuclear warheads and the missiles to carry them.

North Korea’s nuclear weapons

The United States was the first country to introduce nuclear weapons to the Korean peninsula, in the form of tactical battlefield weapons. Later, when the USSR dissolved, Lee Butler, the head of the US Strategic Command, announced that the United States would retarget some of its strategic ballistic nuclear missiles from the former Soviet Union to North Korea. One month later, Pyongyang withdrew from the Nuclear Nonproliferation Treaty. [7]

A cardinal principle of nuclear nonproliferation is that countries with nuclear weapons should not target countries without them. Doing so provides the targeted country with a reason to develop its own nuclear weapons as a deterrent.

After North Korea’s first underground nuclear test, on October 9, 2006, the UN Security Council met to impose sanctions. At the meeting, North Korean ambassador Pak Gil Yon explained that North Korea initiated its nuclear weapons program because it felt compelled to protect itself from the danger of war from the United States.

This was hardly paranoid. Washington’s desire to see the collapse of North Korea is undoubted. An ideological competitor vis-à-vis the United States whose zeal for economic and political independence is second to none, North Korea remains one of the few remaining challenges to the US-led neo-liberal world economic order. In an attempt to crush the fiercely independent state, Washington has made North Korea the most heavily sanctioned country on earth—and hasn’t relieved the pressure in six decades.

This, on top of tactical and strategic nuclear weapons threats, nearly 30,000 US troops on the Korean peninsula, the incessant visits of nuclear weapons-equipped US warships and warplanes to South Korean ports and airbases, and the Pentagon’s de facto control of the South Korean military in peacetime and de jure control in wartime, constitutes a significant existential threat to North Korea.

In 2003, the Bush administration ratcheted up the threat by naming North Korea as part of an “axis of evil.” It then invaded the first country on its list, Iraq, and warned the other two to “draw the appropriate lesson.” [8] In light of this, Pak’s explanation that North Korea conducted the nuclear test to “bolster its self-defense” and that it “wouldn’t need nuclear weapons if the US dropped its hostile policies” rings true. [9]

Since then, the United States has delivered an additional reason for Pyongyang to draw the appropriate lesson—though not the one it hoped. Nato’s intervention in Libya on behalf of al-Qaeda-connected rebels likely wouldn’t have happened had the country’s leader, Muammar Gaddafi, not given up his chemical and nuclear weapons programs in exchange for reversal of sanctions and Western investment.

Hypocrisy

Washington says that it believes China sold North Korea the chassis for a missile-transport vehicle displayed in a North Korean military parade shortly after the failed satellite launch and would use “the episode to tighten pressure to better enforce United Nations sanctions forbidding the sale of weapons or technology to North Korea that would aid its ballistic missile and technology program.” [10]

Security Council resolution 1718 directs member states not to supply North Korea with battle tanks, armored combat vehicles, artillery, combat aircraft, attack helicopters, missiles or missile systems. A truck chassis hardly fits the list, and is clearly not a nuclear weapon or technology.

But why does a resolution—which concerns a nuclear test—ban sales to North Korea of conventional military equipment? Resolution 1172, dealing with India’s and Pakistan’s nuclear tests, imposed no similar sanctions on these countries. The likely explanation is that the resolution aims to deny Pyongyang an effective means of self-defense, both nuclear and conventional. In other words, the Security Council used North Korea’s efforts to tighten its security as a pretext to block its access to the equipment, technology and materials it needs for self-defense. By contrast, since the United States dropped its sanctions on India last decade, the latter has been permitted to add to the credibility of its security and preparedness without impediment.

Moreover, why was North Korea sanctioned at all? Having withdrawn from the Nuclear Nonproliferation Treaty under the threat posed by US strategic missiles, Pyongyang was bound by no international covenant prohibiting it from developing nuclear weapons. The Security Council justified the sanctions on the grounds that the proliferation of weapons of mass destruction is a threat to international peace and security. Invoking authority to prevent possible outbreaks of war between nations, however, has become a convenient way for the Security Council to legitimize arbitrary actions. It simply describes some incident as a threat to peace between nations—whether it is or not–and thereby hands itself authority to act.

Have North Korea’s nuclear tests truly represented a threat to international peace and security, or only a threat to the ability of certain permanent Security Council members to target North Korea with nuclear weapons free from the risk of nuclear retaliation? The United States, Britain and other countries that have nuclear weapons emphasize the deterrent nature of their nuclear arsenals. Rather than threatening international peace and security, these countries maintain that their WMDs preserve it. Why, then, should WMDs in the hands of countries threatened with nuclear annihilation constitute threats, while in the hands of the countries that pose the threat, nuclear weapons are considered a buttress to international peace and security? It seems more likely that peace and security between nations would be strengthened were the United States to cease targeting North Korea with nuclear weapons or were it deterred by Pyongyang’s possible nuclear retaliation.

Obviously (though not so obviously to Washington) a truck chassis is not a nuclear weapon or technology, but it is not unknown for Washington to broaden the definition of banned items to turn ostensibly narrow sanctions into broad-based ones. [11] UN Security Resolutions 1718 and 1874 do the same. While they appear to be limited to prohibiting North Korea from developing ballistic missile technology for military use, they have been interpreted by the Security Council to prohibit civilian use, as well. Hence, in censuring Pyongyang for its satellite launch, the president of the Security Council noted that any rocket launch that uses ballistic missile technology, even for civilian use, is a violation of the UN Security Council resolutions. [12] This means that as far as the Security Council is concerned, North Korea cannot have a civilian space program.

The United States’ criticism of China for selling North Korea a truck chassis, on grounds that the sale is a violation of a Security Council resolution, is not only baseless, it’s hypocritical. Washington has agreed to sell India spent nuclear fuel and nuclear technology, not only to “bring tens of billions in business to the United States” but to also cement “a new partnership between the two nations to counter China’s rise.” [13] Yet Security Council resolution 1172 directs “all States to prevent the export of equipment, materials or technology that could in any way assist programs in India or Pakistan for nuclear weapons.” Hence, while the United States accuses China of violating a Security Council resolution by selling the North Koreans truck parts, Washington itself has cleared the way to export equipment, material and technology to India to assist its nuclear program in violation of a Security Council resolution. Canada, too, which is selling uranium to India, is violating the same Security Council resolution. [14]

There are, then, four sets of double-standards that mark the West’s reaction to North Korea’s satellite launch.

• North Korea was censured by the Security Council for launching a satellite as part of a civilian space program, but India escaped censure for launching a ballistic missile whose purpose would be to destroy Chinese cities. Both launches violated Security Council resolutions, but the Security Council and Western media ignore the resolution prohibiting India’s ballistic missile program.

• North Korea’s attempt to loft a satellite into space was reviled by Western media and presented as a threat, while India’s launch of a long-range missile capable of carrying a payload to wipe Chinese cities off the map merited few critical remarks.

• North Korea was rebuked for what was widely described as an extravagant expenditure on a rocket launch at a time Pyongyang is dependent on outside help to feed its people [15], while India’s widespread and profound poverty hardly seemed a consideration to a Western media that could find little critical to say about India’s expensive nuclear weapons and ballistic missile program.

• China has been criticized by the United States for selling truck parts to North Korea, presumably in violation of a Security Council resolution prohibiting sales of conventional military equipment to Pyongyang, while it has approved the sale of spent nuclear fuel and nuclear technology to India in violation of Security Council Resolution 1172.

India’s efforts to add to the credibility of its security and preparedness are accepted as legitimate by Western governments and media because they’re directed at China. Pyongyang’s efforts to add to the credibility of its security and preparedness are reviled and censured because they’re aimed at bolstering North Korea’s defense against hegemonic threats. India’s actions—insofar as they contribute to the United States’ new military strategic focus of containing the challenge of China’s rise—is in Wall Street’s interests. North Korea’s actions—in challenging the United States’ ability to forcibly integrate the country into the US-led neo-liberal world economic order—is against Wall Street’s interests. Accordingly, one rocket launch is condoned, the other condemned.

The United States’ Barbarous Policy on Iran

“Sanctions,” New York Times’ reporter Rick Gladstone writes, have subjected “ordinary Iranians” to “increased deprivations” in order to “punish Iran for enriching uranium that the West suspects is a cover for developing the ability to make nuclear weapons.” [1] In other words, Iran is suspected of having a secret nuclear weapons program, and so must be sanctioned to force it to abandon it.

Contrary to Gladstone, the West doesn’t really believe that Tehran has a secret nuclear weapons program, yet even if we accept it does believe this, the position is indefensible. Why should Iranians be punished for developing a capability that the countries that have imposed sanctions already have?

The reason why, it will be said, is because Iranians are bent on developing nuclear weapons to destroy Israel. Didn’t Iranian president Mahmoud Ahmadinejad threaten to “wipe Israel off the map”?

Regurgitated regularly by US hawks and Israeli politicians to mobilize support for the bombing of Iran, the claim is demagogic rubbish. Ahmadinejad predicted that Israel as a Zionist state would someday disappear much as South Africa as an apartheid state did. He didn’t threaten the physical destruction of Israel and expressed only the wish that historic Palestine would become a multinational democratic state of Arabs and the Jews whose ancestors arrived in Palestine before Zionist settlers. [2]

No less damaging to the argument that Iranians aspire to take Israel out in a hail of nuclear missiles is the reality that it would take decades for Iran to match Israel’s already formidable nuclear arsenal, if indeed it aspires to. For the foreseeable future, Israel is in a far better position to wipe Iran off the map. And given Israel’s penchant for flexing its US-built military muscle, is far more likely to be the wiper than wipee. Already it has almost wiped an entire people from the map of historic Palestine.

But this is irrelevant, for the premise that the West suspects Iran of developing a nuclear weapons capability is false. To be sure, the mass media endlessly recycle the fiction that the West suspects Iran’s uranium enrichment program is a cover for a nuclear weapons program, but who in the West suspects this? Not high officials of the US state, for they have repeatedly said that there’s no evidence that Iran has a secret nuclear weapons program.

The consensus view of the United States’ 16 intelligence agencies is that Iran abandoned its nuclear weapons program years ago. Director of US intelligence James Clapper “said there was no evidence that (Iran) had made a decision on making a concerted push to build a weapon. David H. Petraeus, the C.I.A. director, concurred with that view…. Other senior United States officials, including Defense Secretary Leon E. Panetta and Gen. Martin E. Dempsey, the chairman of the Joint Chiefs of Staff, have made similar statements.” [3]

Rather than weakening this conclusion, stepped up US espionage has buttressed it. Iran’s leaders “have opted for now against…designing a nuclear warhead,” said one former intelligence official briefed on US intelligence findings. “It isn’t the absence of evidence, it’s the evidence of an absence. Certain things are not being done” [4] that would indicate that Iran is working on nuclear weapons. Even Mossad, Israeli’s intelligence agency “does not disagree with the US on the weapons program,” according to a former senior US intelligence official. [5]

So, contrary to the claim that the West “suspects” Iran of concealing a nuclear weapons program, no one in a position of authority in the US state believes this to be true. Neither does Israeli intelligence. Why, then, is the United States and its allies subjecting ordinary Iranians to increased deprivations through sanctions?

The answer, according to Henry Kissinger, is because US policy in the Middle East for the last half century has been aimed at “preventing any power in the region from emerging as a hegemon.” This is another way of saying that the aim of US Middle East policy is to stop any Middle Eastern country from challenging its domination by the United States. Iran, Kissinger points out, has emerged as the principal challenger. [6]

Indeed, it did so as long ago as 1979, when the local extension of US power in Iran, the Shah, was overthrown, and the country set out on a path of independent economic and political development. For the revolutionaries’ boldness in asserting their sovereignty, Washington pressed Saddam Hussein’s Iraq into a war with Iran. This served the same purpose as today’s economic warfare, sabotage, threats of military intervention, and assassinations of Iran’s nuclear scientists: to weaken the country and stifle its development; to prevent it from thriving and thereby becoming an example to other countries of development possibilities outside US domination.

Uranium enrichment has emerged as point of conflict for two reasons.

First, a civilian nuclear power industry strengthens Iran economically and domestic uranium enrichment provides the country with an independent source of nuclear fuel. Were Iran to depend on the West for enriched uranium to power its reactors, it would be forever at the mercy of a hostile US state. Likewise, concern over energy security being in the hands of an outside power has led Turkey, Saudi Arabia, Vietnam and South Korea to insist over US objections that they be allowed to produce nuclear fuel domestically, without sanction. With US nuclear reactor sales hanging in the balance, it appears that their wishes will be respected. [7] Iran will be uniquely denied.

Secondly, uranium enrichment provides Tehran with the capability of developing nuclear weapons quickly, if it should ever feel compelled to. Given Washington’s longstanding hostility to an independent Iran, there are good reasons why the country may want to strengthen its means of self-defense. The hypocrisy of the United States championing counter-proliferation—and only selectively since no one is asking Israel to give up its nuclear weapons, and the United States hasn’t the slightest intention of ever relinquishing its own—reveals the illegitimacy of the exercise.

The reason, then, for punishing Iranians with new and more debilitating privations is not because their government has a secret nuclear weapons program —which no one in the US state believes anyway—but because a developing Iran with independent energy, economic and foreign policies threatens Washington’s preferred world political order—one in which the United States has unchallenged primacy.

Al-Qaeda’s Air Force

Some Canadian military officers in private...referred to the NATO jets bombing Gadhafi’s troops as “al-Qaeda’s air force”

Canadian fighter pilots “flew 946 sorties and dropped almost 700 bombs” in last year’s NATO intervention in Libya. [1] But rather than enforcing a no-fly zone to protect civilians, the Canadian pilots—and their counterparts from other NATO countries—took sides in the conflict, intervening directly on behalf of anti-Gaddafi rebels.

But who exactly were the rebels that NATO sided with?

Private remarks by Canadian military officers, reported by the Ottawa Citizen’s David Pugliese, suggest the rebels weren’t everyday people thirsting for democracy, as NATO officials and mainline media made them out to be.

Gaddafi had claimed that “the rebellion had been organized by” Al Qaeda in the Islamic Maghreb “and his old enemies the LIFG (Libyan Islamic Fighting Group), who had vowed to overthrow the colonel and return the country to traditional Muslim values, including Sharia law.” [2] But this was dismissed by the West as propaganda.

Still, a “Canadian intelligence report written in late 2009…described the anti-Gadhafi stronghold of eastern Libya” where the rebellion began, “as an ‘epicentre of Islamist extremism’ and said ‘extremist cells’ operated in the region.” [3]

And Canadian military intelligence noted “in 2004 (that) Libyan troops found a training camp in the country’s southern desert that had been used by an Algerian terrorist group that would later change its name to al-Qaeda in the Islamic Maghreb or AQIM.” [4]

Abdel Hakim Belhaj, who had “joined the U.S.-backed resistance to the Soviet (intervention in) Afghanistan, fighting alongside militants who would go on to form al-Qaeda,” was emblematic of the militant Islamic character of the uprising.

“Mr. Belhaj returned to Libya in the 1990s and led the Libyan Islamic Fighting Group in fierce confrontations with Col. Gadhafi’s” government. The LIFG was aligned with al-Qaeda. [5]

Belhaj was “the rebellion’s most powerful military leader.” [6]

This should have aroused suspicions about the true nature of the uprising, but there was an earlier clue that the Benghazi revolt was inspired by something other than a thirst for democracy.

“On Feb. 15, 2011, citizens in Benghazi organized what they called a Day of Anger march. The demonstration soon turned into a full-scale battle with police.

“At first, security forces used tear gas and water cannons. But as several hundred protesters armed with rocks and Molotov cocktails attacked government buildings, the violence spiralled out of control. Demonstrators chanted, ‘No God but Allah, Moammar is the enemy of Allah’.” [7]

Today, Libya is a warzone of competing militias. The Transitional National Council, anointed by the West as the legitimate representative of the Libyan people, has no authority.

And now, one year after the uprising began, some NATO officials are admitting that NATO aligned itself with militant Islamic rebels to oust Gaddafi, who US officials had complained was engaging in “resource nationalism,” while oil companies denounced him for trying to “Libyanize” the economy. [8]

According to the Ottawa Citizen’s David Pugliese, some Canadian military officers in private refer “to the NATO jets bombing Gadhafi’s troops as ‘al-Qaeda’s air force’.” [9]

The parallels with Syria are obvious. As Gaddafi’s government struggled with a number of militant Islamic uprisings over the years, so too has the secular government of Bashar Assad in Syria. [10] Calls have been made for NATO countries to intervene there too, either as the rebels’ air force or arms supplier or both.

But it’s clear that a NATO intervention in Syria will be a repeat of Libya, with NATO forces backing militant Islamists with the sole goal of sweeping a government from power that the West’s economic interests are not wholly comfortable with. Syria too practices economic nationalism.

The Assad government has drafted a new constitution , to be put to a referendum later this month, which promises the multi-party democracy and democratic reforms the West demanded—but now, on the eve of their being delivered, dismisses as “meaningless.” [11]

Apart from allowing multiple parties to contest elections and multiple candidates to run for president, the new constitution mandates that the country’s resources be publicly owned (which is to say that the country will practice the “resource nationalism” that got Gaddafi in trouble), that taxation will be progressive, and that the economy will be directed, rather than laissez-faire. [12]

Democratic reforms are largely irrelevant to the West. Otherwise, it would do more to press Saudi Arabia, Bahrain, Qatar, and other petro-despotisms—from which Western oil companies derive billions of dollars in profits—to change their ways. Instead, Bahrain, site of a renewed uprising that is being violently suppressed–as one there was last year–continues to receive US-backing and arms.

Calls for democratic reforms—in some countries, not others—are simply pretexts for intervention. The West’s real motivation for backing uprisings in Libya and Syria are economic: turning the countries away from resource nationalism and a measure of independent, self-directed economic development into profit-disgorging spheres of exploitation for Western banks, corporations and investors.

In pursuit of these goals, NATO countries are willing to ally with anyone. Even al-Qaeda.
